Development process in a city should not be separated from the spatial planning. Therefore, spatial planning policy is always shifting and improving every time. Based on research by Lisdiono (2008), mostly the policy shifting is happened because of influence from the investor in the development. A research used for identifying the spatial planning policy shifting is needed in Semarang in order to make sure that the policy shifting is happened because of those policies are need to be improved as a result of the planning process. The metodology of the reasearch is qualitative research to identifiying path dependence phenomena, to reveal the policy shifting process by the literature, regulation, and document review, with the depth interview with the key person and the other actor that involve in the spatial planning formulation in each planning period. The result are the spatial planning policy shifting is caused by several things, i.e. : policy shifting on spatial planning guidance, national and regional policy focus adjusment, and the city development. Beside that, it is also known that there is a gap between spatial planning policy and its implementation. Spatial planning policy shifting can be used for consideration in formulating the policies in the future.

The massive spatial expansion of the city into the fringe area has caused many problems mainly related to the spatial exploitation in both city and villages surrounding. The problem is also caused by the city development which its pace can not compete with the population growth. The aim of this study is to formulate the policy planning of spatial arrangement for the region potential empowerment. The spatial planning itself is directed to control and support in formulating spatial policy that should be efficient, effective and proportional. The descriptive method with field observation approach and literature survey is used to obtain the data. The result of the studypointed that the empowerment of the region power have to be supported by the spatial planning policy formulation which means that (1) spatial arrangement must put human and space in holistical point of view and bonding the social values together;(2) the urban-rural lingkages concept must put in a priority for formulating the internal spatial structure of regional planning and to empower villages as growth poles;(3) the spatial planning process has to be able to gain the best possibility of spatial arrangement where the pattern and distribution of space can ensure the existence of the city and village; (4) spatial planning have to accommodate spatial structure;(5) the application of spatial planning have to be based on self- containedpower of the region which put the bottom-up concept in a priority; (6) the spatial planning product have to be directed to the solid effort for future spatial usage.

The capital of Ciamis Regency has experienced several displacements. During the reign of Raden Adipati Aria Kusumadiningrat the development of the capital was encouraged to develop into a city. After the kulturstelsel era, many European capitalists invested in Ciamis. At the beginning of the 20th century economic infrastructure, especially the means of distribution of commodities is much needed. Building economic facilities have sprung up in several locations in Ciamis. Such conditions result in the development of the city. This study aims to get a picture of the spatial layout of Ciamis and the city development process. The research method applied descriptive research. Data collection is done through direct observation in the field and accompanied by the utilization of instrument in the form of ancient maps. In the area of Ciamis City there are still some old building objects that can be used as a spatial bookmark of the city. At a glance the city's development spontaneously, but visible on the basis of existing infrastructure, in the 20th century the city of Ciamis showed a planned city. The growth of Ciamis city is of course influenced by several factors including economic and geographical factors.Keywords: city, layout, planned, industrial area

The basic objective of this paper is to research the capacity of local-level governance in Serbia to transform spatial planning practices. The analysis was performed on the case study of the City of Niš, where besides the presence of formal planning instruments, new informal governance practices have emerged. The governance of spatial development was analyzed in relation to three ideal governance models: hierarchy, market, and network, and four planning models: the comprehensive planning model, the negotiative planning model, the neoliberal model, and the collaborative model. The strengths and weaknesses of the institutional and planning framework are defined, and recommendations for improvement are given.

A recent rapid political and economic changes in many eastern European countries demand corresponding changes in the town planning system, and especially in the development control and urban management process. For instance, at a present many historic city and town cores still remain relatively intact in their original form, but have become the target for development pressure. How should this pressure be channeled to achieve enhancement of the urban qualities of those areas (especially barracks and old factory sites), without jeopardising their competitiveness for attracting business and employment. This paper discusses the outcomes of research carried out at the Urban Planning Institute of the Republic of Slovenia from 1995 to 1998, on the development of appropriate methods for the appraisal and promotion of design quality in relation to economic viability in city development projects especially for an urban renewal. The elements for the assessment of urban design quality derive from the basic principles of good urban design such as identity, permeability, legibility visual appropriateness, robustness, visual and symbolic richness, amongst others. The simplified computerised model for assessing financial viability is based on building costs and market value of the investment, and shows the profitability of the development. It can be a useful tool in both assessing design viability, and for determining extra profit or ?planning gain? in the planning process negotiations such ?surplus? can be used for satisfying local needs (e.g. additional programs, design of public spaces). This method for appraisal and promotion of design quality in relation to economic viability has been examined through an assessment of the competition projects for the renewal of the Rog factory area in the city centre of Ljubljana. This case study has revealed the need for a clear strategy for future city development, with marketing guidance and policies for positive planning to achieve better vitality and viability for the city as a whole. Subsequently, the research examined successful initiatives for the promotion of urban design on a national and local level of the planning process identifying the most important issues affecting city design in the market economy, such as partnership arrangements, joint ventures and city-entrepreneurs. The paper briefly discusses: salient features of the current planning system in Slovenia and the on-going changes relating to the new approaches to town planning; the proposed method for appraisal and promotion of design quality and economic viability of urban environment; the results of the examination of this method applied to a case study - the renewal of an industrial site in the city centre of Ljubljana.

Based on the Management of Public Drug and Health Supply Profile, the availability rate of drugs in Pharmaceutical Unit Health Department Semarang 2013-2015 was 107%, 110%, and 109% .The availability rate of drugs in Pharmaceutical Unit Health Department Semarang for 3 years in a row exceeds 100% showed a weakness in drugs planning process. Objective of this study was to analyse the planning process of drugs. This was descriptive research with qualitative method. Research subject is the primary respondents who developed drug planning policy and triangulation respondents who implement the drugs planning policy. Research object was Pharmaceutical Unit Health Department Semarang and Puskesmas. Data collected by observation, documentation study and depth interview and analysed using content analysis.  The result showed that drugs selection was according to FORNAS and DOEN stated by Ministry of Health. The compilation stage of drugs application using data according to LPLPO and LB-1. The calculation of drugs necessity used combination method between consumption method used by clinic and epidemiology method for program medicine. Based on the consumption method formula, the current leadtime in Pharmaceutical Unit Health Department Semarang was too high (6 months) which caused the supplies more than 100 %. The drugs necessity projection budget already sufficient because it was supported from several sources, such as APBD2, APBD1, APBN, DAK, JKN. The adjustment of drugs supply planning used VEN Analysis. It is suggested that Pharmaceutical Unit Health Department Semarang should shortened the current leadtime and increase the socialization of drugs guidelines therefore Puskesmas able to implement the epidemiology method

ABSTRACTThis paper addresses the process towards the integration of subsurface knowledge into urban planning for three cities – Rotterdam, Glasgow and Oslo – participating in the European Cooperation in Science and Technology (COST) Action TU1206 Sub-Urban. These cities each have unique challenges in managing conflicts and opportunities in the subsurface in the planning process. The COST Sub-Urban Action has enabled a unique interaction between subsurface specialists and urban planners across over 20 European cities, and has laid the foundations for a new understanding between experts who develop subsurface knowledge and those who can benefit most from it – urban planners and decision makers. Common challenges identified include: improving planning policies, enhancing the level of awareness of the subsurface in city development and the modification of legislation to include the subsurface. The paper provides a review of the current status of subsurface planning in the three cities, each of whom are aiming to adapt their urban planning practice and legislation in light of emerging subsurface knowledge, and the current major knowledge gaps. In our opinion, there are two main routes to raise awareness that lead to improved understanding and the use of subsurface information in urban planning processes: (1) the development of a subsurface policy and (2) providing subsurface information. These measures should enable subsurface knowledge to be widely disseminated in order to manage risks and opportunities, and maximise the economic, social and environmental benefits of the urban subsurface and its services on which cities depend.

Urban renewal is not a simple process of demolishing the old material entities in a city and rebuilding some new ones, but a kind of human behavior which aims at solving all barriers to city development and making the city development sustainable. Urban renewal is a continuous, dynamic and long-term development process, in this process, the emphasis of using a prospective, dynamic and comprehensive urban renewal planning system is of great instructive significance. In the urban renewal planning system, urban positioning is the key factor for its successful implementation. This paper will analyze the influence on urban renewal of three aspects in the city positioning and put forward an accurate urban positioning method for promoting urban renewal to a healthy and sustainable development by taking the influence on urban renewal of Liuzhou city positioning as the example.

<p><em>Tourism in Surakarta has a long dynamic in the attempt of contributing to the city development agenda. Based on tourism economic policy with MICE (Meeting, Incentive, Conference, Exhibition) tourism strategy, city tourism is supported with cultural festival. A series of festival agendas is used to promote city and MICE tourism as the city governance attempt as the part of tourism development in decentralization era.</em><em> </em><em> This study explained art and cultural festival to support city tourism and its effect on the attempt of activating the economic</em><em>. Primary data was collected with etnografi </em><em>approach to a variety of city festival agendas</em><em>, result of observation, in-depth interview, some related documents were review and analyzed. The result of research, </em><em>Surakarta tourism policy along with cultural festival series becomes a cultural event supporting the tourist destination experiencing revitalization effort as well. The Spirit of Java becomes a policy node to support public participation in various festivals designed in regular event calendar. Tradition and history-based festival was recycled into creative works along with public enthusiasm in the platforms worked on grandiosely.</em><em> </em><em>The tourist visit rate affects the city’s economy and infrastructural development scheme, becoming the long-term city policy. Rangkaian  agenda festival  untuk mempromosikan kota dan wisata MICE sebagai upaya tata kelola kota sebagai bagian dari perkembangan pariwisata diera desentralisasi.  Studi ini menjelaskan festival seni budaya untuk menopang pariwisata kota dan dampaknya bagi upaya menggerakkan roda ekonomi.  Data primer diambil lewat pendekatan etnografis atas berbagai agenda festival kota, hasil observasi, in-depth interview, dan beberapa dokumen terkait direview dan dianalisis.  Hasil dari studi ini, kebijakan pariwisata Surakarta dengan rangkaian festival budaya menjadi event budaya sekaligus menopang destinasi wisata yang juga mengalami upaya revitalisasi. The Spirit of Java menjadi simpul kebijakan untuk mendorong keterlibatan publik dalam berbagai festival yang dirancang dalam kalender event reguler. Festival dengan basis tradisi dan sejarah yang didaur ulang kembali menjadi kerja-kerja kreatif bersama antusiasme publik di panggung-panggung yang digarap dengan megah.  Angka kunjungan wisatawan menjadi dampak bagi ekonomi kota dan skema pengembangan infrastruktur menjadi skema kebijakan kota jangka panjang. ABSTRAK. Orientasi pembangunan kota Jakarta adalah mewujudkan Jakarta sebagai kota global dan modern mampu berkompetisi dengan kota-kota dunia lainnya. Proses tersebut dilalui dengan optimalisasi lahan kota sebagai ruang produktif. Kondisi tersebut tidak dapat dihindari. Paradigma pembangunan kota berkelanjutan adalah mewujudkan masa depan berimbang antara kebutuhan generasi sekarang dan yang akan datang. Konsekuensinya proses pembangunan harus mampu memelihara nilai-nilai keadilan sosial budaya dan kemampuan menumbuhkan kehidupan bersama dalam kota. Penulisan penelitian ini diangkat dari sebuah cita-cita orang kampung untuk bertahan di tengah-tengah perkembangan sebuah kawasan paling mddern di Indonesia yaitu Segitiga Emas Kuningan.  Suatu kondisi dualisme pemikiran pembangunan antara proses peningkatan kualitas fisik dan perekonomian kota serta proses pembangunan yang justru menghilangkan potensi sosial budaya masyarakat kehidupan kota . Adakah jalan keluar bagi permasalahan ini? Tulisan ini mengingatkan kewajiban para perencana dan perancang kota untuk mengintegrasikan nilai lokal-global dalam pembangunan kota. Tulisan ini merupakan gagasan dasar desain pengembangan kampung yang memiliki potensi sejarah dan budaya dalam rangka melestarikan nilai-nilai sejarah dan budaya kawasan global Kuningan. Kata kunci: pembangunan kota berkelanjutan, lokal-global, kawasan modern, kampung ABSTRACT. Orientation of the development of Jakarta is by creating Jakarta as global and modern city which could compete with other cities in the world. This process will get through by optimilizing urban land as a productive space. This condition for sure cannot be avoided. The paradigm of sustainable city development is by providing future which is balance between the need of present generation and future generation. The consequency of this development process should be able to maintain the values of socio-culture justification and the ability to create togetherness life within city. This paper has been conducted from the vission of kampung’s community to survive in the middle of the development  of modern district in Indonesia, particularly Segitiga Emas Kuningan. There is a dualism condition of development thinking and approach between a process of physical quality enhancement and economical condition of the city, as well as the process of development which is regarded will vanishthe socio-culture potency within urban community. Is there any way out for this probles? This paper will remind the obligation of all parties including urban planners, architects and stakeholders to integrate all the global-local values in the process of city development. This paper is a basic idea of the design development of kampung which has a cultural and historical potency in the term to conserve and preserve the cultural and historical values of global area of Kuningan.  Keywords: sustainable development, global-local, modern area, kampung
