THE PUBLIC-PRIVATE PARTNERSHIP IN URBAN RENEWAL

This article addresses the issue of Public–Private Partnership (PPP) as a potential tool for urban renewal, in view of budget constraints and a lack of financial resources that affect public authority. In fact, there is increasing application of PPP, driven mainly by municipalities and other local-level entities. The paper reports on two analyses. The first is a comparative study of 15 cases in Italy. The second is research on experiences in two districts of Budapest, Hungary. These analyses offer proposals to facilitate the application of PPP tools, in light of the Italian technical standard UNI/TS 11453 of 2012. This way it is possible to develop a methodology to properly assess the feasibility and financial viability of a project, ensuring transparency in the execution of European public works.

Abstract The legislation regarding public contracts for works, services and supplies refers to contracts through which the Public Administration entrusts compagnie for the realization of public works or suppli of goods and /or services destined to its own use. The discussion here refers specifically to contracts relating to public works. Criterions to select the best offer deal with issues of cost-efficiency and quality of tenders for public works. Another type of entrustment for the realization if infrastructures goes by the name of public-private partnership (PPP).

Public-private partnership is the instrument of cooperation between state and business. It has many forms and functions but the only purpose to improve welfare of the territories. In relations between state and business the partnership can play dominant, subsidiary or supervisory role, regulate the institutional mechanism of financial cooperation, develop strategies, solve conflicts and provide social, communal and infrastructure services. Currently implementation of the public-private partnership mechanism in Ukraine is complicated because of shortcomings and gaps in legislation, deficit of different levels budgets, institutional inability of local governments to plan and implement partnership projects and low efficiency of economic activity of business entities. Concerning implementation of the mechanism on rural areas it should be substantially enhanced at the national level for many reasons. Firstly economic situation in most rural areas in Ukraine is depressed and community budgets lack funds. It proves the necessity to intensify economic cooperation and introduce other forms of cooperation. On the other hand, many negative socio-demographic trends (migration, depopulation, social exclusion and marginalization) are inherent in rural areas. It makes difficult for local governments to cooperate with communities members. Capability of the state to support partnerships is also complicated major because of underdeveloped organizational and economic support mechanism. Lack of annual plans to finance partnership projects, funds, technical support to implement projects, and no ways to get state guarantees are the evidence. Taking into account rural territories have no much capacity for development, the mechanism of public-private partnership should include the following key steps: identifying priority areas for PPP application, considering socio-economic potential of different types of the territories and social relevance of a project for a community; improving the qualification level of project management personnel; involvement of the private sector into infrastructural projects; state support for pilot projects; ensuring more transparency in decision making and use of budget resources and simplifying project selection requirements. Implementation of the PPP mechanism on rural areas will improve their infrastructure and satisfy social needs of residents. In order to improve the mechanism of state support for the implementation of PPP projects at the local level it is needed to establish a national specialized agency, define clearly powers of the state authorities, local self-government authorities and members of communities involved into PPP implementation. The other task is to create an informational framework. The purpose of the article is to substantiate how the public-private partnership’s mechanism can work on rural areas.

This paper examines the influence of population growth on waste generation in Lagos metropolis, African’s most populous urban conglomeration. Using both quantitative and qualitative methods, the study analyses the pattern of household waste disposal, collection and transportation in Lagos State. It also examines the public-private partnership strategy adopted in waste management. The findings show that population growth significantly influences waste generation and management in Lagos metropolis. As the population increased, the volume of waste generated also increased in each LGA of Lagos State. The public-private partnership strategy has been effective in managing waste, but the Lagos State Waste Management Authority oversight was adjudged as less than satisfactory. The paper concludes that intervention is needed in terms of educating the growing population of the Lagos metropolis on the best waste management practices. It highlights the need for a more efficient and effective publicprivate partnership collaboration to solve this perennial social problem.

In the environment of the continuous development of the Public–Private Partnership (PPP) model, China’s “dual circulation” development pattern orientation and “new normal” economic development reform provide the foundation for the development of the PPP model in the field of infrastructure. A good government investment structure and governance environment will help to improve the financial sustainability of infrastructure investment. This paper studies the mechanism of the relationship between fiscal expenditure on science and technology and the development of infrastructure PPP models based on the data of provincial PPP projects in the World Bank database and carries out an empirical analysis. The results show that the positive effect of government fiscal expenditure on science and technology and the development of the infrastructure PPP model in local regions is significant. In addition, intergovernmental competition within the political system of China will have a restraining effect on this relationship. This has certain theoretical and practical significance for the construction and implementation of the mechanism underlying intergovernmental behavior and the infrastructure PPP model.
