THE SCALARIZATION OF VECTOR INDICATORS IN MAPPING PROBLEMS IN THE FIELD OF FINANCIAL MONITORING

The paper presents results of mapping and visualization of financial monitoring data. Measures of deviant activity of financial monitoring objects for the purpose of mapping have been received. The proposed solution can serve as a powerful tool to support the adoption of strategic decisions and macro analysis of the situation in the field of financial monitoring. The approaches proposed in the article to the processing of state data make it possible to implement a new methodological approach to information and analytical support for managerial decision-making in assessing the situation in the field of financial monitoring. The subject of financial monitoring was simulated and the mathematical and methodological tools were selected to solve the problem of mapping deviant economic entities, the simulation result is an infographic of the geographical component of laundering criminal proceeds. To map information about financial monitoring objects, it is necessary to rank them. However, the objects of financial monitoring – business entities, professional participants in the securities market – are described by sets of characteristics, i.e. essentially are objects of vector nature. In mathematics, the ordinal relations for vectors, as is known, are not defined.

Different spheres of application of TOPSIS methods are considered by the author based on the literature review. The characteristics of TOPSIS methods for the selection of electricity supplier in Ukrainian energy market, which was launched in 2019, are studied in the article. The proposed methodological approach could be used by the enterprises, which consume electricity, buying it from suppliers on the energy market. The general problem statement for multi-criteria optimization in order to evaluate electricity suppliers is formulated by the author. The main stages of the TOPSIS method procedure are considered in the article, among which are identification of decision matrix, normalization of decision matrix, calculation of weighted normalized decision matrix, identification of “ideal” and “ideal-negative” expected state, distances calculation and calculation of related proximity to the “ideal” state. According to the obtained indicator of proximity the ranking of the researched objects should be conducted. It is highlighted in the article that the cost factor does not have significant influence in the process of the electricity supplier selection. The indicators, according to which the assessment of electricity suppliers is carried out, are given. The author proposes to use the indicators of enterprises’ efficiency, business activity, solvency, as well as financial results and profitability. Among these indicators the author identifies stimulators and destimulators, the maximization or minimization of which serve as criteria for managerial decision-making. The weights of the criteria are identified using the entropy method, which gives objective results comparing to the methods, which use experts’ opinions. The application of the proposed methodological approach is carried out in the article on the example of 43 enterprises. The obtained indicator of relative proximity to the ideal object allowed ranking the researched enterprises. The best and the worst alternative of electricity suppliers are identified, which could be used in the process managerial decision-making.


The aim of this chapter is to illustrate forecasting, planning, and budgeting as managerial activities involving decisions on a deliberate set of future actions aimed at pursuing strategic objectives. The chapter starts by emphasizing the importance of complexity in managerial decision-making and its implications on predicting future. The discussion then moves to forecasting, highlighting forecasting process, main methods, goals, and the selection of the techniques. Next, the chapter focuses on planning, depicting the traditional approach to strategic planning cycle, its role in firms, main limitations, and alternative frameworks developed to support strategic decisions under uncertainty. Finally, budgeting is considered, describing the steps involved in the preparation of the master budget, main criticisms, and discussing the use of budgets in uncertain contexts.

Purpose – The purpose of this paper is to examine strategic decisions surrounding critical events to show how the decision-making processes evolve and how the dominant logic changes vis-à-vis those decisions. Further, this study explores the processes of managerial decision making focusing on spatial and temporal cognition dimensions. Design/methodology/approach – The methodology adopted in this study is a case study using the retrospective processual analysis approach. Data were collected using both primary and secondary sources. In all, 40 years of secondary data on key critical events and decision making were collected using a range of secondary sources. Those events were further examined using 49 in-depth semi structured interviews. Findings – The findings of this study explain the relationship between operant conditions, strategic actions and outcomes of strategic decisions by highlighting the significance of knowledge strategy, strategic agility and intentionality in shaping and reshaping managers’ dominant logic. Further, the authors show that the dominant coalition, among other factors, plays an important role in building decision-making capacity and in the formation and transformation of an existing dominant logic. Research limitations/implications – The study identified a number of limitations. First, the issue of generalization as the data were collected from only two case study companies. Second, in some cases respondents were asked to respond to research questions using “memory of the events” which took place a long time ago, hence the issue of credibility. Further, sometimes respondents reported information collected through hearsay. To overcome the limitations of this research, the authors made all efforts to ensure that the data collected were reliable and credible such as by using diverse data sources, confirmation of events at multiple level and personal observations. Practical implications – The study identifies and explains a number of factors which influence decision making. The authors also present the revised dominant logic model which can act as a tool in managerial decision making. Originality/value – The paper shows how managerial decision making changes knowledge strategy, which in turn leads to changes in existing dominant logic or the creation of a new dominant logic, hence looking at the issues of decision making using an evolutionary perspective. Second, the paper empirically tests and explains the relationship between intentionality, actions and organizational outcomes using spatial and temporal learning. Finally, the use of the longitudinal retrospective processual analysis and events analysis, is a novel way of understanding a particular phenomenon.

The subject of this research is the situation centers of the Russian Federation. The object of this research is the use of situation centers for improving the quality and effectiveness of managerial decision-making. The article employs the methods of economic analysis, forecasting, modeling, and systemic approach. The author examines the questions of creation and functionality of situation centers in the Russian Federation. It is noted that the Russian Federation has accumulated vast experience in establishment and activity of the situation centers. The research demonstrates that the situation centers allow increasing the competence, efficiency, and reliability of managerial decision-making, as well as ensure construction of a single dynamic vertical structure of decision-making. The novelty of this work lies in outlining the issues in the activity of situational centers at the current stage, the ways for their solution, and recommendation for the development of sitututations centers. The author also describes the feasibility of using situation centers in the conditions of pandemic for countering COVID-19. The conclusion is made that the system of situation centers is one of the crucial mechanisms for improving the effectiveness of public administration in achieving sustainable socioeconomic development and strengthening national security of the Russian Federation. The use of situation centers allows increasing the competence, efficiency, and reliability of managerial decision-making in vital spheres, healthcare in the time of pandemic. The research conducted in recent years prove the need for the transformation of traditional situation centers into the situation development centers.

Объектом исследования в данной работе выступили процессы принятия решения в деятельности управленческого типа. Цель исследования состояла в выявлении и интерпретации особенностей взаимосвязи эмоционального интеллекта и стилей принятия управленческих решений. Для решения поставленной цели использовался комплексный методологический подход, сочетающий два этапа организации, предполагающих его реализацию, соответственно, на аналитическом и структурном уровнях. Основной результат исследования состоит в установлении преимущественно негативного влияния эмоционального интеллекта на сравнительную эффективность предпочитаемых стилей принятия управленческих решений. Также установлено, что наряду со структурной детерминацией ЭИ оказывает значимое влияние на стилевые особенности процессов управленческих решений и на аналитическом уровне этой детерминации. Она представлена в ее триедином проявлении - как локальная, агрегативная и интегративная детерминация. The object of research in this work is decision-making processes in the sphere of management. The goal of the study was to identify and interpret the characteristics of revealed relationship between emotional intelligence and styles of decision-making processes. To solve this task, an integrated methodological approach was used that combines two stages of organization and involves its implementation both at the analytical and structural levels. The main result of the study lies in the fact that predominantly negative influence of emotional intelligence on the effectiveness of preferred styles of managerial decision-making processes was identified. Also it was found that along with structural determination, emotional intelligence has a significant impact on the style features of managerial decision making processes, as well at the analytical level of this determination. This determination is presented in its triune forms - local, aggregative and integrative ones.
