Pakistan, like many other developing countries has adopted the integration of environmental concerns in its social and economic planning. Pakistan has developed some environmental legislation and policies at the national level for the protection and conservation of environment. This paper evaluates the current status of the environmental assessment system in Pakistan and especially in the Khyber Pakhtunkhwa (KP) province by using the Christopher Wood Evaluation Model. The EIA system in Pakistan has many strong features like the legal basis for assessment process, strong apprehension and willingness for screening and scoping, stakeholder’s involvement and participation, mitigation of impacts, and cost & benefits of EIA system. The limitations found in the assessment process of Pakistan includes Preparation of EIA report and its review, monitoring and auditing, strategic environmental assessment, while consideration of alternatives and decision making mechanisms are completely ignored. Besides these, the study revealed the practice of ineffective remedial measures, non-professional, inexperience and unregistered consultants involved in the environmental assessment and sporadically the politically oriented decision making process. This evaluation led to a series of suggestions regarding the improvement of EIA system in Pakistan and especially KP Province with a view to develop its quality and effectiveness.

An analysis of recent environmental legislation in Belgium (Flanders) shows that only small part of it originated from direct pressure by the environmental movement. Although in recent years environmental groups were admitted to a number of advisory committees, this did not really made them a more powerful politica!l orce. Four reasons can be given for this relative weakness: 1) like all new social movements, the movement bas a weak organisational structure; 2) it's focus is on local disturbances to the environment; 3) it's disruptive potential is limited, especially on the national level; 4) it has little format access to the decision making process. The main consequence of it's activities is an innovation of political culture. The movement is succesful in defining and constructing environmental problems, and forcing them on the public and political agenda, but it lacks the power to steer the decision making process on the issues it has created.

Abstract This research aims to identify, through the Strategic Field of Action Theory, the rationalities encompassed in the environmental assessment of the UHE Tijuco Alto Hydropower Plant (Ribeira River Watershed, Brazil) and to characterize the strategies of the stakeholders in the decision-making process. An interpretative description based on documents and content analysis of the environmental assessment process was adopted as our research method. The evaluation of such documents demonstrates that the strategic actions designed by the skilled actor - in this case, the Vale do Ribeira Movement of People Threatened by Dams - was fundamental to unveil the rationality shared by local communities. This fact has changed the dominant order, which prioritizes the logic of development and often results in the release of projects that affect or violate human rights.

Abstract In nuclear engineering, modeling and simulations (M&Ss) are widely applied to support risk-informed safety analysis. Since nuclear safety analysis has important implications, a convincing validation process is needed to assess simulation adequacy, i.e., the degree to which M&S tools can adequately represent the system quantities of interest. However, due to data gaps, validation becomes a decision-making process under uncertainties. Expert knowledge and judgments are required to collect, choose, characterize, and integrate evidence toward the final adequacy decision. However, in validation frameworks, CSAU: code scaling, applicability, and uncertainty (NUREG/CR-5249) and EMDAP: evaluation model development and assessment process regulatory guide (RG 1.203), such a decision-making process is largely implicit and obscure. When scenarios are complex, knowledge biases and unreliable judgments can be overlooked, which could increase uncertainty in the simulation adequacy result and the corresponding risks. Therefore, a framework is required to formalize the decision-making process for simulation adequacy in a practical, transparent, and consistent manner. This paper suggests a framework—“Predictive capability maturity quantification using Bayesian network (PCMQBN)”—as a quantified framework for assessing simulation adequacy based on information collected from validation activities. A case study is prepared for evaluating the adequacy of a Smoothed Particle Hydrodynamic simulation in predicting the hydrodynamic forces onto static structures during an external flooding scenario. Comparing to the qualitative and implicit adequacy assessment, PCMQBN is able to improve confidence in the simulation adequacy result and to reduce expected loss in the risk-informed safety analysis.

The paper illustrates the development of an evaluation model for supporting the decision-making process related to an urban regeneration intervention. In particular, the study proposes an original multi-methodological approach, which combines SWOT Analysis, Stakeholders Analysis and PROMETHEE method for the evaluation of alternative renewal strategies of an urban area in Northern Italy. The article also describes the work carried out within an experts’ panel that has been organized for validating the structuring of the decision problem and for evaluating the criteria of the model.

The EU Biodiversity Strategy to 2020 determines that “Member States, with the assistance of the Commission, will map and assess the state of ecosystems and their services in their national territory by 2014, assess the economic value of such services, and promote the integration of these values into accounting and reporting systems at EU and national level by 2020”. Mapping and assessment of ecosystem services provides several benefits, one of which is baseline data providing to measure net future gains or losses and data integration into spatial development process. The aim of the paper is to present and discuss the approach taken to assessing ecosystem services in order to introduce necessity of mapping and assessment of ecosystems and their services for planning and decision-making process in Latvia. The paper will focus on terminology interpretation of ecosystem services, introducing with set of developed indicators for assessment of ecosystem services and define appropriate for Latvia. The paper closes with estimation of potential benefits and necessity to integrate assessment of ecosystems services in spatial planning and decision-making process.

Abstract: The manifestation of different dissensions regarding the use of planning methodologies in the operations process has become a reality, both at national level and within NATO. Therefore, this research paper contributes to the theoretical clarification on defining the specific methodologies, respectively their employment in relation to the level of Land Forces military operations. Another objective of this paper is to make a comparative analysis between the design methodology, military decision making process (MDMP) and troop leading procedures (TLP), targeting the military structures within the Land Forces, and those belonging to NATO. Also, at the end, the paper highlights some perspectives of improving planning, as the primary activity which starts the operations process.

An increasing number of organizations are struggling to overcome “information paralysis” — there is so much data available that it is difficult to understand what is and is not relevant. In addition, managerial intuition and instinct are more prevalent than hard facts in driving organizational decisions. Organizational Data Mining (ODM) is defined as leveraging data mining tools and technologies to enhance the decision-making process by transforming data into valuable and actionable knowledge to gain a competitive advantage (Nemati & Barko, 2001). The fundamentals of ODM can be categorized into three fields: Artificial Intelligence (AI), Information Technology (IT), and Organizational Theory (OT), with OT being the core differentiator between ODM and data mining. We take a brief look at the current status of ODM research and how a sample of organizations is benefiting. Next we examine the evolution of ODM and conclude our chapter by contemplating its challenging yet opportunistic future.

Environmental assessment has been defined as “a general conceptual and methodological framework for describing and predicting how attributes of places relate to a wide range of cognitive, affective, and behavioral responses” (Craik & Feimer, 1987). A primary purpose for assessing environments is to provide valid and reliable information that has utility in environmental planning, design, and management decision making. Implicit in the assessment activity is the assumption of identifiable relationships of physical environmental factors with descriptive and evaluative assessments, and with predictions of responses to places conceptualized in plans and designs, but not yet built. This chapter addresses the utility of research findings. Three primary questions are posed. Why are some environmental assessment and cognition research findings used successfully in decision making while others are not? What factors contribute to these outcomes? And how important are physical environmental factors in planning, design, and management decision making? The preceding chapters by Rachel Kaplan, Reginald Golledge, and Harry Timmermans provide the background for the following discussion. The first section of this chapter presents a brief review of similarities and differences among the three preceding chapters, with specific attention directed to interpretations or definitions of the concepts of assessment and preference, the use of physical environmental variables in the assessment process, and the roles of laypersons and experts in assessment. Potential uses for and applications of environmental assessment research are described in the second section. This is followed by a discussion of the differences between instrumental and conceptual applications and of factors that have been identified as influencing applications, factors such as communications between researchers and users, responsibilities for problem definition, and the context within which the research is conducted. This chapter concludes with a discussion of the opportunities for and probable limitations on applications of the preceding chapters by R. Kaplan, Golledge, and Timmermans. Four concepts and elements that are addressed in the three chapters have been selected for purposes of structuring a comparison among them. These concepts and elements—assessment, preference, roles of laypersons and experts, and physical environmental factors—are particularly salient to the issue of research applications.

Development and evaluation of alternatives is a key process in the strategic environmental assessment (SEA), which enables improvement of the environment, informed decision-making, greater transparency and better opportunities for public participation. It is also the most challenging part of the assessment, because the alternatives are often avoided or considered to the extent to meet the legal requirements. The absence of alternatives in the assessment process significantly diminishes the contribution of SEA to the environmental protection system. The paper will outline the generally applicable methodology for the development and assessment of alternatives in the SEA process, on the example of the Development Strategy of the City of Solin, which is based on the development of the environmental alternative, which significantly contributes to the development of sustainable strategic solutions.

There are few Chapters of the Federal Republic'S History that could be written without a prominent reference to the Christian Democratic Union (CDU). Since 1949 Christian Democratic chancellors have led German governments for no less than 37 years. Even when in opposition, the Christian Democrats - composed at the national level of the CDU and the Bavarian Christian Social Union (CSU)1 - constituted more often than not the strongest parliamentary party group (Fraktion) in the Bundestag, such as after the federal elections of 1969, 1976 and 1980. Also at state level and in the Bundesrat, which represents the individual states (L-nder) in the national decision-making process, the Christian Democrats quite often held a dominant position justifying occasional remarks of a ‘CDU/CSU bias’ within the German party system.
