The study aimed to reduce the phenomenon of government corruption by developing internal control systems using governance mechanisms, and the factors influencing their support to improve their professional quality, as one of the most important mechanisms of an effective internal control structure that affects the discovery and prevention of fraud and innovative practices, increasing the credibility and transparency of financial and control reports, and contributing to activation Practicing the system of governance, to reduce administrative deception and methods, to control and minimize corruption, and to raise the productive efficiency of government performance, by controlling public spending, preserving public money, and promoting economic rationalization in the use and exploitation of property General resources, and a questionnaire list was designed to achieve these goals, which was distributed to those interested in government internal control divided into three categories: financial monitors in the ministry, inspectors of the central apparatus, and government accountants. The study concluded the importance of applying governance mechanisms in raising the level of efficiency of government internal control systems, in order to reduce the manifestations of government corruption.

This research is a causality study with the title "Effect of Government Internal Control Systems and Employee Competence on the Performance of Government Agencies in Karimun Regency." The purpose of this study was to determine the effect of the implementation of the Government's Internal Control System on the performance of Karimun Regency government agencies and to determine the effect of employee competence on the performance of Karimun Regency government agencies. Data collection using a questionnaire where the questionnaire contained questions about the Government's Internal Control System, employee competencies and agency performance. Data were tested using multiple linear regression statistical tests. Based on the results of the study, it can be concluded that the governmental internal control system has a significant positive effect on Government Agency Performance with the results of statistical tests that show a sig value of 0.016 <0.05 (alpha 5%). Employee Competency has a significant positive effect on Government Performance with the results of statistical tests showing a sig value of 0,000.

ABSTRACT A restatement suggests the existence of managerial errors and internal control weaknesses within the company. Disclosures of restatements highlight ineffective management and control systems such that management might act strategically in disclosing restatement and choose less transparent options. There are, however, external forces that likely encourage management to provide more transparent restatement disclosures, despite the fact that managerial ineffectiveness will be publicized. We examine the association between company and restatement characteristics and management's restatement filing choices to provide insight into external economic forces driving the choice. We document that more transparent filing is positively associated with the materiality of the restatement, an SEC investigation, the reporting of material internal control weaknesses, and leverage, and negatively associated with a CEO change. We also find that restatements filed via 8-Ks and via 10-K/As, after the SEC rule clarification in August 2004, are associated with significantly more negative market reactions than other restatements.

The evolution of accounting and reporting, the relevance of risk orientation as the basis for the organization of accounting and control processes involves the expansion of ideological fundamentals of the formation of corporate level accounting policy. The risk-oriented approach should be the basis of accounting and control processes of any economic entity. That is why, it is the risk-oriented approach that should be the basis for formation of the accounting policies and internal control systems of the economic entity. In the corporate structure the risks related to corporate governance are particularly important. Therefore, corporate accounting policy, while expanding its borders, must take into account corporate risks related to inter-group relationships. Through the formation of and disclosure of corporate accounting policy the planning and control of joint activities is implemented, which involves analysis and monitoring of strategic risks. Risk-oriented corporate accounting policies, being the regulator of corporate relationships through the implementation of the managerial function can influence the effectiveness of corporate integration. Corporate accounting policy may be the means of achieving the synergy effect in the enterprise integration by defining and regulating the most efficient forms of interaction of the reproduction process members. The evolution of accounting policies closely associated with the evolution of accounting and reporting, leads to the need to identify the relationship of accounting policies and internal control systems at all levels of corporation government, because it is the accounting policy that determines the intra firm accounting principles and is the regulator of corporate relations at all levels of corporate governance. Monitoring of accounting policy, based on the principle of materiality is key to both the separate legal entity that is the part of the group, and to the entire perimeter of consolidation. Key risks relate to the concept of materiality and correspond to the key issues of the auditing that is relevant in the context of the new requirements of the international auditing standards.

This study aims to determine how much influence the Accrual Based Accounting, Internal Control Systems and Financial Statement Quality on the Accountability of Government Institution Performance, at the Central Bengkulu District Inspectorate.Based on the results and hypothesis testing that has been described, accrual-based accounting has a significant effect with the value of 0.714 on the accountability of government performance in the Central Bengkulu District Inspectorate. This shows that in the first hypothesis Accrual Based Accounting the hypothesis is accepted. The internal control system has a significant effect with a value of 0.801 on the accountability of government performance in the Central Bengkulu District Inspectorate. This shows that in the second hypothesis, the internal control system is accepted. The quality of financial statements has a significant effect with a value of 0.774 on the accountability of government performance in the Central Bengkulu Inspectorate, this shows in the third hypothesis The quality of the financial statements is accepted. So that it can be concluded that Accrual Based Accounting, Internal Control System and Quality of Financial Statements have a significant effect on the accountability of the performance of government agencies in the Central Bengkulu Inspectorate, with a value of 82% and the rest is influenced by other factors outside the X variable in this study.

Globally, internal controls serve many important purposes for public private and public help organizations. There is however an increasing call for better and improved internal control systems especially in firms that are listed on public market. However, internal control systems, irrespective of how well conceived and implemented cannot provide absolute assurance of management and boards regarding the achievement of objectives. This research focused on the three components of internal control systems namely control environment, risk assessment, and control activities. This study therefore formulated four objectives and investigated how risk assessment, control activities, and control environment affects the performance of Ghanaian banks. In this quantitative study, representatives from twelve listed banks were engaged. Descriptive and regression analysis was performed on the field data. The study result shows while Risk assessment has a strong significant effect on financial performance, Control environment and Control activities, have a weak significant effect on financial performance. The practical implication of the study is that, when assessing the performance of banks, risk areas must be examined critically to reduce or eliminate their impacts on bank performance.

Aim: This study examines the effectiveness of internal control systems (ICS) of Adamawa state Ministries, Departments and Agencies (MDAs). Study Design: Survey research design. Place and Duration of Study: Sample: Ministries, Departments and Agencies in Adamawa State in 2019. Methodology: The sample size of the study was one hundred and sixty-five (165) target respondents which consist of all heads of MDAs, Directors of Finance, internal auditors’ and two key staff from accounts and audits of the ministries, departments and agencies. The study used primary data and questionnaire was used in collecting data used for analyses. The effectiveness of the internal control systems under four dimensions: control environment (CE), control activities (CA), information, and communication (IC), and monitoring of controls (MC) were analyzed using descriptive statistics while ANOVA test was used to test the hypothesis of the study. Results: The study found that the effectiveness of ICS for the MDAs in Adamawa state was good. The Departments category generally had the highest rating for CE, CA, IC and MC. This is reflected in their overall effectiveness. However, other categories (Ministries & Agencies) had moderate ICS effectiveness, particularly the Agencies that recorded the lowest rating in concerning to CE and CA. Recommendation: The study recommends that Departments should maintain their level of internal control systems through effective monitoring and separate evaluations of their systems of control. This will help enhance or maintain the current level of their internal control systems. Ministries and Agencies should strengthen their Control Environment through mechanisms such as a commitment to integrity, ethical values, and competence, and Control Activities by ensuring that unauthorized transactions are not processed and more controls are put in place to avoid overspending. This will render the other components of internal controls more effective.

The main criteria for successful enterprise management are efficiency and effectiveness, and control as one of the management functions, in fact, is aimed at ensuring them. At the same time, the modern system of internal control often goes beyond financial regulation and becomes a single entity with the quality management systems of the organization, providing monitoring of the efficiency and effectiveness of entire business processes. The relevance of internal control issues increases due to the growth of economic instability and the emergence of new risks. At the same time, there is currently no effective practice of implementing internal control systems based on process-based and risk-based approaches, and the scope of regulation of these processes differs both in the methodological (recommendatory) nature of the acts themselves and in the inconsistency of their content.

Occupational fraud has persistently become a hurtful problem in micro-financial institutions (MFIs) in Cameroon lately. Staff and management of some MFIs are suspended, terminated, or litigated after they are suspected of involvement in occupational fraud over the years. Such delayed detections have caused huge losses to the organisations. In this respect, a study was carried out to examine strategies for timely detection and control of occupational fraud in MFIs in Cameroon. An online survey was opened to experienced certified fraud examiners and auditors to give their experiences of strategies for timely occupational fraud detection and control in micro-financial institutions in Cameroon. The data generated was analysed, regressed, and interpreted to produce empirical results that MFIs in Cameroon apart of installing sound internal control systems, need to adopt and implement monitoring and surprise audits, tips and notifications, rotation of duty and abrogation of paid annual leave in order to secure timely detection and control of occupational fraud before it wreaks heavy losses on the institution. Furthermore, MFIs in Cameroon are cautioned to use information technology control and surveillance strategies with reservation because the facilities that support their operation are poorly developed, yet politicised. MFIs should not hope to discover an occupational fraud through accidents and/or a confessions. They are encouraged to treat their workers fairly but bearing in mind that no matter how well workers are kept comfortable occupational fraud could still be committed by management and staff who suffer from insatiable greed and/or psychosis.
