Understanding Voting Behaviour in Complex Political Systems

AbstractWe suggest in this paper that voting in political systems can be profitably analysed using complex system analysis. We discuss how we can capture the complexity of voting behaviour by applying graph theory in networks and we develop a simplified theoretical model of voting choice adopting the basic heuristics of the behavioural decision theory. We feel that such a complex systems approach provides a superior basis for understanding voting behaviour compared to standard political economy analysis.

This policy brief reviews the evolution of knowledge-to-policy studies and the emergence of systems perspectives. We explore the less well understood issue of how to grow and reinforce knowledge systems in settings where they are weak and underdeveloped. We offer a knowledge systems model that encapsulates current thinking and present an example of an effort to strengthen a knowledge system, drawn from a project managed by RTI in Indonesia. We conclude with some recommendations for strengthening knowledge systems including promoting debate among a diversity of voices within the knowledge system, providing sustained stakeholder commitment to the systems approach, investing in the components of the knowledge system as well as the interaction between components, fostering a balance between government mechanisms and space for civil society perspectives, and exploring how knowledge systems can engage the private sector. We conclude with suggestions for applying the knowledge systems model in new country contexts including use of a political economy analysis as well as gauging readiness of government actors, research institutes, and media to engage.

Authors explore issue of applicability of the methodology of building diagnostic software using network formal models in the functional testing of electronic equipment as part of complex technical systems. Using methods of system analysis allows to perform a decomposition of interdependent subsystems and to reveal basic acts of interaction between the control‑verification equipment and the object of diagnosis. Mathematical apparatus of Petri nets should be employed for the formalized description of such acts and determined the cause‑and‑effect relations in the diagnosed complex system`s processes. Network models properties studying (such as safety and accomplishment of the final positions) allows us to move to the test object`s algorithm`s developing. The article presents an approach of a formalized description for basic acts of interaction between the diagnosis system and the object.


Electricity is critical to enabling India’s economic growth and providing a better future for its citizens. In spite of several decades of reform, the Indian electricity sector is unable to provide high-quality and affordable electricity for all, and grapples with the challenge of poor financial and operational performance. To understand why, Mapping Power provides the most comprehensive analysis of the political economy of electricity in India’s states. With chapters on fifteen states by scholars of state politics and electricity, this volume maps the political and economic forces that constrain and shape decisions in electricity distribute on. Contrary to conventional wisdom, it concludes that attempts to depoliticize the sector are misplaced and could worsen outcomes. Instead, it suggests that a historically grounded political economy analysis helps understand the past and devise reforms to simultaneously improve sectoral outcomes and generate political rewards. These arguments have implications for the challenges facing India’s electricity future, including providing electricity to all, implementing government reform schemes, and successfully managing the rise of renewable energy.

There are not enough roads in developing countries but it is not for a lack of spending to address this shortfall. Multilateral and bilateral development agencies have invested billions of dollars to build up new transportation networks because the shortage of road supply constrains trade and economic growth. However, these new roads often do not last as long as initially anticipated so many of the same donors worry that governments will not provide sufficient maintenance of these investments. In turn, economists suggest that weak maintenance performance may be due to low institutional capacity in the recipient country or even a lack of budgetary funds—both easy fixes that warrant an optimal benefit stream according to their economic rate of return in HDM4 models (“ERR”). However, these maintenance reforms have had mixed results which we argue is the result of a deeply entrenched institutional concern that requires intricate analysis and project-tailored reform approaches to remedy. Even then, these reforms may not exhibit incremental benefits for an ERR. In sum, ERR models of roads should include a rigorous political economy analysis as a due diligence prerequisite in order to substantiate any included assumptions of maintenance reforms resulting from a donor project.

The world-systems perspective was invented for modeling and interpreting the expansion and deepening of the capitalist regional system as it emerged in Europe and incorporated the whole globe over the past 500 years (Wallerstein 1974; Chase-Dunn 1998; Arrighi 1994). The idea of a core/periphery hierarchy composed of “advanced” economically developed and powerful states dominating and exploiting “less developed” peripheral regions has been a central concept in the world-systems perspective. In the last decade the world-systems approach has been extended to the analysis of earlier and smaller intersocietal systems. Andre Gunder Frank and Barry Gills (1994) have argued that the contemporary global political economy is simply a continuation of a 5,000-year-old world system that emerged with the first states in Mesopotamia. Christopher Chase-Dunn and Thomas Hall (1997) have modified the basic world-systems concepts to make them useful for a comparative study of very different kinds of systems. They include very small intergroup networks composed of sedentary foragers, as well as larger systems containing chiefdoms, early states, agrarian empires, and the contemporary global system in their scope of comparison.
