This text focuses on issues related to indigenous school education in Brazil, as well as the assumptions of interculturality to think about it. This is a theoretical research, of a qualitative nature. Indigenous school education in Brasil today demands a critical and careful posture. What today is known as the Brazilian Nation was formed through the meeting of three ethnical-cultural origins: the Tupi-Guarani, the Portuguese and the African. Such confirmation refers to an obvious conclusion: any educational proposition that is intended as generous and inclusive needs to take into account the matters relative to the cultural diversity of the Brazilian society. For this intercultural dialogue to happen it is necessary to break with the colonial mentality. There must be a relationship paradigm that recognizes and respects the indigenous singularity and promotes its protagonism (Castro, 2000). The LDB proposes a group of guidelines that even with its frailties, if put to practice, could provide progress in the public policies about the indigenous school education. The educational progress in the indigenous communities– taking the Guarani as an example – happens through an exchange of experiences, building a collective knowledge, intermediated by the Karaí. We propose an indigenous school education that takes as its starting point some interculturality fundaments, mediated by dialogicity.

Local communities can challenge the successful development of onshore oil and gas operations; for this reason, it is important to develop meaningful relationships with communities, where possible. As oil and gas companies establish more onshore operations it is necessary to find ways to build and sustain effective community relations. Rio Tinto-Alcan (RTA) Weipa and Energy Resources Australia (ERA) are two significant resources operations in Australia that operate in sensitive remote environments. Positive, enduring and collaborative community relations are essential for the success of both operations. A partnership between each company and the schools within their respective local operating environment has created positive student outcomes and increased workforce stability, resulting in overall success for education and industry in the region. This paper describes the long-term community partnership strategy that has been implemented to achieve mutually beneficial arrangements. It identifies how this experience can be used as a model to guide the oil and gas industry to establish sustained community relationships with its onshore operations, including CSG activities, in the future. RTA and ERA have worked with Nous to create partnerships between the operations and their respective local schools. RTA and Western Cape College have partnered since 2005, and ERA has partnered with West Arnhem College since 2009. The starting point was identification of the school education and workforce needs of each partner, then aligning them through a partnership based around achieving mutual goals. Nous found RTA and ERA’s needs were to: attract and retain staff;recruit local staff;improve Indigenous education and employment; and,support communities for a bright future and healthy young people. The schools needed to ensure: graduates have life choices and the capability to make decisions themselves;post-school pathways exist for students;students have diversified learning opportunities (both in the classroom and on the job); and,strong Indigenous communities are maintained, supported by leaders and young people. Quality local school education is important to achieve these goals. The partnerships have established a broad program of activities to encourage young people to complete their schooling and forge pathways post-school. The development and maintenance of collaborative arrangements requires planning, action, leadership, coordination, and sustained commitment to achieve successful outcomes. This paper describes the approach, program initiatives and outcomes achieved, and how the approach can be adapted for onshore oil and gas operations.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

Humanity has experienced an explosion of anti-humanism in the form of authoritarian capitalism, postmodern filter bubbles, and global problems. Marxist/Socialist Humanism is the proper answer to the deep crisis of humanity. In this context, this article asks ‘How can Cornel West’s works inform a contemporary Marxist humanist theory of society?’ Taking West’s works as a starting point, what are the key elements of a Marxist humanist theory of society? Cornel West is one of the leading critical intellectuals today. His work has fused anti-racist theory, Black Liberation Theology, Marxist theory, pragmatism, and existentialism. This article especially focuses on West’s understanding of humanism and culture. It shows how his works and praxis can inform the reinvigoration of Marxist Humanism in the age of authoritarian capitalism as a socialist response. West’s thought can and should also inform the analysis of alienation, exploitation, domination, culture, the public sphere, the critique of ideology, and popular culture.

Abstract Background As immunisation program launches have previously demonstrated, it is essential that careful planning occurs now to ensure the readiness of the public for a COVID-19 vaccine. As part of that process, this study aimed to understand the public perceptions regarding a future COVID-19 vaccine in Australia. Methods A national cross-sectional online survey of 1420 Australian adults (18 years and older) was undertaken between 18 and 24 March 2020. The statistical analysis of the data included univariate and multivariable logistic regression model analysis. Results Respondents generally held positive views towards vaccination. Eighty percent (n = 1143) agreed with the statement that getting myself vaccinated for COVID-19 would be a good way to protect myself against infection. Females (n = 614, 83%) were more likely to agree with the statement than males (n = 529, 78%) (aOR = 1.4 (95% CI: 1.1–1.8); P = 0.03), while 91% of those aged 70 years and above agreed compared to 76% of 18–29-year-olds (aOR = 2.3 (95% CI:1.2–4.1); P = 0.008). Agreement was also higher for those with a self-reported chronic disease (aOR = 1.4 (95% CI: 1.1–2.0); P = 0.04) and among those who held private health insurance (aOR = 1.7 (95% CI: 1.3–2.3); P < 0.001). Beyond individual perceptions, 78% stated that their decision to vaccinate would be supported by family and friends. Conclusion This study presents an early indication of public perceptions towards a future COVID-19 vaccine and represents a starting point for mapping vaccine perceptions. To support an effective launch of these new vaccines, governments need to use this time to understand the communities concerns and to identify the strategies that will support engagement.

According to David Miller, immigration is not a human right. Conversely, Kieran Oberman makes a case for immigration as a human right. We agree with the latter view, but we show that its starting point is mistaken. Indeed, both Miller and Oberman discuss the right to immigration within the liberal paradigm: it is a right or not depending on the correct balance between the interests of the citizens of a given national state and the interests of the immigrants. Instead, we claim that public justification can underpin immigration as a human right. That said, the public justification of the right to immigration has several counterarguments to rebut. Before we deal with that issue, relying on Jürgen Habermas’s social theory, we examine the legal structures that could support the right to immigration in practice. To be sure, this does not provide the normative justification needed, instead it shows the framework that allows the institutional realization of this right. Then, through a combination of civic and cosmopolitan forms of solidarity, the article discusses the formation of a public sphere, which could provide the justification of the right to immigration.

Early forms of body piercing to move the body's qi have their social and cultural origins over 2,000 years ago in China, thousands of miles away from British soil, where today modern Chinese acupuncture is used by approximately 16 per cent of the public and 37 per cent of primary-care practices. This process of cross-cultural assimilation has taken place over a number of phases, spanning over 400 years; and has been a result of interested individuals and particular historical occurrences. Today, acupuncture is at the forefront of the state regulation of Complementary and Alternative Medicine (CAM), which seems to illustrates just how far acupuncture has integrated into British medical culture. However, a closer look at this debate reveals not only serious flaws in the processes of professionalisation and integration of acupuncture, but it also raises significant doubts as to their merits.

Government interference in the social-economic processes through the implementation of anti-crisis measures and fiscal expansion holds the embodiment of financial risks for economic entities. As a result, government debt and budget gaps at the continuing drop of real disposable household income and companies’ profitability grow. Over a long-term horizon, the decisions made can cause a financial system misbalance and new risk generation, including systemic risks in the sphere of public finance. The author carries out the theoretical research of financial system risks, which can result in a decrease in the system stability in general. The study determines that there is no single theoretical concept of financial risks of the public sector. Within the research, the author analyzed the approaches to systemic risks in various economic sectors and decomposed systemic risk of the public finance sphere. The study specified global factors of influence on the financial system stability, determined the impact factors and common fiscal limitations considering the needs in the execution of state obligations. The pandemic factor – COVID-19 spread is highlighted as an exogenous factor of impact on the formation of financial system misbalances. The main threat to the financial system stability considered in terms of the functional-institutional approach is the deficiency of economic entities’ liquidity. Unprecedented budgetary measures of anti-crisis financial regulation, the deferred impact – tax preferences, and monetary measures had an immediate influence on the liquidity volume during the implementation of anti-COVID activities. Tools of budgetary monitoring, budget expenditures reviews, tax expenditures reviews, and budget consolidation ensure the budget mechanism flexibility. Factors producing financial system risks and the selected measures of state regulation will set the trends for the social-economic development of the country in the coming years.

Journalism Studies & the Revolution in the Media During the last decade media and journalism have got into turmoil; landslides have changed the traditional media landscape, overturning familiar marking points, institutions and patterns. To understand these radical changes journalism studies should not only develop a new research agenda, but also review its approach and perspective.This article looks back on recent development in the field and argues for a more cohesive perspective, taking journalism as a professional practice as its starting point. Furthermore a plea is made for a thorough research into the structural changes of the public sphere and the role and position of journalism.

Media frauds often lead to lively public discussions about journalism’s professional identity and its social mandate. The paper uses the so-called Relotius case as a starting point for a systematic analysis of the responsibility of narrative journalists in an age of “fake news” and post-truth politics – and the question of how they can be held to account in the online realm. Claas Relotius counted as one of the most talented journalistic storytellers in the German-speaking world. In December 2018, however, the news magazine Der Spiegel revealed that he had fabricated many of his texts, either completely or partly. This revelation developed into one of the biggest German media scandals of the recent years and triggered a massive outcry, also in international media. A multi-method research design allows for a differentiated assessment of the Relotius case in particular and web-based media accountability processes in general: A literature review and problem-centered interviews with senior reporters demonstrate that stylistic devices of fiction have a long history in German narrative journalism – also in Spiegel magazine. A discourse analysis focusing on the public debate following the revelation of the scandal points out that many journalistic commenters, including Spiegel’s editorial board, displayed a clear lack of self-criticism in their discussion of the case, while non-professional watchbloggers broadened the scope of the analysis. The paper reflects the empirical results from a normative perspective, in order to illustrate the potentials and shortcomings of professional journalistic self-observation as opposed to external public control in online discourses.

Planning does not see itself as a caring profession, yet there are elements of care that underlie the relationship between planners and the public. Therapeutic planning is an emerging approach to planning that has shown promise at building on those elements of care and reimagining planning as healing and transformative for planners and the public. However, therapeutic planning has so far only been used as a specialized practice when planning with indigenous communities. Through an analysis of the literature on planning theory and therapeutic planning practice, this study seeks to build a case for a broader application of therapeutic planning. Key findings of this analysis show that therapeutic planning has the capacity to improve planners’ ability to address trauma, conflict and reconciliation. This ends with a concrete set of recommendations to guide the profession in embracing its potential for care.
