Abstract The newly born AsiaChem magazine echoes the voice of the Federation of Asian Chemical Societies (FACS). We believe that this biannual, free-access magazine will attract worldwide attention because it features cutting-edge science, history, essays, interviews, and anything that would interest a broad readership within the chemical community. All articles are authored by scientists who were born in Asian countries or actively working in Asia. Accordingly, the inaugural issue represents eight FACS countries, including Australia, China, India, Israel, Jordan, South Korea, Taiwan, and Turkey: https://www.facs.website/november-2020

Transnational films representing intimacy and inequality disrupt and disgust Western spectators. When wounded bodies within poverty entangle with healthy wealthy bodies in sex, romance and care, fear and hatred combine with desire and fetishism. Works from the Philippines, South Korea, and independents from the United States and France may not be made for the West and may not make use of Hollywood traditions. Rather, they demand recognition for the knowledge they produce beyond our existing frames. They challenge us to go beyond passive consumption, or introspection of ourselves as spectators, for they represent new ways of world-making we cannot unsee, unhear, or unfeel. The spectator is redirected to go beyond the rapture of consuming the other to the rupture that arises from witnessing pain and suffering. Self-displacement is what proximity to intimate inequality in cinema ultimately compels and demands so as to establish an ethical way of relating to others. In undoing the spectator, the voice of the transnational filmmaker emerges. Not only do we need to listen to filmmakers from outside Hollywood who unflinchingly engage the inexpressibility of difference, we need to make room for critics and theorists who prioritize the subjectivities of others. When the demographics of filmmakers and film scholars are not as diverse as its spectators, films narrow our worldviews. To recognize our culpability in the denigration of others unleashes the power of cinema. The unbearability of stories we don’t want to watch and don’t want to feel must be borne.

The article aims at investigating the commonalities and differences between cluster policies in selected East Asian and Southeast Asian countries: Thailand, Singapore, South Korea, and China, to outline the Asian model of a cluster policy. Clusters play a significant role in the economic development of these countries, and some practical experiences from Asia may be used to shape the cluster policy in the recovery process after the COVID-19 pandemic. The conducted research contributes to a better understanding of the cluster formation process, cluster development, and policy aims in the analyzed countries. In Singapore and South Korea, which are among the most innovative countries in the global economy, cluster policy is to a great extent part of innovation policy, focusing on facilitating the networking and cooperation between science and business, the flow of knowledge, transfer of technology, and developing innovative technologies of key economic importance. In China and Thailand, which are developing countries, there is a much stronger role of foreign direct investments, which take the central place in the cluster structure. However, one common characteristic of cluster development patterns in all the analyzed countries is a top-down approach, where clusters are emerging and developing mostly as a result of governmental decisions and public programs.

This paper aims to addresses the impact of corruption, anti-corruption commission, and government intervention on bank’s risk-taking using banks in Asian Countries such as  Indonesia, Malaysia, Thailand, and South of Korea during the period 1995-2016. This paper uses corruption variable, bank-specific variables, macroeconomic variables, dummy variables and interaction variable to estimate bank’s risk-taking variable. Using data from 76 banks in Indonesia, Malaysia, Thailand and South Korea over 21 years, this research finds consistent evidence that higher level of corruption and government intervention in crisis-situation will increase the risk-taking behaviour of banks. In the other hand, bank risk-taking behaviour minimized by the existence of anti-corruption commission. In addition, this paper also finds that government intervention amplifies corruption’s effect on bank’s risk-taking behaviour because of strong signs of moral hazard and weaknesses in the governance and supervision.

This study aims to measure the effectiveness of Russia’s Turn to the East Policy, addressed by the federal government in 2012, on the economic development of the underdeveloped Far Eastern regions, in terms of foreign direct investment (FDI) inflows data. To do so, this paper analyzed the results of the representative policy mechanisms - designed to promote the Far Eastern investments - of the Turn to the East Policy, comprised of the Eastern Economic Forum (EEC), Advanced Special Economic Zones (ASEZs), and Vladivostok Free Ports (VFPs), based on the secondary data from the governmental organizations. From the study, in spite of the previous contentions on those policy mechanisms amongst policymakers, we elucidate the incremental growing FDI - majorly contributed by the East Asian countries: China, Japan, and South Korea - propensity in the Far East. The three Eastern Asian countries promote investments in the Russian Far East for different eco-political purposes. And it further analyzed that for Russia, despite the remarkable magnitude of Chinese and Japanese FDI compared to South Korea, South Korea is still the most attractive partner, in terms of lack of threats: The Chinese expansionism, and the Kuril Island dispute with Japan.


The legislative framework for insolvency, namely the Corporate Reorganisation Act, the Composition Act, and the Bankruptcy Act, was introduced in 1962. Until the financial crisis struck Korea and other Asian countries in 1997, however, for several reasons, insolvency proceedings were hardly used by debtors. Cases were mostly settled through private arrangements between the debtor and the creditor, and only a handful of cases went to court.

Abstract In Europe, falling fertility rates are regarded as part of a second demographic transition precipitated by changing values. Low fertility rates in developed Asian countries, however, are thought to be due to decreasing marriage rates, as a result of worsening young men’s employment. This study proposes the hypothesis that men in non-regular employment – those with low incomes and those who are unemployed – have lower probabilities of getting married. Male employment was analyzed using a logistic regression of micro data for 20- to 49-year-old men in Japan, South Korea, Singapore, the UK, France, and Sweden. The study’s findings generally supported the hypothesis and clearly confirmed that there is a relationship between employment and marriage in Asian countries, and especially in Japan.

This study addresses the question: has the opening of their markets to American tobacco products in Japan, South Korea, and Taiwan led to an increase in smoking behavior among women and youth? The data on smoking rates for women and youth is presented. This data was obtained for each country before markets were opened to the importation of American tobacco products through the agency of non-governmental organizations in these countries. Comparison data was obtained from similar Asian countries whose markets were not opened. The data from Japan, South Korea, and Taiwan show a sizeable increase in smoking rates for women and youth. The authors believe, based upon anecdotal data, that importation of tobacco products combined with aggressive marketing and advertising by American firms is, in a good measure, responsible for the reported increase.

This article addresses the codification of formal rules and procedures of governance through Administrative Procedure Acts (APAs). The recent enactment of APAs in two new democracies, South Korea and Taiwan, highlights an apparent paradox. Because administrative reform limits the executive's power, it is clear why legislatures in separation-of-power systems would favour APAs. But it is less clear why presidents would support them. Why would a president accept a law designed to restrict her ability to act freely? The answer is that presidents have agency problems too. The more intra-branch conflict they face during their administrations, the more likely they will support administrative reform. Thus, instead of tying the hands of future administrations, presidents also use APAs to overcome current control problems. Three recently democratized East Asian countries, two with APAs (South Korea and Taiwan) and one without (Philippines), support this ‘reining in’ theory. Conflict within the executive branch may be an important ingredient in democratic consolidation. APAs result from political struggle.
