Abstract The European strategies and policies on education aim to reform and increase the flexibility of the higher education systems, to better answer the society’s needs, in the context of the challenges raised by the knowledge society. In this context, the quality of higher education has become a matter of public responsibility, and universities, based on their autonomy, should institute efficient university governance mechanisms that would permit an efficient use of their resources. University governance, as a process, relies on a realistic evaluation of the available resources and on the taking on - based on the university autonomy - of a future development direction, in conditions of efficacy and efficiency. The specific demands of the internal managerial control systems make it necessary for the university management to asset - by means of the control function - the results’ deviations from the objectives, to analyze the causes that triggered them and to issue the necessary corrective or preventive measures. In this context, risk management represents an efficient instrument, specific for university governance, in the knowledge society, which contributes to the efficient use of the resources available to the universities.

The concept of governance has become ubiquitous since it is recognized as an important tool for improving quality in all aspects of higher education.In Morocco, few scientific articles have dealt with the subject of university governance. Therefore, we will present a general review of the evolution of governance through laws and reforms established by Moroccan Governments from 1975 to 2019. The purpose of the study is to detect the extent of the presence of university governance principles in these reforms.This study enriches the theoretical literature on the crisis of Moroccan university and opens the way to new empirical studies to better understand the perception of university governance concept in the Moroccan context and to improve the quality of higher education and subsequently the economic development of the country.The findings of this study show an increasing evolution of the presence of university governance principles in reforms and higher education laws.

Ensuring and improving the quality of teaching and learning, in particular the academics’ potential development, is reflected in strategic European and domestic documents, namely in the Association Agreement between Ukraine and the European Union, the Paris Communiqué, the Strategy for Higher Education in Ukraine for 2021-2031 and others. The expediency for academics’ potential development is confirmed by the results of a national survey on the needs for the development of Ukrainian universities in the process of reforming higher education in the context of European integration. The article highlights the problems of academics’ potential development. Based on foreign and domestic experience, the theoretical bases for academics’ potential development, in particular the conceptual and terminological apparatus and structural components of teaching metacompetence are substantiated. The concept «potential of an academic» is defined as a set of intellectual, intangible resources, conditions and opportunities created for the production and accumulation of new knowledge, ideas, technologies, competencies and other productive properties at the university, which combines two levels of connections functioning in unity. The first level of connections are resources that are the result of past and present, and the second – opportunities, i.e. those abilities and connections that are future-oriented, constantly changing, evolving, forming new abilities, characteristics, including elements of the future development. The following components are distinguished in the structure of teaching metacompetence: prognostic; design; objective; innovative; pedagogical partnership; organizational; information and digital; reflexive; linguistic and communicative; inclusive; motivational; health-preserving; emotional-ethical and evaluative-analytical. The development of the above components of teaching metacompetence will help ensure the quality of higher education and increase the competitiveness of the university in the educational services market.

The purpose of this paper is to analyze the importance of quality in university governance in Indonesia. The researcher designed this study with an approach of qualitative research approach with Focus Group Discussion (FGD) method. Participants come from 25 universities throughout Indonesia. Participants are leaders of higher education ranging from the head of the study program to the rector. The result of the focus group discussion shows that the quality of higher education will decrease if there is the scarcity of qualified lecturers. Declining quality of higher education will affect the number of students. Finally, if the student decline happens continuously, then higher education can close. So quality is a top priority in university governance.

Higher education is one of the key factors in the effort to improve the lives and well-being of a nation. The experience of developed countries in Asia showed that the quality of higher education correlated significantly with the increased competence of human resources as a whole which eventually forms a high competence in the global competition. Globalization proactively answered by the governments in various parts of the world through international cooperation in the form of teaching, research, and dedication to the university in the form of the internationalization program. Through descriptive qualitative method enriched by quantitative techniques with intrinsic case study design (intrinsic case study), this research found that the success of internationalization is driven by capacity building supported by horizontal and hands on leadership. Therefore, the leadership of a university is not only an academic but it must be a manager who is able to read the signs of change.

Abstract This article examines ways of improving the quality of higher education in Ukraine in context of European quality standards for University educational space. The European standards and guidelines are considered in relation to internal quality assurance. The paper describes interdependence between the education quality of the University and the ICT competence’s level of its educators. It presents the indicators to achieve internal quality standards in educational process. There are results from the questionnaire of the Borys Grinchenko Kyiv University’s educators about dependence between the level of educators’ ICT competency formation and the quality of educational services. We describe the model of ICT competence corporate standards for the educators developed in the Borys Grinchenko Kyiv University. There are also presented the indicators and tools to measure the level of educators’ formation in the corporate standards.

This research aims to identify the reality of applying knowledge management practices and reveal their impact on achieving the quality of higher education in Jordan, and to identify the concept of knowledge management and the quality of higher education, and uncover knowledge management practices, and determine the components of applying knowledge management in higher education institutions. To achieve the research objectives, the researcher used the descriptive and analytical approach, relying on the questionnaire as the main tool for collecting research data. The research was applied to a sample consisting of (142) workers and those in charge of the educational process at Al-Balqa Applied University, who were chosen randomly. Among the most prominent results of this research is that there is an effect of knowledge management on higher education quality at Al-Balqa Applied University at the significance level (α= 0.05). As the results showed, one of the essential practices of knowledge innovation and creativity is that knowledge management encourages brainstorming to create new ideas and reveal tacit knowledge. One of the most important practices of applying the knowledge is that the university conducts tests on knowledge before applying it, while the essential practice of storing and distributing knowledge is that the university has many methods and means used to preserve knowledge. In light of the study results, the research recommends the need to pay attention to those in charge of the educational process and those working in it, support them and develop their capabilities, and work to implement the knowledge that it possesses through a specialized work team, and the necessity for the knowledge management to work on developing the creative vision of the employees at the university.   Received: 3 November 2020 / Accepted: 3 January 2021 / Published: 17 January 2021

Se detalla una propuesta para la creación de un centro de atención integral al estudiante de la Universidad Estatal a Distancia (UNED), que reúna los componentes administrativos y tecnológicos, enfocados en atención al cliente, para brindar una respuesta de calidad a los estudiantes.La importancia de la creación del centro de atención integral al estudiante se describe en el desarrollo de esta investigación, y los beneficios inmediatos para los estudiantes y la universidad.A su vez una mejora en el servicio que se presta al estudiantado, representa el mejoramiento continuo, repercute en la calidad de la educación superior que brinda la universidad a sus estudiantes, apoyado por los sistemas de información con los que se cuenta y los procesos de autoevaluación y acreditación de la UNED.Palabras clave: atención integral, servicio al estudiante, calidad en los servicios, calidad en la educación superior.AbstractA proposal for the creation of the student integral attention for the Universidad Estatal a Distancia (UNED), satisfying the administrative and technological components, focused on customer service to provide quality feedback to students is detailed.The importance of the creation of the student integral attention is described on this research and the immediate benefits for students and the university.At the same time an improvement in the service provided to students, represents the continuous improvement and makes an impact in the quality of higher education that the university provides to its students, supported by the information systems that already exists and the self-assessment and accreditation process of the UNEDKeywords: integral attention, student services, services quality, higher education quality.


In recent years attention to quality of studies is not decreasing. Lots of different level and type articles have been written, books and other literature have been published. On the other hand, over the last few years different national, regional and international science conferences and symposiums took place. So, it is obvious, that the concern in the university study quality is really huge. However, the essence of the matter lies somewhere deeper. The main goals, formulated in Bologna declaration, had to be implemented by 2010. However, now it becomes clear, that some of the vitally important things were not realised and there are more and more doubts if they will, on the whole, be carried through. The Bologna process itself is not sought to be analysed. What interests us firstly, is the quality of studies’ management question. Various researches reveal that the university study quality in some countries has significantly decreased even measuring according to the most minimal criteria. First of all, this is because most universities are oriented into providing service. It is known, that service University is not capable to ensure the proper quality of the studies and of provided education at the same time. Mass universities meant for mass usage. University education is more and more “Mc.Donaldized” (Lamanauskas, 2011a). Thus, the problem of the quality of studies remains the key problem in nowadays university work. It is understandable, that different countries have different experience in this field both in horizontal and vertical sense. The quality of studies conception despite all efforts remains diverse and has multiple meanings. Paraphrasing a familiar soviet times’ statement (“from everyone – according to possibilities, for everyone – according to demands”), one can state, that higher education can’t be provided according to demands, and it can’t be required from graduates according to their abilities and possibilities. Massification of higher education in a direct way negatively affects the quality of studies (process), as well as higher education quality (result). This is the essential risk in university management. Key words: education policy, quality of studies, management, university education system.
