The article contributes to the debate on European defence cooperation and integration by analysing the German–Norwegian security and defence partnership. I define this partnership as being based upon mutual interests and values, and one in which the minor partner has important resources to contribute which accord with the larger partner’s interests and values. The article analyses this partnership within the framework of European integration and Atlantic cooperation, and in terms of how the discourse on strategic autonomy shapes the partnership. The article discusses two specific areas of cooperation, the High North and German–Norwegian collaboration on defence procurement. When analysing this relationship, I argue that Norway applies strategies such as acting as an external resource, adaptation and shielding to influence German policies vital to Norwegian security.


Significance The proposals identified areas where the euro could potentially become more dominant, such as the issuance of green bonds, digital currencies, and international trade in raw materials and energy. Ambitions to enhance the international leverage of the euro are being driven by the aim to strengthen EU strategic autonomy amid rising geopolitical risks. Impacts Developing its digital finance sector would be an opportunity for the EU to enhance its strategic autonomy in financial services. Challenging the US dollar would require the euro-area to rebalance its economy away from foreign to domestic demand. Member state division will prevent the economic reconfiguration the euro-area needed to make the euro a truly global currency.

Abstract The ideal of the European Union (EU) as a global peace and security actor is increasingly clashing with the reality of a multipolar world defined by militarised conflict, and a loosening of the formerly close trans-Atlantic relationship with the United States. European policy-makers have identified strategic autonomy as a possible remedy in the face of a growing number of internal and external security threats. This paper adds to the conceptualisation of strategic autonomy by contextualising its current usage and political genealogy. Empirically, European strategic autonomy is examined concerning the efforts to preserve the Iranian nuclear deal after the Trump administration had ceased US participation in May 2018. In particular, the paper assesses the European response to counter the re-imposed unilateral United States (US) sanctions against European individuals and entities by updating the so-called blocking regulation, and setting up a special purpose vehicle (spv) for facilitating trade with Iran. The results show that the European struggle toward achieving strategic autonomy has largely failed, but that it holds valuable lessons to approximate this ideal in the future.

Four broad themes in India’s foreign policy since 1990 are analysed in this chapter: restructuring of great power relations, reconnecting to the extended neighbourhood, recasting the South Asian policy, and rethinking some of the core concepts like non-alignment. Liberated from the Cold War constraints and in search of capital, technology, and markets in the reform era, India intensified the engagement with the West without abandoning its traditional Russian partnership. It began to rebuild its economic and political ties to the extended neighbourhood, injected greater flexibility into its engagement with the smaller neighbours in the subcontinent, and sought, unsuccessfully, to normalize relations with Pakistan. The absolute increase in its military and economic resources began to compel India to think less like a developing, non-aligned country and more like an emerging and responsible power. India is also struggling to address the tension between the concepts of ‘strategic autonomy’ and ‘strategic influence’.

<p>The way in which different regions are receiving the international norm of the Responsibility to Protect (R2P) has been attracting increasing attention within academia in recent years, most notably after the NATO led intervention in Libya in 2011. Academics have attempted to analyse the extent to which R2P has been diffused in various states and have argued that states within developing regions have begun to localise R2P to make it more congruent with their pre-existing norms and practices in order to increase its acceptance. These studies have utilised traditional theories of norm diffusion which conceive of norms as static entities with fixed content and as such they have not attempted to analyse how the norm has been changing as a result of this process. Furthermore these studies have tended to analyse the diffusion of R2P in isolation from other states and other regions and as such, no comparative analysis of how regions have received R2P exists. This thesis employs a discursive approach, seeking to look at how R2P has been received within three developing regions (Africa, Southeast Asia, and Latin America) and in doing so aims to find how regions receptions of R2P differ and whether the content of R2P has changed between them. It finds that since the 2005 World Summit, receptions to R2P have not significantly altered and that where R2P is being gradually diffused it is increasingly becoming a norm for prevention rather than response.</p>
