The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

The purpose of this article is to analyze the processes of transformation of public administration systems through the use of innovative technologies to meet the needs of modern society and reduce the monopoly on management by the state authorities. From the standpoint of the inevitable impact dictated by current socio-economic conditions, the transformation processes are analyzed from the standpoint of economic expediency.The issues of the impact of innovative processes in the field of information technology on the traditional processes of public administration are considered. The prerequisites leading to the need for public administration transformation are described, and the main concepts and directions of this transformation are indicated.As a proposed innovative transformation technology, tools for digitalization of public administration are described, aimed at improving the quality of services provided, harmonizing relationships between public administration entities, as well as aimed at optimizing and redistributing powers from state to municipal authorities.

ABSTRAKOptimalisasi pelayanan lembaga publik kepada masyarakat merupakan kewajiban yang harus selalu ditingkatkan. Optimalisasi pelayanan kepada masyarakat dan stakeholder menjadi dambaan bagi pengelola lembaga. Optimalisasi pelayanan adalah sebuah upaya untuk selalu meningkatkan dan memperbaiki kualitas dan kuantitas pelayanan dengan melibatkan komponen-komponen yang saling berkaitan satu sama lain. Optimalisasi pelayanan dapat ditempuh dengan berbagai cara, baik tradisional, maupun modern. Seiring dengan perkembangan zaman bentuk-bentuk pelayanan pada lembaga pemerintahan telah berubah bentuk dan orientasinya, dari cara-cara tradisional kearah modern dengan mempergunakan alat-alat atau media elektronik. Penggunaan media elektronik telah berkembang pesat seiring dengan kemajauan teknologi, informasi dan komunikasi. Penggunaan media elektronik dalam berbagai bidang telah membawa dampak kemudahan, kecepatan, transparansi dan akuntabilitas dan mampu meningkatkan pelayanan publik sehingga mampu mewujudkan good governance.Kata kunci: optimalisasi layanan, media online, teknologi informasiOptimizing services of public institutions to the public is an obligation that must always be improved. The research explores the new media tools manifested in communication and public relations discursive practices in organization, marked by Bahtinian polyphony in media relations texts. The study of organization theory can be defined, analyzed and evaluated as dialogic organization constructed in and by dialogues as discursive practices [Hatch 2006, Grunig, 2002, Castells 2011]. Redefining polyphony consists in analyzing the original definition as “one self - concept is formed part from the social relationship we have with others and from others’ responses to what we say and do…….Because the self is constructed out of our need to balance on our own needs with those of others, the self is necessarily dialogic or make in concert with others”.[Bahtin, 1981] But having the keys for reading the self – concept as the social identity of an organization, the social relationships with others, namely the public(s) as groups of interests validated in the public sphere, and the roles and relations starting from the organization to and from the public(s). Thus evaluating the main levels offered by the framework in organization, the current research has identified: the intentional level created in the communicative contract by the organization in the context the new media have been used; the impact upon the public(s) - audience and/or communities throughout the means of new media and social media, analyzing their posts, comments; the rules of structuring the sequential configuration of the messages in media text as dialog, trilog or polilog in the polyphony of discursive media relations practices in organization’s site, blog, social media units-Facebook, Twitter, You Tube.

Era digital telah mengubah praktik kehumasan pemerintah menjadi humas digital. Berbagai informasi dan pesan formal resmi dari pemerintah kini dapat dikemas dengan cara yang lebih ringan dan menarik melalui berbagai platform media baru, salah satunya melalui media sosial seperti TikTok. Penelitian ini bertujuan untuk menganalisis dampak dari pemanfaatan TikTok dalam menyosialisasikan konten-konten serius yang dilakukan oleh humas pemerintah di Indonesia, khususnya oleh Kementerian Koordinator Bidang Kemaritiman dan Investasi lewat akun TikTok @kemenkomarves, dengan menggunakan metode observasi sekunder dan tinjauan literatur. Studi ini ingin menganalisis lebih jauh mengenai pemanfaatan TikTok dalam menyebarkan konten- konten serius yang dilakukan oleh humas Kemenko Marves. Hasil dari penelitian ini menunjukkan adanya dualisme dampak yang ditimbulkan TikTok dalam melakukan penyebaran konten humas Kemenko Marves. Meskipun penyebaran informasi melalui TikTok berpotensi dapat mereduksi esensi asli pesan, namun hal ini juga sekaligus menjadikan informasi tersebut menjadi dekat dan mudah dimengerti oleh masyarakat. Untuk itu, dibutuhkan adaptasi teknologi dan strategi humas digital yang tepat agar humas pemerintah dapat menciptakan konten-konten digital yang menarik dan diminati oleh masyarakat luas. The digital era has changed government public relations practices into digital public relations. Several official information and messages from the government could be formed in a lighter and more attractive way through various new media platforms; one of them is through social media like TikTok. This study aims to analyze the impact of TikTok in disseminating serious content carried out by government public relations in Indonesia, especially by the Coordinating Ministry for Maritime Affairs and Investment through @kemenkomarves TikTok account, using secondary observation and literature review methods. This study is intended to analyse further the use of TikTok in disseminating serious content carried out by public relations of Kemenko Marves. The results of this study indicate the dualism of the impact caused by TikTok in transmitting Kemenko Marves public relations content. Although the dissemination of information through TikTok can reduce the original essence of the message, it also makes the information closer and easy to understand for the public. For this reason, appropriate technology adaptation and digital public relations strategies are needed to make the government public relations create digital content that is attractive for society.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

Government interference in the social-economic processes through the implementation of anti-crisis measures and fiscal expansion holds the embodiment of financial risks for economic entities. As a result, government debt and budget gaps at the continuing drop of real disposable household income and companies’ profitability grow. Over a long-term horizon, the decisions made can cause a financial system misbalance and new risk generation, including systemic risks in the sphere of public finance. The author carries out the theoretical research of financial system risks, which can result in a decrease in the system stability in general. The study determines that there is no single theoretical concept of financial risks of the public sector. Within the research, the author analyzed the approaches to systemic risks in various economic sectors and decomposed systemic risk of the public finance sphere. The study specified global factors of influence on the financial system stability, determined the impact factors and common fiscal limitations considering the needs in the execution of state obligations. The pandemic factor – COVID-19 spread is highlighted as an exogenous factor of impact on the formation of financial system misbalances. The main threat to the financial system stability considered in terms of the functional-institutional approach is the deficiency of economic entities’ liquidity. Unprecedented budgetary measures of anti-crisis financial regulation, the deferred impact – tax preferences, and monetary measures had an immediate influence on the liquidity volume during the implementation of anti-COVID activities. Tools of budgetary monitoring, budget expenditures reviews, tax expenditures reviews, and budget consolidation ensure the budget mechanism flexibility. Factors producing financial system risks and the selected measures of state regulation will set the trends for the social-economic development of the country in the coming years.

PurposeThe aim of this study was to understand how public relations leaders view and use social media analytics (SMA) and the impact of SMA on the public relations function.Design/methodology/approachThe research involved in-depth interviews with chief communication officers (CCOs) from leading multinational corporate brands.FindingsThe findings revealed that although CCOs perceive social media analytics as strategically important to the advancement of public relations, the use of social media data is slowed by challenges associated with building SMA capacity.Theoretical and practical implications – The research extends public relations theory on public relations as a strategic management function and provides practical insights for building SMA capabilities.Originality/valueThe study is among the first to provide empirical evidence of how companies are using social media analytics to enhance public relations efforts.

<p>O objetivo deste artigo é contribuir ao debate acerca da gestão do Poder Judiciário tendo como referência o princípio constitucional da eficiência na administração pública e os princípios da gestão da qualidade. Sob esse enfoque são abordados os temas da crise na administração pública e na administração judiciária. Através de uma revisão bibliográfica em livros e artigos levantou-se as contribuições de autores sobre o tema em análise. Uma correlação entre os princípios da qualidade e a realidade encontrada na administração de unidades judiciárias, através das fontes analisadas para o estudo, é realizada com o fim de demonstrar a validade da aplicação dos princípios para nortear as mudanças necessárias para a melhoria da prestação jurisdicional e a aumentar a satisfação da sociedade. O artigo apresenta a aplicabilidade de um sistema de gestão da qualidade, conforme o modelo da norma ABNT NBR ISO 9001:2015, como uma alternativa eficaz para que o Poder Judiciário apresente a resposta mais adequada para a necessidade de melhoria na eficiência da gestão do Poder Judiciário.</p><p> </p><p>The purpose of this article is to contribute to the debate about the management of the Judiciary having as point of reference the constitutional principle of efficiency in the Public Administration and the principles of quality management. This approach addresses the issues of crisis in the public administration and judicial administration. Through a bibliographical review in books and articles the contributions of authors on the subject under analysis were compiled. A correlation between the principles of quality and the reality found in the management of judicial units, through the sources analyzed for the study, is established in order to demonstrate the validity of the application of the principles to guide the changes necessary to improve the jurisdictional performance and to increase the satisfaction of society. The article presents the applicability of a quality management system, according to the model of ABNT NBR ISO 9001: 2015, as an effective alternative for the Judiciary to provide the most appropriate response to the need of improving the efficiency of the Judiciary management.</p><p> </p>
