Labor Market Polarization in South Korea: The Role of Policy Failures in Growing Inequality

This study provides a complement to the structural understandings of labor market polarization in South Korea by highlighting its policy-related aspects. It argues that there have been considerable policy failures by the Korean government, which have offset any possible positive effects of new redistributive and anti-poverty policy measures.

It is well known that proficiency in more languages is important for labor outcomes of natives, and economic literature generally shows positive effects for those able to use multiple languages in the domestic labor market. In this context, compulsory education is likely to play a relevant role in identifying to what extent additional languages matter for the native workforce. Indeed, institutional education systems are often the main providers of individual skills in a country, including language skills, and compulsory education is reasonably unrelated to individual characteristics affecting choices of language acquisition. However, while some studies on co-official languages and labor in multilingual countries build their strategy on compulsory schooling, it seems that no study on indigenous workers considers it for foreign languages. As a first step of future analyses on foreign languages and labor in Europe, in this paper I try to analyze whether compulsory education affects foreign language proficiency of European native adults. I find that being taught foreign languages during compulsory schooling has positive effects on the probability of knowing them, ranging from 3 to 5 percent.

Contrary to the normative emphasis on the rule of equality in the deliberation literature, little has been known about empirical consequences of the rule of equality, especially when applied in online discussions where political disagreement is prevalent. Given that hostile gender-related discussions have been noticeably increasing in South Korea, we investigated whether applying deliberative rules, especially cross-cutting exposure and equality, can improve gender-issue discussion quality and foster mutual understanding and healthy political engagement. For this purpose, we designed an online experiment involving moderated deliberations on the abolition of the national abortion ban via KakaoTalk, the most popular messenger platform in South Korea. The deliberative qualities of online discussions in terms of rationality and civility were assessed in a more objective and unobtrusive way: a content analysis of actual conversation transcripts. Participatory intention for gender issue-related activities and civic attitudes were also measured. Results indicate the equality rule can help to promote normatively desirable outcomes in discussions with disagreeing others while the positive effects of cross-cutting exposure were found limited. When combined with the rule of equality, hearing the other side meaningfully enhanced the deliberative qualities and participatory intentions of discussants.

In recent years a growing competition for talent has emerged among developed nations. Policymakers across North-America, Australia and Europe have implemented targeted migration programs to attract global talent in order to gain the net positive effects associated with skilled migration. Research so far has mainly focused on analyzing such programs in traditional destinations for highly skilled migrants such as the United States, Canada and Australia. In this article we take the Netherlands as a case study of the more recent European involvement in the ‘race for talent’. We first describe how ‘highly skilled’ migrants are categorized in the various skilled migration schemes that exist in the Netherlands. Secondly, by using primary data on highly-skilled migrants who participated in one of these schemes we look at whether the policy measures attracted the intended target group. We conclude that policy measures that favor highly skilled migrants by themselves are not enough to attract talent. Having social capital in the Netherlands as well as the recruiting efforts of Dutch employers are more important in attracting highly skilled migrants. Also, being highly skilled does not necessarily mean that access to the Dutch labor market is without obstacles.

This article is an attempt of summarizing key economic approaches to cartel agreements analysis, its stability, ways of estimating social consequences of cartel agreements. It is alleged that the traditional way of understanding the cartels’ role as completely negative is not accurate; this type of inter-corporate agreements may also bring positive effects on industrial markets. Typical limits of analytical apparatus, contradictions that appear while interpreting results of specific economic models are also represented in the article, as well as substantiation of a discrete role of pricing factor within the analysis of anti-competitive agreements.

This article analyses the role of state in the policy of economic liberalisation in Vietnam. Doi Moi, which was launched in 1986, is a very influential and effective policy in changing the socio-economic landscape of the people in the country. The results of this study prove that there are positive effects on the increase of foreign investment inflows, the eradication of starvation and unruly poverty, the increase of level of education, the improvement of gender equality and women's rights as well as the sustainability of the environment after Doi Moi is implemented. Through Doi Moi, Vietnam is moving towards a developing country status with good economic performance both at the Southeast Asian and global.

У рамках імплементації Конвенції про охорону нематеріальної культурної спадщини вивчено заходи культурної політики, що заклали основи для втілення новітніх політичних підходів, механізмів і програм. У контексті виконання міжнародно-правових стандартів UNESCO та положень Конвенції визначено курс на аналіз, збереження й розвиток культурного розмаїття та надбання. Умотивована необхідність формування стратегії культурної політики у галузі збереження нематеріальної культурної спадщини, що полягає у проектуванні й затвердженні культурних проектів національного й регіонального спрямування. Враховано наявну ускладнену ситуацію щодо ролі місцевої влади та обмеженість бюджетного фінансування в країні загалом. Встановлено, що дії, що сприятимуть виявленню елементів нематеріальної культурної спадщини, організації та реалізації заходів щодо її збереження в Україні повинні стати цільовими пріоритетами. Cultural policy measures within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage are examined. A course on the analysis, conservation and development of cultural diversity and heritage in the context of the implementation of UNESCO international legal standards and the provisions of the Convention has been determined. The necessity of developing a strategy of cultural policy formation in the field of preservation of the intangible cultural heritage, which consists in the design and approval of cultural projects of national and regional orientation, is substantiated. The complicated situation regarding the role of local authorities and the limited budget financing in the country are taken into account. It is established that the priority should be given to actions that will help identify elements of the intangible cultural heritage, develop and implement measures for its preservation in Ukraine.
