It is recognized, in Europe and elsewhere, that there is a need to implement sustainable urban intervention policies based also on the recovery of existing public real estate assets. In Italy, the schools are a significant part of public property. At this time (2019), many buildings destined for teaching need to be redeveloped, both from a structural and plant engineering point of view, and with regard to the management of the spaces available for teaching and social activities. Although, there have been many attempts by the legislator to regulate the modus operandi in the school construction field, it is clear that there is a lack of a unique regulatory system in which the technical and functional-managerial aspects relating to the same school are considered together. On this basis, with this study a multi-criteria evaluation protocol to support intervention planning for the redevelopment of existing school buildings is proposed. The study defines an evaluation framework with which we can establish the design priorities to be carried out in accordance with the building features and community needs. The evaluation framework is tested on a renewal project regarding a school building located in the historic center of Rome (Italy).

Technologies of space, information and power are integral aspects of cartography that have serious implications for the legibility and accessibility of a city; thus the design of locative media is more than a technical problem. In this paper, i-metro, an interactive installation, is developed in four stages: first, a theoretical discussion of urban representation is linked to historical notions of the commons; second, research methodologies are described; third, the findings are summarized, exposing a critical information inequality; fourth, a public locative media intervention is proposed as a design response.

Es de gran trascendencia conocer la manera en que los seres humanos se apropian, edifican y representan la relación del espacio con el medio ambiente en la tierra y el uso indiscriminado de recursos que dañan la ecología; existen  directrices principales sobre las decisiones estratégicas de desarrollo para la intervención urbana, que a través de políticas públicas se ordene, administre y compense de una manera óptima, minimizar los riesgos y amenazas bióticas, físicas y económico sociales sobre la utilidad de estas riquezas naturales de forma planificada. Esta investigación tiene como objetivo diseñar una alternativa de intervención urbana de una parte de la margen derecha del río Portoviejo, que atraviesa la ciudad; en el tramo comprendido entre el puente San José y el Puente Velasco Ibarra, donde se encuentra ubicada el área de estudio. La   metodología utilizada es cualitativa, descriptiva y experimental; mediante la aplicación diagnósticos realizados a través de encuestas, observaciones y análisis documental, para obtener información, verificar, analizar, corregir o aplicar el conocimiento la vida cotidiana y la prognosis e imagen del objetivo en planos. Los resultados de carácter preventivo, contribuyen a evitar las continuas invasiones de edificaciones en las riberas del río y el uso indebido de los patios traseros de los predios que están en este tramo donde los cerramientos están ubicado muy cerca del cauce del río, para la utilización de estos espacios que están dirigidos a la recreación  de la población, y a mejorar el paisaje natural urbano a partir de un desarrollo sostenible y  conservación natural de las riberas del ríos.Palabras clave: alternativa, intervención urbana, desarrollo sustentableURBAN INTERVENTION ALTERNATIVE ON THE RIGHT BANK OF THE PORTOVIEJO RIVER.ABSTRACTIt is a current problem of great importance to know the way in which human beings appropriate, build and represent the relationship of space with the environment on earth and the indiscriminate use of resources that damage the ecology; there are main guidelines on the strategic decisions of development for urban intervention, which through public policies is ordered, managed and compensated in an optimal way to minimize the risks and biotic, physical and economic social threats on the utility of these natural riches in a way planned The objective of this research is to design an alternative proposal for the urban intervention of a part of the right bank of the Portoviejo River, which crosses the city and is the stretch between the San José Bridge and the Velasco Ibarra Bridge, where the area is located study. The methodology used is qualitative, descriptive and experimental through diagnoses made through surveys, observations and documentary analysis, to obtain important information to understand, verify, analyze, correct or apply knowledge in daily life and the prognosis and image of the objective in blueprints. The results of the proposal for urban planning and design are preventive in order to avoid the invasion of buildings on the banks of the river and the improper use of the backyards of the properties that are in this section where the enclosures are located very close to the river bed, which will allow a better use of these spaces that are specifically aimed at the recreation of the population, and improve the natural urban landscape from sustainable development and natural conservation of the riverbanks.Keywords:  alternative, development, urban, intervention, sustainable

ResumenLa actuación sobre el medio urbano de regeneración y renovación integrada (aMU-RRi) configura el nuevo paradigma de la intervención urbana, la preservación urbana con carácter conjunto e integrado. Para ello redefine la viabilidad económica, afecta el deber de conservación del derecho de propiedad a la actuación y articula un modelo de equidistribución de reparto de costes que supera las pautas del urbanismo que hemos conocido.El presente artículo constituye un breve recorrido histórico por los instrumentos y técnicas que ha dispuesto el urbanismo español para la preservación urbana: desde inviable e insostenible modelo clásico del urbanismo, pasando por el modelo de la sostenibilidad que incorporó la sostenibilidad plena y el régimen estatutario del derecho de propiedad, pero que estableció un régimen general de intervención sobre el suelo urbanizado inviable y dejó un hueco falto de regulación para la preservación de la ciudad; para alcanzar la definición de la aMU-RRi con la legislación del modelo por la ciudad y sus adaptaciones autonómicas de medio urbano y que ayudará a la formación del nuevo paradigma urbanístico, basado en la función social del derecho de propiedad que nos hemos dado para la preservación urbana conjunta e integrada de eso que llamamos, la ciudad.AbstractThe integrated urban regeneration and renewal intervention (aMU-RRi) configures the new paradigm of urban intervention, with its joint and integrated character for urban preservation. To this end, it redefines the economic viability, affects the duty of preservation of the right of property and articulates a model of equistribution of distribution of costs that surpasses the urban planning guidelines that we have known.This paper constitutes a brief historical journey through the instruments and techniques that Spanish urban planning has provided for urban preservation: from an unviable and unsustainable classic urban planning model, through the sustainability model that it incorporated full sustainability and the statutory property rights regime, but that established an unviable general intervention regime in the existing city areas and also left a gap due to the lack of regulation for the preservation of the city; and finally up to the definition of the aMU-RRi with city preserving legislation and its regional adaptations and that will help the formation of the new urban paradigm, based on the social function of property rights that we have been given for the joint and integrated urban preservation of what we call, the city.

In the past few years’ urban design development has been a topic that in some of Latin America cities such as Medellin, Mexico City and Córdoba, has been evolving under the shadow no longer far from concepts as social innovation and social urbanism, a situation that generates new perspectives and concerns about the impacts that this transformations bring to the cities and its communities. The aim of the collaborative research project was to acknowledge the impacts of urban transformations on five different cities and comparing them to find similarities and differences. A comparative analysis of multiple cases was proposed, along with a methodological triangulation that contained observation, photography analysis and the production of graphics accompanied by interviews in order to arouse an approach to the perceptions of the community residing the space and their affective bonds with it. Inquiring about this process and impacts, and the inhabitants’ relation with their newly transformed space, researchers used graphic research methods that allowed collecting, evaluating and establishing comparative criteria and identifying reiterating impacts caused by urban interventions. Different graphic and visual tools such as drawings, photography and graphic reconstruction were used as a tools to identify the urban and architectural strategies through which a connection between urban space and its inhabitants in each city in order to compare with the other four cities. These tools where used in order to define a recurrent method creating an effect of distance, which increases the effect of designation and shows urban dynamics to articulate submerged realities in opposition with the images created through the visual tools, so a closer relationship between research and representation is made.

We analyze the forms of urban intervention based on public policies, with resources from the federal government, in a medium-sized city in the state of Paraná, between 2013 and 2016. The results are presented in three sections. In the first, we review concepts and themes focused on public policies; In the second one, we present and discuss documentary data, from governmental and non-governmental institutions, and interviews. In the third one, we describe the covenants established between the federal government and the local government, in terms of public policies, to an intervention of the urban space. It is concluded that, in Guarapuava, the political factors are very intervening in the distribution of public policies in order to promote, enhancement and perpetuate certain groups off and in power, especially family groups and their political and party alignments.
