The Dutch battle for highly skilled migrants: policy, implementation and the role of social networks

In recent years a growing competition for talent has emerged among developed nations. Policymakers across North-America, Australia and Europe have implemented targeted migration programs to attract global talent in order to gain the net positive effects associated with skilled migration. Research so far has mainly focused on analyzing such programs in traditional destinations for highly skilled migrants such as the United States, Canada and Australia. In this article we take the Netherlands as a case study of the more recent European involvement in the ‘race for talent’. We first describe how ‘highly skilled’ migrants are categorized in the various skilled migration schemes that exist in the Netherlands. Secondly, by using primary data on highly-skilled migrants who participated in one of these schemes we look at whether the policy measures attracted the intended target group. We conclude that policy measures that favor highly skilled migrants by themselves are not enough to attract talent. Having social capital in the Netherlands as well as the recruiting efforts of Dutch employers are more important in attracting highly skilled migrants. Also, being highly skilled does not necessarily mean that access to the Dutch labor market is without obstacles.

AbstractThis paper explores the relationship between migration and integration policies in the Netherlands, diaspora policies in India, and the transnational practices of Indian highly skilled migrants to the Netherlands. We employ anthropological transnational migration theories (e.g., Ong 1999; Levitt and Jaworsky 2007) to frame the dynamic interaction between a sending and a receiving country on the lives of migrants. This paper makes a unique contribution to migration literature by exploring the policies of both sending and receiving country in relation to ethnographic data on migrants. The international battle for brains has motivated states like the Netherlands and India to design flexible migration and citizenship policies for socially and economically desirable migrants. Flexible citizenship policies in the Netherlands are primarily concerned with individual and corporate rights and privileges, whereas Indian diaspora policies have been established around the premise of national identity.

The role of language tests in immigration policy has attracted significant attention in recent years as the disruptive effects of globalisation are felt. Much of the research has focused on the situation in Europe, where societies that were traditionally not countries of immigration now have significant and increasing immigrant communities. Less attention has been paid to countries of immigration such as Australia, Canada, New Zealand, and the United States, which have sometimes encouraged immigration and have found it easier to embrace various forms of multiculturalism, despite some inevitable tensions. This chapter provides an account of the complex and rapidly changing role that language test scores have played in immigration policies favouring highly skilled migrants in Australia, and draws on Foucault’s discussion of the function of examinations to explore the impact of these changes on the lives of individuals subjected to the policies.

The freedom of movement of persons is one of the core tenets of the European Union. Immigration however is often seen as a cause for concern amongst native workers, as rising labour supply may threaten jobs and create downward pressure on wages. National politicians are increasingly under pressure to guard against it — in times of recession particularly. Despite this, there is evidence that highly-skilled migrant labour has the potential to raise competitiveness significantly and in theory this may feed into productivity. In this paper, we explore first the composition of inward migration to the EU and within the EU, concentrating specifically on the role of the highly-skilled and the extent to which migrants are overqualified within their jobs. We then analyse whether migrant workers affect productivity at the sectoral level. We find under-utilisation of skilled foreign labour and there is little evidence in general to suggest that migrants have raised productivity which may in part be attributable to over-qualification. However, we find robust evidence that migrants — particularly highly-skilled migrants — play a positive role in productivity developments in industries which are classified as ‘skill intensive’.


Over the past decades an increasing number of countries have developed a growing interest in attracting and retaining skilled and highly skilled migrant workers. This chapter provides an introduction into the nature and dynamics of the global skill market and the role of states and state policies in international migration processes of highly skilled workers. This introduction also outlines the subsequent chapters of this volume which address questions regarding (i) the nature and scope of high-skilled migration and ‘immigration policy packages’ states implement to attract and select high-skilled migrants; (ii) the rationales and determinants of high-skilled migration policies evolving over time and space; (iii) the extent to which policies and other drivers affect high-skilled migration processes in general, and international migration of students, scientists, and health professionals in particular.

The Fourth Annual Ename International Colloquium, entitled “Between Objects and Ideas: Rethinking the Role of Intangible Heritage,” was held in Ghent, Belgium, March 26–28, 2008. Focusing on the intellectual and practical relationship between tangible and intangible heritage and its implications for the shaping of international heritage policy, it featured 40 speakers representing universities, museums, universities, and heritage organizations in Belgium, Canada, China, France, Greece, Hungary, Italy, the Netherlands, Poland, Thailand, Turkey, Sweden, the United Kingdom, and the United States. As in previous years, the colloquium was organized by the Ename Center for Public Archaeology and Heritage Presentation, with support from the Province of East Flanders.

This article analyzes the role of awards as quality signals in the book industry. Drawing on a novel dataset of book awards, it examines the level of consensus between expert juries (as measured by awards and nominations), active consumption (as measured by consumer ratings), passive consumption (as measured by sales), and long-term consecration (as measured by inclusion in anthologies or prestigious lists) in the book industry of the United States, France, and the Netherlands or Flanders. It finds that there is virtually no overlap in the books that receive recognition by different expert juries, in stark contrast to similar research in the movie industry. Only in the United States we find some evidence of a consensus between expert book juries, active and passive consumption, and long-term consecration. From this comparison, we draw theoretical implications, drawing on the theory of economic coordination regimes by Karpik, about the different meaning of awards as signals of quality. In particular, we argue that when authenticity is important, we should not expect quality signals to converge, but when authenticity is less important, quality signals should be expected to converge more.

AbstractJapan and the UK appear to have few commonalities in terms of their history of and approach to migration law and policy. However, strong similarities in their contemporary approaches can be detected. Migration sits at the very top of the national political agendas and both have undertaken successive, major policy reforms over the past decade. Both have governments publicly committed to policies to attract ‘highly skilled’ migrants, with a restrictive approach towards ‘unskilled’ migrants. This article draws out the similarities and differences of migration law and policy in Japan and the UK via their respective legislative structures and policy trajectories on highly skilled migration. The article argues that Japan and the UK promote a market-driven model which enables highly skilled migration to be ‘sold’ to publics believed to be hostile to increased migration. Yet, the rapid changes in policy and revising of applicable rules often prevents the successful recruitment of highly skilled migrants to both countries.
