Satire as safety valve: moving beyond a mistaken metaphor

Abstract The safety valve metaphor is ubiquitous in scholarship on satire and usually implies that, although the genre seems intent on upsetting the political order, it really has unintended conservative effects which maintain the status quo. Although there is previous criticism of the safety valve theory, which focuses on the inadequacy of its empirical predictions or the flawed theoretical foundations of the associated relief theory of humor, the metaphor remains in common use – and continues to obscure our understanding of satire’s political effects. What remains overlooked in humor studies is the fundamental mistakenness of the metaphor itself. We argue that comparing satire to a safety valve always implies a reasoning about the genre which is mistaken because the mechanistic function of a safety valve cannot be informatively mapped onto the political effects of satire. As a result, the safety valve metaphor is problematically opaque (because its actual meaning is unclear) and elastic (because it means whatever anyone wants it to mean). The metaphor fails to elucidate how satire works even in authoritarian political contexts, like Egypt, which should, in principle, act as a fertile ground for its purported function as a safety valve.

The article analyzes the relationship of conservatives to the political order that arose after the 1905 revolution. It suggests that by the start of World War I, a dissatisfaction with the status quo had become a characteristic feature of Russian conservatism. The archaic formula “orthodoxy, autocracy, nationality” was the quintessential conservative discourse, both for nationalist supporters of conservative reforms and for opponents of any innovation such as Dubrovin’s All-Russian Union of the Russian People. But this formula existed in sharp contradiction to the realities of “renewed Russia.” Conservatives continually underscored the lack of correspondence between reality and their conservative dogma. In conservative circles, the growth of social tensions on the eve of the war was also understood as evidence of the inadequacy of the new political order. Because of this, Russian conservatives did not aspire to preserve the Third of June system and did not try to restore it after February 1917.

A concepção de uma disciplina acadêmica sistematizada para o estudo das relações internacionais se deu atrelada à necessidade de criação de um arcabouço teórico para a compreensão da dinâmica do sistema internacional e das possibilidades de mudança ou estabilidade da ordem política nesse sistema. Nesse sentido, o objetivo deste texto é demonstrar em que medida as teorias do chamado mainstream acadêmico, tradicionais na análise da política internacional, ao naturalizar a conformação da ordem política internacional e minimizar o papel das disputas entre as forças sociais na constituição das relações internacionais, exercem um papel favorável à manutenção da ordem hegemônica e conservação do status quo. Não obstante, perspectivas contestatórias reconheceram e evidenciaram os limites das teorias do mainstream e preencheram a lacuna político-acadêmica contida nas teorias tradicionais de Relações Internacionais ao longo do desenvolvimento de seu campo acadêmico e institucional. Abstract: The design of an academic discipline for the systematic study of international relations occurred tied to the need to establish a theoretical framework for understanding the dynamics of the international system and the possibilities for change or stability of the political order in this system. Accordingly, this paper aims to demonstrate the extent to which the so-called mainstream academic theories, traditional analysis of international politics, to naturalize the conformation of the international political order and minimize the role of the disputes between the social forces in the constitution of international relations, play a role in favor of maintaining the hegemonic order and preserving the status quo. Nevertheless, prospects contesting recognized and showed the limits of the mainstream theories and filled the political and academic gap contained in traditional theories of international relations during the development of their academic and institutional concepts.

The student revolt of the late 1960s had far-reaching repercussions in large parts of West German academia. This article sheds light on the group of liberal scholars who enjoyed a relative cohesiveness prior to "1968" and split up in the wake of the student revolt. The case of Kurt Sontheimer (1928-2005) offers an instructive example of the multifaceted process of a "liberal critic" turning into a liberal-conservative. While he initially welcomed the politicization of students and the democratization of universities, he became increasingly concerned about the stability of West Germany's political order and placed more and more emphasis on preserving, rather than changing the status quo. Sontheimer was a prime example of a liberal critic shifting and being shifted to the center-Right within a political culture that became increasingly polarized during the 1970s.

I propose three broad sets of political economy underpinnings for the persistence of conflict and the weak state. First, a “public goods trap” rooted in inequality implies that a low supply of, and demand for, public goods reinforce each other. Second, economic and political rents create vested interests in the status quo. Political rents are particularly problematic, partly because reformers face a curse of dimensionality: many things have to work well for state capacity and stable peace to consolidate. Finally, a very clientelistic pattern of political exchange consolidates a weak state, and weak states are fertile ground for clientelism.

This chapter argues that revolution is not separate from the very discourse and arrangements it responds to. Rather, it is subsumed in a legitimation discourse, and it is engulfed by similar tensions. Although revolution may erupt because of a perceived legitimacy deficit, it does not solve the conceptual deficiency of legitimacy. This is because revolution vacillates between an event that inaugurated it and a process that seeks to complete it. This duality makes revolution a contradictory concept that includes its own negation because different protagonists deploy it in contradictory ways. The very qualities that enable the designation of the Arab Spring as a revolution enable the counter-revolution. In other words, revolution does not provide a stable, unambiguous framework within which the new political order can be established. Consequently, the revolution’s attempt to delegitimate the status quo and legitimate the new order re-enacts the incoherence and instability of other legitimation devices.

This article considers the role played by discourses of nature in structuring the cultural politics of anti-GMO activism. It argues that such discourses have been successful rhetorical tools for activists because they mobilize widely resonant nature-culture dualisms that separate the natural and human worlds. However, these discourses hold dubious political implications. In valorizing the natural as a source of essential truth, natural purity discourses fail to challenge how naturalizations have been used to legitimize sexist, racist and colonial systems of injustice and oppression. Rather, they revitalize the discursive purchase of appeals to nature as a justification for the status quo, indirectly reinforcing existing power relations. Moreover, these discourses fail to challenge the critical though contingent reality of GMOs' location within the wider framework of neoliberal social relations. Fortunately, appeals to natural purity have not been the only effective strategy for opposing GMOs. Activist campaigns that directly target the political economic implications of GMOs within the context of neoliberalism have also had successes without resorting to appeals to the purity of nature. The successes of these campaigns suggest that while nature-culture dualisms remain politically effective normative groundings, concerns over equity, farmers' rights, and democracy retain potential as ideological terrains in the struggle for social justice.

The benefits of full ectogenesis, that is, the gestation of human fetuses outside the maternal womb, for women ground many contemporary authors’ arguments on the ethical desirability of this practice. In this paper, I present and assess two sets of arguments advanced in favour of ectogenesis: arguments stressing ectogenesis’ equality-promoting potential and arguments stressing its freedom-promoting potential. I argue that although successfully grounding a positive case for ectogenesis, these arguments have limitations in terms of their reach and scope. Concerning their limited reach, I contend that ectogenesis will likely benefit a small subset of women and, arguably, not the group who most need to achieve equality and freedom. Concerning their limited scope, I contend that these defences do not pay sufficient attention to the context in which ectogenesis would be developed and that, as a result, they risk leaving the status quo unchanged. After providing examples of these limitations, I move to my proposal concerning the role of ectogenesis in promoting women’s equality and freedom. This proposal builds on Silvia Federici’s, Mariarosa Dalla Costa’s and Selma James’ readings of the international feminist campaign ‘Wages for Housework’. It maintains that the political perspective and provocation that ectogenesis can advance should be considered and defended.

Abstract Tom Paulin’s Greek tragedies present extremes of bodily abjection in order to service of a politics of resistance that is tied, in each case, to the political context of the drama’s production. The Riot Act (1984), Seize the Fire (1989), and Medea (2010), share a focus on the degradation of oppressed political groups and feature characters who destabilize the status quo. Yet the impact of disruptive political actions is not ultimately made clear. We are left wondering at the conclusion of each tragedy if the momentous acts of defiance we have witnessed have any power to create systemic change within politically rigged systems. The two 1980s plays are discussed together and form a sequence, with The Riot Act overtly addressing the Northern Irish conflict and Seize the Fire encompassing a broader sweep of oppressive regimes. The politics of discrimination in Medea are illuminated by comparison with similar themes in Paulin’s Love’s Bonfire (2010). Unlike other Northern Irish adaptations of Greek tragedy, Paulin’s dramas, arrested in their political moments, present little hope for the immediate future. Yet in asking us to consider if individual sacrifice is enough to achieve radical change they maintain an open channel for political discourse.

In the 1990s, after the collapse of the USSR, was established the Russian polity, which continues to exist to this day. In this paper polity is understood as a macro-social community, united by a certain political order i.e., by a stable set of institutions and actors, as well as normative standards for organizing their interactions, both formal and informal. Establishment is understood as a series of events that establish these most fundamental frameworks for political action, as well as a repertoire of its scenarios, behavioral stereotypes, strategies, and tactics. The negative myth about the nineties, which has dominated the Russian public discourse in the recent years, describes the 1990s as a time of catastrophe and degradation. It certainly has its reasons, but this myth almost completely ignores the fact that the same decade was also a time of creation. Thus, the current state of Russia cannot be understood without paying attention to the circumstances of its establishment. The article describes some of the key features of the modern Russian polity that emerged in the 1990s — the “main takeaway” of the constituent era. They are the following: the electoral legitimacy of the supreme political power; non-partisan presidency; capitalism as the economic foundation of the political order; federalism as a principle of territorial organization of political space; freedom of association; freedom of religion; open borders. This list is not exhaustive: there are other elements of the design of the Russian polity that can claim the status of constitutive ones. However, a radical change in all these institutions together or in any one of them individually would mean another re-establishment of the political community as a whole.
