The article analyzes the features of Denmark’s participation in the European Union. The country has a number of opt-outs from the general rules for the functioning of the EU, including under the Common Security and Defense Policy (CSDP). The intensive development of this area in the last decade, including the established Permanent Structured Cooperation (PESCO), and the emergence of new security challenges make the question of the format of Denmark’s participation in these projects highly relevant. The author concludes that clearly limiting this opt-out allows Denmark to take benefit from participation in defense-related projects that are formally outside the CSDP framework, but fall within the joint competence of the Union and the Member States. At the same time, the rejection of the «Danish reservations» does not seem likely in the near future for domestic political reasons.

The aim of this study is to determine changes in the structure of horticultural farms in EU countries in the years 2007-2017 and their incomes and determine the share of subsidies of the Common Agricultural Policy in the income of horticultural farms in studied groups. Horticultural farms from the European Union Farm Accountancy Data Network (EUFADN) of all EU countries were surveyed. A dynamic analysis of the structure of farm numbers in particular groups of economic size (ES6) was carried out, and then the average change in income and the share of subsidies in income within these groups in 2007 and 2017 were presented. As a result of the conducted research, changes in the number of horticultural farms in various groups of economic size were taken into account and the assumptions concerning the decreasing scale of fragmentation of horticultural farms were confirmed by a decrease in the number of the economically weakest groups and an increase in the number of medium and large farms. It was noted that, in the studied groups, the strongest income growths concerned farms with medium or high economic strength, which may mean that income had a significant impact on the process. Moreover, it results from the conducted research that existing institutional solutions additionally supported the tendency to reduce the scale of fragmentation of horticultural farms in the EU-12 due to the fact that the shares of subsidies were higher in groups with higher economic strength.


Policy-Making in the European Union explores the link between the modes and mechanisms of EU policy-making and its implementation at the national level. From defining the processes, institutions and modes through which policy-making operates, the text moves on to situate individual policies within these modes, detail their content, and analyse how they are implemented, navigating policy in all its complexities. The first part of the text examines processes, institutions, and the theoretical and analytical underpinnings of policy-making, while the second part considers a wide range of policy areas, from economics to the environment, and security to the single market. Throughout the text, theoretical approaches sit side by side with the reality of key events in the EU, including enlargement, the ratification of the Treaty of Lisbon, and the financial crisis and resulting Eurozone crisis, focusing on what determines how policies are made and implemented. This includes major developments such as the establishment of the European Stability Mechanism, the reform of the common agricultural policy, and new initiatives to promote EU energy security. In the final part, the chapters consider trends in EU policy-making and the challenges facing the EU.

The paper deals with the particular stages of development of the EU Common Agricultural Policy (CAP) in the last forty years. The process and impacts of CAP reforms are analyzed for the particular production industries of agriculture. The paper also presents a detailed description of Agenda 2000 and mid-term review of the Common Agricultural Policy in 2002 that brought about many proposals for the future working of CAP after accession of Central and Eastern European countries.

AbstractThis chapter aims to explore some challenges that are likely to arise in the context of the UK’s present and future relationships with the EU. Three aspects come under scrutiny, namely the global opt-out available for the UK in the field of police and judicial cooperation in criminal matters (Protocol 36 to the Treaty on the Functioning of the European Union (TFEU)), the 2014 referendum on Scottish independence and the contemplated 2017 referendum on whether the UK should remain an EU Member State. The chapter stresses not only the importance of restoring objectivity in the debates surrounding these issues, but also the necessity of taking due account of the uncertainties that these processes unavoidably entail as to their end results for both the UK and Scotland.

This chapter examines Denmark’s different positions on European Union policies which vary in terms of the degree to which sovereignty has been transferred to the EU. Specifically, it traces trade policy (very high transfer), agricultural policy (high transfer), internal market (moderate transfer), and opt-outs (low transfer) diachronically to illuminate the extent to which positions have changed over time and the underlying factors behind these changes. While the level of politicization varies between the policy areas, and party political differences play a role, the general picture that emerges is interest based. According to this approach, Denmark is positive towards giving up sovereignty regarding policies it benefits from economically, while it is more reluctant towards policies involving the transfer of sovereignty and money that are not offset by net economic benefits. In this chapter, this is demonstrated through an analysis stretching back to the decades before Danish membership to the European Union. Denmark also seems to change policy positions when the economic benefits for the country changes, as seen in the case of the Common Agricultural Policy.

AbstractApplication of The Common Agricultural Policy (CAP) of the European Union implies the existence of a single market (without customs duties on mutual trade), the community’s priority in meeting the needs for agricultural products (protection against imports) and the existence of financial solidarity (joint financing). Joining the European Union for new member states implies the termination of the implementation of the existing national agricultural policy and the the beginning of the implementation of the CAP. Although membership in the European Union implies many advantages, the period after joining this community can be quite economically unstable for some countries. One of the most significant problems is an increase in agricultural product prices and a rise in the general price level (inflation). The above can be confirmed by a simple empirical analysis of the economic indicators of the countries that joined the EU together in the period from 2004 until 2007.

2016 was marked by the rise of populism and isolationism around the world. The European Union is losing a Member State for the first time, after the British voted to leave in their “Brexit” referendum. Across the Atlantic, Donald Trump was elected President of the United States, causing concern amongst European leaders. In the remaining Member States, populist and Eurosceptic political forces are becoming more relevant, further endangering the integrity of the European Union. In this paper, we analyse the motives behind the European Union’s “existential crisis”, which is arguably, one of the most significant challenges the EU will face in its near future. We conclude that the European Union must reform in order to regain their citizens’ trust and reinforce democracy.

The article examines the EU’s response to a series of terrorist attacks in European cities in the autumn of 2020, after which the topic of terrorism once again came to the fore on the EU political agenda. The author analyses the new Counter-Terrorism Action Plan and the Regulation on the removal of terrorist content from the Internet adopted after a protracted inter-institutional dialogue between the EU Council and the European Parliament. The article also looks at the problem of expanding the mandate of the Europol agency in the field of big data analysis, while the author emphasises that member states still doubt the need to grant the agency access to data encryption. The author comes to the conclusion that the European Union quite adequately fulfills the tasks outlined in the documents to respond to terrorist attacks, but has not been very successful in preventing them. It is noted that in the plans of international anti-terrorist cooperation, the European Union, as before, does not include Russia, which can not but reduce the effect of global and regional confrontation with new security challenges.

After a short introduction to Menasse´s ideas about the European Union presented in different theoretical texts, the paper will concentrate on the novel The Capital, published in 2016. It will focus on the idea the reader will react with strangeness to the diminished narrative space taken in the text by topics like migrations, terrorism and islamofobia, which are generally accepted as the main issues affecting the EU today (Griffen 2019). Nonetheless, a more detailed analysis of three moments of the novel that critics tend to consider as subsidiary according to their place in the textual economy will show the importance of the aforementioned topics and their (possible) recognition as the new challenges that mark the EU.
