Abstract In Poland, road inspections were implemented in June 2014 on all national roads. Previous traffic surveys mainly looked at the technical condition of roads, signs and markings; other safety issues were overlooked. The main problem of the inspections is that the qualitative assessment is subjective which affects the classification of the sources of hazard on the road. The paper presents an analysis of the variability of the qualitative assessments of road defects when they are assessed by different teams of inspectors. On this basis, guidelines were developed for the classification of risks based on the relationship between sources of road hazard and the personal and economic losses involved in road accidents. These relationships are quantified using mathematical models to simulate the effect of hazard variability on the consequences of selected road accident causes on sections of the road network.

Road safety management begins with a detailed analysis of accidents, which is reflected in Article 24 of the Law of Ukraine “On Road Traffic” which states that when performing repairs and maintenance of roads, streets and railway crossings road maintenance organizations in the first place should take measures for road safety on the basis of accounting and analysis of road accidents, results of inspections and surveys of roads, streets and railway crossings, and especially in emergency and dangerous areas and in places of concentration of road accidents. The problem of reducing the accident rate and reducing the number of victims of road accidents during the maintenance of roads has so far been solved mainly by identifying areas (places) of concentration of accidents with the development of measures to improve road conditions and improve the organization of traffic on them and conducting annual commission spring and autumn inspections of the road network by representatives of road organizations and the police. However, the areas of concentration of road accidents were not fully covered on the road network of local significance due to the lack of accurate reference of the places of accident in the accident registration cards, as well as they were not identified on the streets and roads of cities and other settlements due to the absence of any criteria for their identification and therefore the maximum efficiency from introduction of management of sites (places) of concentration of road accident isn’t reached. The article analyzes the criteria for determining the areas of concentration of accidents on public roads in different periods, examines the dynamics of the number of areas of concentration of accidents and considers other modern opportunities for effective traffic safety management, in particular, inspection (inspection) of existing roads.

Abstract To ensure that road transport safety measures are effective and efficient, forecast tools should be applied to help with strategic decision-making. Models of road safety measures provide such tools. The paper presents a proposed macro model of road accident casualties. The proposed models of road accident fatalities are built from a database covering more than fifty countries worldwide. The concepts of model design can be used for developing factor-based models to describe strategic societal risk on the road networks of selected countries worldwide. One of the concepts was applied to model the number of road accident fatalities. The analyses used Smeed’s model and its modifications developed for the needs of this analysis.

The social cost, as one of the factors determining sustainability of socio-economic development, is strongly dependent upon a number of casualties and mortality in road accidents. The condition of car tires appears to be one of the important factors determining the occurrence of accidents. The vast majority of vehicles are tested every year at vehicle inspection stations. One of the elements affecting the result of the technical condition test and basically the quality of vehicle braking is the technical condition of the tires. Their technical condition is a very important factor responsible for the quality of acceleration, braking, maintaining, or changing the direction of driving. As a consequence, it has a significant impact on road safety. The aim of the study is to examine the impact of tires on the results of tests performed at a vehicle inspection station. The study presents the results of bench measurements of the impact of selected features of tire condition of two vehicles during routine periodic inspections at a vehicle inspection station (VIS). The focus was on an attempt to assess the impact of inflation pressure, age, and tire tread wear on the braking process. The technical studies performed might be a source for legal steps assuring better management of road safety. It can also be expected that the tire choice and condition may affect fuel consumption, and therefore the amount of energy consumed by the road transport.

Network-wide road safety assessment throughout the whole network is one of the four road infrastructure safety management procedures regulated by Directive 2019/1936/EC of the European Parliament and of the Council of 23 October 2019 Аmending Directive 2008/96/EC on Road Infrastructure Safety Management and one of the methods for determining the direction of investment in road safety. So far, the implementation of the procedure has been lightly regulated and adapted using various road safety indicators. The paper describes the evaluation of road accident data that is one of the criteria for conducting a network-wide road safety assessment. Taking into consideration that networkwide road safety assessment is a proactive road safety activity, the paper proposes to conduct road safety assessment considering the expected fatal accident density. Such assessment makes it possible to assess the severity of accidents, and the use of the predicted road accident data on calculating the introduced road accident rate contributing to the prevention of accidents. The paper describes both the empirical Bayes method for predicting road accidents and the application of one of the road safety indicators – the expected fatal accident density – to determine five road safety categories across the road network. The paper demonstrates the application of the proposals submitted to Lithuanian highways using road accident and traffic data for the period 2014–2018.

Road lighting is an important element of road infrastructure influencing on the road safety. It helps road users to identify potential hazards on the road and reduces the risk of a road accident. Improving the energy efficacy of road lighting installations requires using new technologies. Currently, high-pressure sodium (HPS) lamps are still most commonly used in road lighting. Many of the luminaires with HPS lamps are still in good technical condition and there is no economic justification for replacing them (except improving energy efficacy). One of the methods of improving their energy efficacy is to replace the electromagnetic control gear (ECG) with an electronic ballast (EB). This replacement may affect the colorimetric parameters of the HPS lamps. Two methods to the estimation change of colorimetric parameters after the replacement of ECG to EB were used. The first is CIE TN 001:2014 and the second is ANSI/IES TM-30-15. The article also presents the advantages and disadvantages of these methods in relation to the evaluation of changes in colorimetric parameters of HPS lamps after the replacement of the ECG with an EB. After the replacement of ECG to EB, the smallest reduction of Ra (colour rendering index) occurred for the 150 W lamp by 31.30% and the highest reduction for the 70 W lamp by 65.52%. Considering the changes of the fidelity indicator Rf and gamut indicator Rg, their changes are significantly smaller than for Ra. The smallest change of Rf value was observed for a 150 W lamp (6.00%) and the largest for a 70 W lamp by 25.00%. In case of Rg, similar changes were observed—for 150 W lamp by 9.26% and for 70 W lamp by 21.88%. The ANSI/IES TM-30-15 method is more suitable for evaluating colorimetric parameters after replacing ECG with EB. Using only Ra to evaluate changes of HPS lamps colorimetric parameters after replacing the ballast type can lead to incorrect conclusions concerning changes of colorimetric parameters. Based on the ANSI/IES TM-30-15 method, it has been proposed to introduce the Δf,g indicator which determines the change of colorimetric parameters based on fidelity and gamut colour indicator.

The European Directive on the Road Infrastructure Safety Improvement (2008/96/EC) has established the implementation of appropriate procedures as the basic tools for improving the road infrastructure on the trans-European road network. The Law on Roads (2018) prescribes the implementation of the following procedures: Road safety impact assessment; Road safety audit; Road safety inspection; Risk mapping; Black spot identification; and In depth road accident studies. The Law on Roads also prescribes that the Minister will prescribe the manner of implementation and the contents of the Evaluation, Audit and Independent Assessment reports, as well as the manner of determining the major risk portions and the identification and ranking of hazardous sites (black spots). Since the method of implementation and the content of the report are not yet prescribed, the authors contributed in this paper to defining the manner of implementation and content of the traffic safety report on the example of the section of the highway, as the highest category of state road. In the framework of the training of auditors and auditors, among others, a pilot project was carried out for the safety of traffic on the part of the E-75 (A1) highway, about 2,7 km ahead of the Mali Požarevac loop, including the loop. The verified part of the highway also includes a ramp with a toll ramp, service facility, overpass, bridge, etc., so the selected checked part is representative for defining a recommendation for the mode of implementation and the model for the preparation of the report.

The recent road crashes along the main routes in Oyo State have drawn the attention of people towards the role and statutory responsibilities of Federal Road Safety Corps (FRSC). Therefore, this research was conducted to assess the statutory duties of FRSC aimed at limiting the number of road crashesin Oyo State. This work was limited to 3 Local Government Areas (LGAs) out of 11 LGAs that make up Ibadan and its environs. The study adopted simple random sampling technique using well-structured questionnaires to elicit information regarding the statutory duties of FRSC, a major road transport enforcement agency in Nigeria. From110 respondents ranging from commercial drivers, private vehicle owners, commercial motorcyclists, commuters, and road accident victims, 103 questionnaires were retrieved and were found analysable. The collected data was processed using descriptive data analysis techniques. It was found that out of 22 statutory duties of FRSC, only seven were being discharged effectively. Hence, it can easily be inferred that the operational performance of FRSC is not satisfactory. Therefore, this study recommends that the authorities should give prompt medical attention and care to accident victims on the road and should also enforce speed limits with the use of speed limit devices. The use of mobile phone while driving should be discouraged and the use of seatbelts should be promoted. At the same time, individuals, NGOs and corporate bodies should be given a free hand to contribute in reducing the number of road accidents. The use of sirens, beacon lights and flashers should be well-controlled and the struggle against fake driving licences should be enhanced.

Many precious lives are lost due to road accidents because of over speeding and negligent driving every day. This is the matter of great concern for departments that deal with road safety and for the citizens. It is estimated that 80% of crashes and 65% of near collisions are due to driver’s lack of attention to traffic for three seconds before the event. The number of road crash deaths has increased by 31% from 2007 to 2017. As per the survey on the road accidents in India, according to the Ministry of Road Transport and Highways, 1, 50,785 people were killed and another 4, 94,624 were injured in 4, 80,652 road crashes in India in 2016. Now day’s accidents are taking place at large scale. Majority of the accidents occurs due to the over speeding of vehicles, though there are speed limiting boards placed at the roadside of highways also at the road side in the city. But none of vehicles (drivers) follows the speed mentioned in the speed limit boards, due to which accidents occurs.

Today people are suffering with road accidents in world wide. Analyzing these Road accidents are the major challenge in identifying and predicting primary features related with catastrophes. All these features are valuable for anticipatory computes to conquer road mishaps. Integrating various analytics techniques can get better model recognition and avoid road mishaps. As road safety growing quiet apprehension, speedy analytics observes all safety techniques in dynamic to spot malfunction that may signifies road mishaps on identifying key features related with road , mishaps in Telangana state. In our propose work, a framework to analyze the road mishap with classification of accidents and clustering, which analyze mishap data of Telangana stated district wise. The proposed framework describes the recommendation system for predicting road accidents. For this, classify the road accidents into fatal, major and minor. We implemented district wise data into clustering and applying enhanced k-mean algorithm. Further, implemented similarity measures to detecting the places where the severity of accidents happened and also analysing the driver behaviour analysis while accidents occur. The implementation result reveals that the road accident prediction exhibits enhance in certain areas and those areas exists in districts should be the major concern to acquire anticipatory measure to conquer the road mishaps.
