The article presents a study of the issues of citizens ' participation in the development of urban areas, creating a comfortable environment for life on the example of Vologda. The research is based on the following methods: multiple case study, included observation, unstructured interviews, and content analysis. When studying a separate case, we identified the participants in the interaction, the nature of the interaction (open dialogue, pseudo-communication, conflict), the tools of civil participation, and the results obtained. The main problem of realizing the potential of civil participation in municipal management is the unformed motivation of people to social activity. It is concluded that in the context of a conflict of interests, the participating project looks like a marginal protest movement in the eyes of the local authorities. The fact that the urban environment will be in demand and works better if residents are actively involved in its creation and management, justifies the need for a dialogue between the government and the population. It is possible to avoid a city-protection conflict by involving citizens in participation at the first stages of designing changes to public spaces.

This study reviews the growth strategies and their effect on the efficiency and productivity of the microfinance sector of Pakistan. The sector needs to have adopted intensive growth strategy instead of extensive strategies of wide expansion in term of physical infrastructure and human resources, which had increased the financial sustainability risks for the credit constrain institutions. The sixdimension model of outreach used in this study also shows that the sector does not achieve the targets set forth for these micro finance institutes with respect to its active borrowers’ outreach. The sector has mainly focused the big cities and urban areas whereas the poverty levels are higher in rural areas. The government has also shown its interest by launching two different types of loan schemes. Among the three different types of institution, the microfinance banks dominate the sector.

Understanding the competing and conflicting interests in peri-urban land is crucial for informed decisions and well-managed urbanization. These interests in peri-urban land in Ethiopia are explored from a political economy perspective, using desk review and case study research. The findings show that the state, the private business sector and the local community are the three main sets of players with competing interests in peri-urban land, which has resulted in the rapid conversion of farmland into built-up urban property. The more land is expropriated by government agents, and the more land is developed by developers, the more revenues are collected by the government and the more profit is realized by developers and dealers, but with less opportunity and security for local communities in the peri-urban areas. Therefore, urban spatial expansion and development programmes in urban fringe areas require purposeful intervention of the government in a way that can accommodate the interests of all parties without conflict.

Abstract: The Borobudur area has grown into a world-class tourist destination. With the existence of Borobudur, Mendut, and Pawon temples, the area was appointed as National Strategic Tourism Area (NSTA). The condition influences the villages surrounding it. Borobudur village, Wanurejo, and Candirejo have developed into alternative tourist villages. During their development, these villages have undergone several transformation stages, which are interesting for further observation. In this background, the study aims to identify the transformation stages of the tourist villages in the Borobudur area, from the beginning as a people settlement to become tourist villages, and what causes the development of these stages. This study used a multiple-case study method with diachronic time series analysis, with three village units of analysis: Borobudur, Candirejo, and Wanurejo. Therefore, it will produce the stages of the village's transformation, especially, those related to tourism activities in the Borobudur area. It is expected that the results of this research will provide tourism development guidelines at each stage of the transformation of tourism villages so that they can be the basic for proper tourism planning for the government in rural tourism, especially in the development of tourism villages in NSTA. In addition, it can also be the basic of a scientific approach in researching the development of tourist areas, especially tourism village.

O trabalho em questão analisa, segundo o prisma da Geografia, a importância do patrimônio natural em ambiente urbano. Como objetivo principal, pretende compreender a percepção que os residentes na cidade de Coimbra (Portugal) têm da natureza e do papel que o património natural pode desempenhar na qualidade de vida da cidade. Para alcançar esses objetivos, inicia-se o texto com uma reflexão teórica que percorre conceitos como a topofilia e os olhares sociais sobre o ambiente e a natureza em contexto citadino. Depois, seguem-se dois procedimentos diferentes, mas complementares: (1) Como forma de registro da presença e do estado de conservação da natureza em Coimbra e da interação entre os cidadãos e o patrimônio natural naquele espaço geográfico, fez-se uma análise de campo com a montagem de um banco de dados fotográficos que representam excertos deste território; (2) Inquéritos por meio de entrevistas, em dois bairros da cidade – Vale das Flores e Monte Formoso – privilegiando adultos com idades superiores aos 30 anos. Apesar de a pesquisa ter revelado algumas contradições entre a prática e o discurso na percepção e na relação topofílica para com as áreas verdes urbanas, concluiu-se que a presença do patrimônio natural no ambiente urbano ainda se apresenta como uma questão secundária. Contudo, também se verificou que, para reforço desta relação simbólica e/ou funcional, o patrimônio natural deve estar presente em todo o contínuo urbano e não ficar restrito aos bairros mais elitizados ou aos parques. Abstract THE CITIZENS TOPOPHILIA AND THE NATURAL URBAN PATRIMONY: COIMBRA’S CASE STUDY This paper analyzes the importance of natural patrimony in the urban environment, under the prism of geography. The main objective of this study is to understand how nature is perceived in the city of Coimbra (Portugal) and the role that green areas and natural patrimony has in the quality of urban life. To achieve these objectives, this article discusses the conceptual argument about environmental perception, topophilia and the nature in the city. For this, it was used two different procedures: (1) Field analysis on the city of Coimbra with purpose to setting up a photographic database, to verify the presence, conservation and relationship to the natural patrimony inserted in urban environment; (2) Investigation through interviews in two neighborhoods of the city – Vale das Flores and Monte Formoso. The data revealed that the perception and the topophilic relationship to urban green areas are marked by the contradiction between practice and discourse. It was concluded that the presence of natural patrimony in the urban environment still present itself as a secondary issue. Moreover, it was concluded that to strengthen this relationship symbolically and/or functionally the natural patrimony must be present throughout all the continuous urban areas and should not be restricted to elite neighborhoods or parks.

The human population is currently on the rise and most Europeans live in urban areas, leading to increased urbanization. The change comes with its challenges, as cities, architecture, and urban spaces need to become more fluid, multi-functional, and innovative. This paper examines whether a change of use of public spaces, and functions of architectural and urban forms, can be used as an element in the implementation of sustainable urbanization. The theoretical framework of this paper focuses on literature findings relating to identified key aspects such as innovative approaches in changes of use — recycling and upcycling, green infrastructure and financial aspects, concepts of “right of the place”, and public participation. These aspects are addressed on both theoretical and practical levels, with the National Theatre in London as a case study. Findings convey that the change of use of spaces can be utilized to achieve sustainable urbanization, together with the management of functions and uses of architectural and urban forms. However, further research is needed with various stakeholders to identify a solid and inherent database, as a foundation on which the most optimal urban spaces would emerge, by identifying new functions and uses of urban space and architecture.

In this article, the author, based on concrete factual material, explores the specifics of modern migration processes considered within an urban area localized in Palermo (Sicily). In the context of this complex heterotopic space, resorting to the conceptual apparatus of M. Foucault, this kind of rhizome, if we operate with the concepts of J. Deleuze and F.Guattari, the author analyzes the actions of various actors of power – local and transnational – which dominate in this closed socio-urban environment, outlined by the framework of certain city blocks, – formal and informal, institutionalized and not, state and extra-state, legal and illegal, political, social, ecclesiastical, economic, criminal, the objects of projection and manifestation of which are migrants (primarily illegal) concentrated in these urban areas, who coexist there with the local population. The author also studies reactions of “newcomers” to the factors that affect them, including their ways of understanding and familiarizing with of their new place of residence as a micro- and the macrocosm, in all the diversity and complexity of the social connections that permeate this habitat and the factors that affect it.

Communities living in Latin American slums present more vulnerability of diseases, high rates of infant mortality, and low life expectancy, generally as a result of the high levels of soil contamination. Furthermore, in our case study of the 4th District of Porto Alegre, the community depends on recycling materials from waste for their livelihood. In consequence, the public spaces are used as a garbage dump, accentuating health problems and making social interactions difficult. In this context, our applied research group aims to construct social spaces, improving the inhabitants’ quality of life through participative methodologies that encourage the use of the public spaces of these districts without prejudice of the economic system based on garbage. Our strategy relies on the actions and interactions of humans and the place in sub developed urban areas.

For today, environmental protection is one of the most serious issues for the government. The urban environment is exposed to numerous negative natural and anthropogenic processes. The scientific article considers the main problems of forensic analysis of the ecological state of the urban environment. Reduction in the scope of environmental expertise caused by urban development reformation became the negative matter. The authors believe that the forensic analysis is an important legal instrument for ensuring rational environmental resources management and environmental protection from harmful impacts on urban areas. Along with rationing, licensing, certification, audit, the forensic analysis performs the function of environmental control, acting as a guarantor of compliance with legal requirements. In order to integrate new kinds (types) of forensic analysis into a unified list of kinds (types) of analysis and to regulate the existing lists, the adoption of the National Standard on Forensic Ecological Expert Analysis is demanded; however, the adoption of a unified National Standard of the Russian Federation on forensic analysis is also required.

Under no-notice evacuation scenarios with limited time horizons, the effectiveness of evacuation can be negatively impacted by intermediate trips that are made by family members and the identification of vulnerable populations. The emergence of shared-mobility companies, such as Uber and DiDi, can be considered as a potential means to address above-mentioned concerns. The proposed study explores the utility of shared-mobility services under emergency-evacuation scenarios and makes recommendations to relevant bodies that are based on the obtained and they are discussed herein. The study investigates attitudes of the public, experts, and drivers towards the use of shared-mobility resources during emergency evacuations based on a stated preference survey. Results of questionnaires, driver interviews, and face-to-face expert interviews have been analyzed to validate the feasibility and identify potential problems of leveraging shared-mobility services during evacuation response, especially in metropolitan areas wherein such services are already ubiquitous. Numerical simulations have been performed to quantify potential improvements in the total trip distance and number of evacuees after incorporating the use of shared mobility into emergency-response operations. However, despite the observed improvement in emergency efficiency, certain realistic roadblocks must be overcome. Realization of the proposed objective heavily depends on actionable policy recommendations, provided herein as a reference for the government, emergency management agencies, and shared-mobility companies.
