Promises of Citizenship

Considering their historically marginalized place in American democracy, one wonders why African Americans bothered to fight in any American conflict. This conundrum is especially perplexing in World War II, a war to free millions from tyranny. Scholars have neglected to ask the fundamental question; why did the African American community send thousands of men to fight for a democratic way of life in which they could not fully participate? The answers to this question, and there are undoubtedly multiple responses, may shed light on contemporary quandaries–situations that involve military mobilization for the good, not of the whole society, but of narrow constituencies. This is the central question of this book. The chapters explore the cultural context where citizenship for African Americans was negotiated through military service.

The war years were transformative for people of African descent, particularly in the United States. About 10 percent of the population, or 13 million people out of 130 million Americans, were of African descent in the war years. More African Americans than in previous times were engaged in military operations and defense industry work, and larger numbers were represented in the federal government’s operations. African Americans migrated in larger numbers to different regions for work or military service, they experienced a transformation into a more urban community, and many became foot-soldiers agitating for equality and civil rights. African Americans who experienced the war years either stateside or on the international stage were profoundly affected by their experiences, including the horrors of combat warfare and the opportunities of a booming wartime economy. Having survived the bleakness of the 1930s-era economic depression, World War II America offered more opportunities for employment, better living conditions and life choices, and advancement through military participation. However, all of these opportunities were hampered by the anti-black racism that greatly reduced equality within the military, the government, and defense industries. Two million African American men and women found new employment in war industry jobs. The army’s governing policy called “segregation without discrimination” meant mostly white officers commanding black troops, which limited the opportunities of black soldiers. Still, 2.5 million African American men and women volunteered for military service, with about 1.5 million ultimately selected to serve. Over six thousand African American women formed into segregated units of the Women’s Auxiliary Corps. Two army infantry divisions of black soldiers fought in the war: the 92nd Buffalo Soldier Division in Italy, and the 93rd Blue Helmets Division in the Pacific Islands. While most of the “Greatest (Black) Generation” served in service and support units, some fifty thousand black soldiers served in combat units. Other specialized units included the Tuskegee Airmen, the “Triple Nickle” Parachute Unit, the 761st “Black Panther” Tank Battalion, and the “Red Ball Express” Trucking companies. Black soldiers helped to liberate Nazi concentration camps, they came ashore in the D-Day operations, and they volunteered in the brutal Battle of the Bulge campaign, among many other distinctive operations. Black medical professionals ran international healthcare operations. Specialized service personnel performed engineering feats through difficult terrain. America’s defense industries employed more black workers from ship building to parachute construction, from Victory gardens to government appointments, and in the production of guns and butter. In spite of the prejudicial treatment that constrained their participation, many African Americans resisted segregation and discrimination by engaging in the “Double V” campaign: Victory against America’s enemies abroad, and Victory against racism at home. Because the war years brought about more transformations than before, this is a significant time in African American history.

The article is devoted to the biography of General Pavlo Shandruk, an Ukrainian officer who served as a Polish contract officer in the interwar period and at the beginning of the World War II, and in 1945 became the organizer and commander of the Ukrainian National Army fighting alongside the Third Reich in the last months of the war. The author focuses on the symbolic event of 1961, which was the decoration of General Shandruk with the highest Polish (émigré) military decoration – the Virtuti Militari order, for his heroic military service in 1939. By describing the controversy and emotions among Poles and Ukrainians, which accompanied the award of the former Hitler's soldier, the author tries to answer the question of how the General Shandruk’s activities should be assessed in the perspective of the uneasy Twentieth-Century Polish-Ukrainian relations. Much has been said about the Nazi appropriation of Wagner’s music in the 1930s and 1940s. As early as 1933, Hitler transformed the Bayreuth Festival into a celebration of National Socialist ideology and propagated miniature Wagner festivals to celebrate his own birthday. Wagner’s music also resounded throughout the culture and media at large. What has been less understood and examined, however, is how this same music was also used in nonnarrative films, newsreels, government documentaries, and industrial and advertising films of the period. Here the appropriation of Wagner is more complex and problematic. Master Hands (1936), the critically acclaimed, feature-length industrial film sponsored by the American car company Chevrolet, is an excellent example. As several film scholars have observed, the film is an artistic advertisement for the American automobile industry that borrows heavily from Riefenstahl’s Triumph of the Will. But the film’s score, a compilation full of Wagner excerpts, arranged by composer Samuel Benavie and performed by the Detroit Symphony Orchestra, about which almost nothing has been said, is equally propagandistic. By examining the music for this industrial advertisement for Chevrolet, this chapter not only re-examines the reception of Wagner in the United States between the World War I and World War II but also examines the integral role his music played in the creation of American films of persuasion. It explores the use U.S. industrial filmmakers made of Wagner’s music as an audible signifier not for German fascism but to advertise for American democracy, industry, and capitalism.

This study tends to shed light on early childhood care and education (ECCE) institutions with special reference to kindergartens in Fukuoka, Japan. The choice of the topic for study was derived by the importance of ECCE in children’s life and huge economic growth of Japan after worst effects of world war-II, which are thought to be linked with the education that children receives in Japan. The study is limited to four kindergartens in Fukuoka City and observations made for the study refers to 2018. Herein, different types of institutions providing ECCE, their infrastructural set-up, activities, along with curriculum are discussed. At the end, issues and challenges of ECCE system in Japan are discussed. It has been observed that the infrastructural facility and nature of activities are of high quality. Each and every care is being taken to inculcate habits, as well as to maintain physical and intellectual growth of children. The children seem to be highly happy and enjoy learning via various activities in these schools. It is clear that the devised policies on education and care of children are implemented in full spirit.

The earliest Italian American writers were immigrants who learned English and responded to their experience in America through poetry and prose, more often than not found in the early Italian language newspapers. Few had mastered the English language, and so their contributions to literature were not considered to be American. In fact, early-20th-century immigrants from Italy to the United States were hesitant to even to refer to themselves as Americans. The literature produced during this period provides great insights into the shaping of American identities and into the obstacles that these immigrants faced in pursuing their versions of the American Dream. The rise of Fascism in Italy of the 1920s–1940s would have a tremendous effect on those identities. One of the earliest Italian Americans to voice his opinion of Italian Fascism in his poetry was Arturo Giovannitti, who, with Joseph Ettor, had organized the famous 1912 Lawrence Mill Strike. National awareness of writers as Italian Americans would not begin until the likes of John Fante and Pietro di Donato published in the late 1930s. Fiction published prior to World War II primarily depicted the vexed immigrant experience of adjustment in America. The post–World War II years brought the arrival of more immigrants as serious producers of American art. Among the early writers were returning soldiers, such as Mario Puzo and Felix Stefanile, often the first of their families to be literate and attend American schools, especially with the help of the GI Bill. While many of the writers were busy capturing the disappearance of the immigrant generation, others were continuing the radical traditions. Government investigations into Communism through the House Committee on Un-American Activities sparked the ire of many Italian American artists. Increased mobility through military service and education in American schools brought Italian American writers into contact with the world outside of Little Italy and opened their imaginations and creativity to modernist experiments. Those who would gain recognition as members of the “Beat movement” responded to an apolitical complacency that seemed to set in directly after the war by fusing art and politics profoundly to affect America’s literary scene. During a time when the very definition of “American” was being challenged and changed, Italian American writers were busy exploring their own American histories. America’s postwar feminist movement had a strong effect on the daughters of the immigrants. Social action, the redefinition of American gender roles, and the shift from urban to suburban ethnicity became subjects of the writing of many young Italian Americans who watched as their families moved from working- to middle-class life. Fiction produced in the 1980s and 1990s recreated the immigrant experience from the perspective of the grandchildren, who quite often reconnected to Italy to create new identities. Contemporary Italian American literature demonstrates a growing literary tradition through a variety of styles and voices. Critical studies, beginning with Rose Basile Green’s The Italian American Novel (1974), reviews, the publication of anthologies, journals, and the creation of new presses are ample evidence that Italian American culture has gained understandings of its past as it develops a sense of a future.

The introduction provides a brief history of the development of US domestic adoption, and African Americans’ roles in US and transnational adoption in the late nineteenth and early twentieth centuries. Since the professionalization of adoption in the United States largely evolved around the needs of birth mothers, children, and adoptive parents who were white, African Americans’ efforts to care for orphaned and displaced children through formal and informal adoptions has been underappreciated. The introduction describes the ways African Americans adopted children in the United States and, after World War II, foreign-born children of African American soldiers. This approach provides a foundation for understanding how African Americans’ participation in Korean transnational adoption was similar to their domestic adoption efforts and their efforts to adopt World War II GI children. It also suggests reasons why efforts to increase the professionalization and standardization of Korean transnational adoption reduced African Americans’ participation in this method of adoptive family formation.

Over 230 Canadian Army soldiers took their own lives during the Second World War. For many, soldiering seems to have exacerbated stresses and depressions. Their suicide notes and the testimony of family, officers, and bunkmates reveal that wartime disturbance was an important section of the complex array of reasons why. In attempts to explain the motivations for their tragic final actions, the instabilities brought by the Second World War and the stresses of military mobilization must be added to the many biological, social, psychological and circumstantial factors revealed by the proceedings of courts of inquiry. Major military risk factors include: access to firearms, suppression of individual agency, and disruption of the protective networks of friends and family. Some Canadians had a difficult time adjusting to military discipline and authority and were frustrated by their inability to succeed by the measures set by the army. Suicide motivations are complex and it may be too simplistic to say that the Second World War caused these deaths, however, it is not too far to say that the war was a factor in their final motivations. Some men, due to the social pressures and constructs of masculine duty, signed up for active service despite previously existing conditions which should have excused them. Revisiting these traumas can expose the difficulties that some Canadians experienced during mobilization for total war. Many brought deep personal pain with them as they entered military service and for some, the disruptions, frustrations, and anxieties of life in khaki were too great to bear. Like their better-known colleagues who died on the battlefield, they too are casualties of the Second World War.

The second of three chapters exploring the history of homesteading in the area around Berea, Kentucky, chapter 3 presents the story of rural subsistence from the late 1800s up to the economic boom generated by World War II. The chapter is framed in terms of the “parable of enclosure”--the idea that yeoman farmers would not voluntarily trade independent livelihood for capitalist wage labor--and argues that as industry and technology generated ever more advanced consumer goods (for example, refrigerators, radios, antibiotics), the peasant way of life became outmoded; once wage labor became available in the factories of the north, millions of Appalachians left the mountains. But, as the chapter documents, some chose to return to a homesteading life, forming an overlooked back-to-the-land movement.
