Abstract Drawing on the resource-based view, we propose a model to understand the roles of human capital, market and entrepreneurial orientation, absorptive capacity and ways to improve performance with an effective innovation strategy for hospitality development. We combine the Fuzzy Delphi Method, Decision-Making Trial and Evaluation Laboratory and analytic network process to demonstrate the interactions and relations among critical criteria by using data from 20 Taiwanese restaurant entrepreneurs obtained in 2015–2017. The positive effects of human capital, market orientation, entrepreneurial orientation and absorptive capacity on innovation performance are confirmed. These findings advance resource-based scholarship and highlight the value of understanding the relationship between a restaurant’s tangible and intangible resources for hospitality development.

The current study built and empirically tested a model of the relationships between selected organisational variables, Organisational Learning (OL) capability and performance in the context of small- and medium-sized enterprises (SMEs) in Malaysia. Theoretical advances in the OL domain have been based on the experiences of large organisations in the western hemisphere. In response, the study focuses on analysing the OL capability of SMEs in a transitional economy, namely Malaysia. Structural equation modeling was applied to analyse the datasets from 256 manufacturing and services SMEs. Statistical results showed that entrepreneurial orientation and human-capital development practices have direct positive effects on SMEs' OL capability. It was further found that human-capital development practices mediated the relationship between entrepreneurial orientation and OL capability. This implied that while entrepreneurial orientation fosters the need for a strong OL capability, human-capital development practices serve as the mechanisms for developing such capability. Lastly, empirical evidence was provided to support the notion that OL capability enhances the performance of SMEs.

The purpose of this study is to explore the ability indices of VR (virtual reality) technology when it is applied to assist the teaching of a welding practice course, develop a VR welding course as the basis of course planning and teaching design, and implement experimental teaching to verify its effectiveness. On the basis of a literature review and focus group interviews, initial ability indices of a VR welding course were proposed. Then, 15 experts from VR- and welding-related specialties were invited to form a consulting team to determine “the ability indices of the VR welding course” according to the results of a Fuzzy Delphi expert questionnaire. Moreover, the results of an ANP (Analytic Network Process) expert questionnaire were used to understand the relative importance of the ability indices of the VR welding course, as well as the relative feasibility of VR-assisted welding teaching, in order to develop a “VR welding course”, in which 34 first-grade students of the welding practice course were taken as the research objects during the implementation of experimental teaching. The qualitative research and analysis results are as follows: (1) the VR welding course includes 8 ability indices and 30 evaluation indices; (2) the item with the highest feasibility in VR-assisted welding teaching is “welding construction”, followed by “map reading and drawing”; (3) best feasibility of VR technology “Interaction” in assisting welding teaching; (4) the relative importance of the ability indices of the VR welding course is the greatest for “welding construction”, followed by “welding inspection”; (5) the VR welding course students express significant positive responses to the learning of ability indices and ability demonstration; (6) the majority of students express significant positive learning satisfaction with VR-assisted welding course teaching. This study puts forward a set of rigorous models for the construction of ability indices for a VR course and course development. It can provide a reference for introducing VR-assisted teaching to related welding courses that are run by universities of science and technology in Taiwan. Furthermore, such VR courses can offer students a safe, diversified, and efficient learning environment.

To improve the supply chain performance in all three aspects of sustainability (social, economic, and environmental), a comprehensive sustainable performance measurement system that captures all the supply chain partners’ efforts and commitments is required. Warehouse, as the second largest logistics source of environmental pollution in the supply chain has been almost completely overlooked and ignored in the past studies. To fill this gap, a warehouse performance metrics framework for environmental and social performance measures was proposed using a novel Fuzzy Delphi and Best-worst methodological approach. The method is less time-consuming than the Analytic Hierarchy Process or Analytic Network Process, it does not address whether criteria are dependent or independent, requires fewer comparisons of criteria, but still produces reliable and credible results. The presented framework consists of 32 equally formulated environmental and social performance indicators, including formulas and measurement units. The 14 most important indicators are ranked according to the requirements of different stakeholders.

Purpose – The purpose of this study is to present a hybrid analytic network process (ANP) and data envelopment analysis (DEA) method for ranking organizational units as well as prioritizing organization’s human capital management criteria. Design/methodology/approach – In the proposed DEA model, human capital management criteria are considered as the inputs and organizational commitment considered as the output of DEA model. Afterward, the organizational unit’s efficiency and the weight of human capital management criteria are evaluated through DEA and the data are considered as the basis of ANP model. Findings – The results of prioritizing the drivers of human capital management were showed that leadership practices, human capital management and learning capacity are the most important ones. Also, the findings proved that the proposed integrated DEA/ANP can be helpful in managerial issues. Research limitations/implications – Filling the super-matrix and designing the questionnaire of ANP have always been the challenge of scholars because of the large number of data it requires. One of the main advantages of the proposed hybrid method in this research is that it resolves the above-mentioned problem of ANP. Practical implications – The results of the proposed method may provide managers this opportunity to better analyze the condition of organizational units from human capital management perspective and focus on the most important activities in this context. Moreover, the proposed hybrid method can help scholars to better use both DEA and ANP techniques and obtain more reliable findings. Originality/value – In this study, DEA efficiency measures of units, and the weights of inputs and outputs of DEA model are used to fill the super-matrix of ANP. In addition to having a logical approach, this method provides more reliable results and enjoys the advantages of both ANP and DEA techniques.

The paper applied the concepts of Landscape health from the literature review with integration in depth-interview, using the Fuzzy Delphi, Fuzzy Analytic Network Process to develop the River Landscape Health Assessment Indicator System (RLHAIS). The assessment indicators system includes the indicator in 3 aspects, that is, physical and chemical environment indicators, landscape change indicators, ecological environment indicators, and 14 indexes, which were then applied to the RLHAIS to analyze the current landscape health for the Dong-shan River upstream in Yilan. The result showed that the score of Dong-shan River upstream: in 2009 was 0.70881, in 2010 was 0.66235, and in 2011 was 0.68694, implying that the healthy level nearly fell onto the "Degraded" state.

Leisure farms in Taiwan are currently undergoing a fast development. The utilization of distinctive strategies to create successful operational competitiveness is becoming the guiding policy of enterprises for their future development. This study adopts the value chain perspective to develop criteria for different dimensions and to develop a strategic hierarchical structure by using the fuzzy Delphi method. Through the FANP (Fuzzy Analytic Network Process) method, this study discovers the critical factors influencing the competitive advantages of leisure farms in Taiwan: (1) the uniqueness of the landscape and ecological resources, (2) the richness of agricultural resources, (3) the attractiveness of the landscape and ecological resources, (4) service quality, (5) the convenience of the accommodation, (6) the provision of education and guiding services, and the like. Finally, according to the research results of the study, the authors make suggestions on the corresponding developmental strategies of leisure farms, including (1) creating the characteristics of a leisure farm through the development and utilization of the farm’s internal and surrounding environmental resources and (2) perceiving the tourists’ needs and improving the service quality. With the suggestions made and the reference data concluded in this study, the authors expect to enhance effectively the current competitive advantages of leisure farms.

Location selection is a critical problem for businesses that can determine the success of an organization. Selecting the optimal location from a pool of alternatives belongs to a multiple criteria decision making (MCDM) problem. This study employed a hybrid MCDM technique to select locations for women’s fitness centers in Taiwan. In the beginning, the fuzzy Delphi method was utilized to obtain selection criteria from interviewed senior executives. In the second stage, the decision making trial and evaluation laboratory (DEMATEL) was employed to extract interdependencies between the selection criteria within each perspective. On the basis of interdependencies between the selection criteria, the analytic network process (ANP) was used to get respective weights of each criterion. Finally, the technique for order preference by similarity to ideal solution (TOPSIS) was ranking the alternatives. To demonstrate application of the proposed model and illustrate a location selection problem, a case was conducted. The capabilities and effectiveness of the proposed model are revealed.

Community resilience is a key index for describing the response of human habitat systems to hazards. Evaluating and enhancing the community resilience requires indicators, identification, and quantitative measurements, especially for urban flooding management. In this study, an advanced index framework for measuring community resilience to urban flooding is proposed, integrating the fuzzy Delphi method (FDM) and the analytic network process (ANP). Seven indicators (public facilities, spatial structure of land use, flood management organizations, rescue capability, accuracy of weather forecasts, vulnerable population, and individual capability) of community resilience are identified using the fuzzy Delphi method. The indicators are classified into four dimensions, and the weights are determined by the analytic network process. This approach is applied to three different types of communities, namely, a newly built neighborhood, an ancient college, and a flood-prone village in the city of Nanning, China, using data collected from questionnaires, interviews, and field investigations. The neighborhood (with a total averaged score of 2.13) has the largest community resilience to urban flooding, followed by the college (1.8), and finally the village (0.91). Flooding management organizations play a leading role in the urban flooding resilience of the neighborhood and college, while the vulnerable population has a great impact on the community resilience of the village. Results of the strategy analysis suggest that science and technology improvement (0.543) is more important than social–economic status improvement (0.325) and built-environment improvement (0.132) for mitigating urban hazards in Nanning. The proposed framework in this study contributes to the interdisciplinary understanding of community resilience for urban flooding and is expected to be applied to sustain urban planning and flood evacuations.

The study explored both the development policy of regional industry and the aerotropolis as an empirical object. In planning an aerotropolis, governments should account for both regional and industrial characteristics to establish appropriate policies for promoting industrial development that maximizes the benefits of invested resources. In this study, a composite multicriteria decision-making method was used to filter the optimal aerotropolis industry evaluation index through the fuzzy Delphi method. Subsequently, the decision-making trial and evaluation laboratory–based analytic network process was used to obtain the influence relations and weights between the indexes to establish an optimal industry plan. Satisfaction evaluation was then used to calculate the performance values of the programs and discover the optimal industries for the city to provide the government with a policy reference. This study found that the technical environment, product and industry networks, and basic environment were the most important aspects of the Taoyuan Aerotropolis. Aviation linkage and logistics services had the highest performance among industries, identifying them as the most suitable supplementary developments to the aviation industry.

Evaluating the e-service quality is essential to organizations. The future of e-libraries has a vital place in universities. Libraries need to use websites as means to provide access to information resources, news and events. The importance of assessing e-service quality of libraries is significant. Previous researchers have developed many methods for assessing e-service quality. However, most of them only focus on the independent hierarchical structure. In this paper, we would like to figure out the criteria for assessing the service quality of library websites from university students’ viewpoints. According to interdependent criteria, the analytic network process (ANP) approach is employed to (i) generate the priority weights of each criterion; (ii) measure the service quality of university library websites. 12 web-based service criteria are identified according to 3144 university students’ viewpoints based on fuzzy Delphi method. On the basis of past studies, we divide 12 criteria into 3 perspectives, namely, system, efficiency, and information quality to measure the service quality of university library websites. On the basis of 3 perspectives and 12 important criteria, service quality of university library websites could be measured more effectively. Moreover, the practical application to measure the service quality of the old and new versions of one university library website presented in Section 5 is generic and also suitable to be exploited for Taiwanese universities.
