The article outlines the Government of the Republic of Ireland response to the COVID-19 pandemic and explores implemented measures to overcome the negative changes caused by the coronacrises in economic, political, and social life. The study examines the period from March 2020 to June 2021, when the country experienced three waves of pandemic. It required the adoption of unique rapid measures. The problems caused by the increase in the incidences of coronavirus are considered in the context of the global crisis along with the realities of the EU and the specifics of the development of Ireland. There is no doubt that the strategy chosen by the Government of the Irish State has reduced the damage from the first wave of the pandemic as much as possible, stopped the rapid growth of the disease during the second round and continues to contain the infection and carry out recovery measures at the present stage. Transparency, a commitment to an open data policy, the use of media to inform the population have led to a high level of compliance among the general public with the various medical and non-medical measures introduced by the Irish Government.

Background The World Health Organization declared the outbreak of COVID-19 to be an international pandemic in March 2020. While numbers of new confirmed cases of the disease and death tolls are rising at an alarming rate on a daily basis, there is concern that the pandemic and the measures taken to counteract it could cause an increase in distress among the public. Hence, there could be an increase in need for emotional support within the population, which is complicated further by the reduction of existing face-to-face mental health services as a result of measures taken to limit the spread of the virus. Objective The objective of this study was to determine whether the COVID-19 pandemic has had any influence on the calls made to Samaritans Ireland, a national crisis helpline within the Republic of Ireland. Methods This study presents an analysis of calls made to Samaritans Ireland in a four-week period before the first confirmed case of COVID-19 (calls=41,648, callers=3752) and calls made to the service within a four-week period after a restrictive lockdown was imposed by the government of the Republic of Ireland (calls=46,043, callers=3147). Statistical analysis was conducted to explore any differences between the duration of calls in the two periods at a global level and at an hourly level. We performed k-means clustering to determine the types of callers who used the helpline based on their helpline call usage behavior and to assess the impact of the pandemic on the caller type usage patterns. Results The analysis revealed that calls were of a longer duration in the postlockdown period in comparison with the pre–COVID-19 period. There were changes in the behavior of individuals in the cluster types defined by caller behavior, where some caller types tended to make longer calls to the service in the postlockdown period. There were also changes in caller behavior patterns with regard to the time of day of the call; variations were observed in the duration of calls at particular times of day, where average call durations increased in the early hours of the morning. Conclusions The results of this study highlight the impact of COVID-19 on a national crisis helpline service. Statistical differences were observed in caller behavior between the prelockdown and active lockdown periods. The findings suggest that service users relied on crisis helpline services more during the lockdown period due to an increased sense of isolation, worsening of underlying mental illness due to the pandemic, and reduction or overall removal of access to other support resources. Practical implications and limitations are discussed.

Introduction. Topical issues regarding the implementation of personnel policy in the government institutions of the Lugansk People’s Republic are presented and explored in the article. The analysis of the features of the personnel policy implementation at the present stage of development of social relations provides a basis for using relevant motivational measures to improve the effectiveness of personnel work.Materials and methods. In the research process, a complex of philosophical, general scientific and special methods and techniques was used, namely: critical and axiomatic method, method of analysis and synthesis, structural and functional method, abstraction; deduction and induction, statistical and econometric methods; general logical methods and techniques for forming scientific conclusions and research results.Results of the study. The analysis of the personnel policy implementation in public institutions in the Lugansk People’s Republic found that its coordination is carried out within the framework of the current legislation in order to improve the situation in the demographic, employment and labor market, education and science, health, culture and moral upbringing fields. However, in the process of implementing the main directions of the personnel policy, the features of the economic and political situation in the country at the present stage were not fully taken into account. Thus, in order to improve personnel work in the republic a list of systematic measures to increase motivation among public servants was proposed for use, taking into account existing realities.Discussion and conclusions. The study showed that in order to successfully carry out personnel work in the government of the republic, it is extremely important to justify the introduction of a system of non-material motivation for existing employees and the changes corresponding to modern realities in the process of selecting personnel as components of the implementation of personnel policies in government institutions of the Lugansk People’s Republic.

INCOME INEQUALITIES AND REDISTRIBUTIVE PREFERENCES IN CROATIA AND EU COUNTRIES: MACRO ANALYSIS Department of Social Work, Faculty of Law, University of Zagreb Zagreb, Croatia The paper analyses the relationship between income inequalities and redistributive preferences. The objectives have been: determine to which degree income inequalities are associated with redistributive preferences, which are the correlates of redistributive preferences on the macro level and which mechanisms of redistribution have been preferred by citizens in the EU countries. Aggregated data from two special Eurobarometer surveys (2010 and 2018) were used as the data source on redistributive preferences, while macro-statistical indicators were taken from the Eurostat database. Bivariate correlational analyses, linear regression and the cluster analysis were used for data processing. A general finding is that redistributive preferences are high in almost all EU countries. It seems that an increase of income inequalities is not the key factor of high redistributive preferences, but it is the perception of income inequalities and the sensitivity of citizens towards income inequalities. Citizens in the EU countries often incorrectly perceive the level of inequalities in society and their place on the income scale. The respondents from post-socialist countries have a larger “aversion” towards income inequalities and want a stronger role of the government in the redistribution and social life. Inhabitants of the EU countries support all key mechanisms of income redistribution (taxes, education, social protection and minimum wage), but they give the largest support to the tax system and the progressive taxation of the wealthy, while there are a lot of suspicions regarding fully free education. The article discusses the dynamics of economic development based on the level of digitalization of the countries. Economic development is evaluated through the dynamics of GDP changes. Digitalization level is evaluated through the Digital Economy and Society Index (DESI), which is calculated on a regular basis by the European Commission. Object of study – 28 EU‑member countries. The hypothesis of the investigation: a high level of digitalization leads to an acceleration of economic growth on national level. This hypothesis did not find any statistically significant confirmation. Thus, we can conclude that the level of the economy digitalization at the present stage of development of technologies and institutions in the EU countries does not have a decisive effect on the rate of economic growth.

This chapter analyzes the impact that an open data policy can have on the citizens of India. Especially in a scenario where government accountability and transparency has become the buzzword for good governance and further look at whether the availability of open data can become an agent for socio-economic change in India. What kind of change it can bring to India which has its own complexities when it comes to socio economic issues and whether the steps taken by the government are up to the mark to address these complexities through data sharing. In order to understand the changes which may occur for the good or the bad, the chapter looks at specific examples where the open data platform have been utilized in India and what impact they have had on the Indian society and how the citizens have responded to it.

According the Office for National Statistics' 2014 estimate, 300,000 UK residents were born in Germany and 131,000 are German nationals. This makes them the fifth biggest group of immigrants in the UK by country of birth—preceded only by people born in India, Poland, Pakistan and the Republic of Ireland— and the twelfth largest group of immigrants in terms of nationality. Thus, although Brexit's rhetoric against immigration has not directly targeted Germans, a large number will be affected by the UK's changing relationship with the EU. Just as for other EU citizens, their future status in the UK is all but certain.

Abstract The aim of the article is to explore how the Czech bicameral parliament has reacted to the process of the United Kingdom's (UK's) withdrawal from the European Union (EU). Drawing upon insights from the theoretical expectations of parliamentary power, the inquiry researches the ways that Czech legislatures have developed in terms of engaging with and influencing the Brexit process. In this regard, the Czech case is exceptionally interesting and worth exploring, since the EU agenda has become a highly politicised issue within the Czech context. The significance of this inquiry has been further highlighted by the high level of party-based Euroscepticism typical of Czech politics as well as the frequent changes that the Czech party system has been undergoing in recent years. Throughout the in-depth analysis of parliamentary scrutiny activities—conceptualised as comprising four aspects: (i) the institutional adjustment; (ii) articulation of priorities; (iii) interactions with the government and (iv) parliamentary party politics—the article considers how these activities compare between both chambers of the Czech Parliament.

Brexit has thrown up a lot of uncertainties for many industries and sectors. Within financial services and more specifically insurance, many UK-based insurers are considering their options post-Brexit. This viewpoint reviews the positions taken along with examining the effect of Brexit on the UK’s nearest neighbour and where it shares a land border, the Republic of Ireland. Using data from regulators and industry bodies, this review looks at the effect of Brexit upon the UK insurance sector operating in the EU and also reviews the effect of Brexit on the Irish insurance industry.
