The Yeoman Myth: A Troubling Foundation of the Beginning Farmer Movement

Aging farmer demographics and declining agricultural trends provoke policy makers, farmer advocacy groups, and food system scholars to ask, “Who will do the work of farming in the future?” One response to this concern has been the rise of a “beginning farmer” narrative, where the goal of creating new farmers emerges as a key aspirational food systems reform mechanism. In this vision, young and beginning farmers will seize the transitioning lands from retiring farmers and bring with them an alternative system that is ecologically minded, open to new innovations, and socially oriented. Given the flurry of governmental, nonprofit, and private sector activity spurred by this vision, this article asks, what are the ideological drivers of the beginning farmer construct, and what are the consequences for the goals associated with a just food system transition? Invoking the concept of mythology, this article examines the character of the American beginning farmer narrative. The narrative is shown to appeal to a particular land use vision, one based on ideals of individual land ownership, single proprietor farming, neoliberal logics of change, and whiteness. In a sense, the beginning farmer movement embraces a yeoman mythology, a powerful force underwriting the American dream. The consequence of this embrace has problematic outcomes for the transformative potential of a politically engaged beginning farmer constituency. Embracing alternative imaginaries and mythologies may be a first step in forging a new farmer movement that provides equity across socially disadvantaged farmers and ranchers.

Urban food systems are a key lever for transformative change towards sustainability, and research reporting on the role of urban food initiatives in supporting sustainability is increasing. However, an overview of such initiatives and their transformative potential is lacking, as contextual and disciplinary-fragmented research complicates what insights can be drawn to support larger-scale sustainability transformations. We provide such an overview by synthesizing multidisciplinary research on urban food initiatives and by exploring their transformative potential. We developed a typology for urban food initiatives and present a framework of processes and outcomes that are steppingstones to sustainable food system transformation. We show that different types of urban food initiatives perform distinct roles that support sustainability. Unpacking three areas of concern, we conclude with a future research agenda. This is a first step towards integration of urban food research and of providing urban food governance with the tools to shape more sustainable systems.

By the mid-century, urban areas are expected to house two-thirds of the world’s population of approximately 10 billion people. The key challenge will be to provide food for all with fewer farmers in rural areas and limited options for expanding cultivated fields in urban areas, with sustainable soil management being a fundamental criterion for achieving sustainability goals. Understanding how nature works in a fast changing world and fostering nature-based agriculture (such as low-input farming) are crucial for sustaining food systems in the face of worsening urban heat island (UHI) effects and other climatic variables. The best fit for the context is transformative agroecology, which connects ecological networks, sustainable farming approaches, and social movements through change-oriented research and action. Even though agroecology has been practiced for over a century, its potential to address the socioeconomic impact of the food system remained largely unexplored until recently. Agroecological approaches, which involve effective interactions between researchers, policy makers, farmers, and consumers, can improve social cohesion and socioeconomic synergies while reducing the use of various agricultural inputs. This review presents a timeline of agroecology transformation from the past to the present and discusses the possibilities, prospects, and challenges of agroecological urbanism toward a resilient urban future.

The COVID-19 crisis is just one in a series of shocks and stressors that exemplify the importance of building resilient food systems. To ensure that desired food system outcomes are less fluctuating, policy makers and other important stakeholders need a common narrative on food system resilience. The purpose of this paper is to work towards a joint understanding of food system resilience and its implications for policy making. The delivery of desired outcomes depends on the ability of food systems to anticipate, prevent, absorb, and adapt to the impacts of shocks and stressors. Based on our literature review we found four properties of food systems that enhance their resilience. We refer to these as the A B C D of resilience building: Agency, Buffering, Connectivity and Diversity. Over time, many food systems have lost levels of agency, buffering capacity, connectivity or diversity. One of the principal causes of this is attributed to the governance of food systems. Governance is inherently political: as a result of conflicting interests and power imbalances, food systems fail to deliver equitable and just access to food. Moreover, the impacts of shocks and stressors are not evenly distributed across actors in the food system. This paper has highlighted the importance of more inclusive governance to direct food system transformation towards such higher levels of resilience. We conclude that we cannot leave this to the market, but that democratic and before all independent, credible institutions are needed to create the necessary transparency between actors as to their interests, power and influence.

Business as usual or transformative change? While the global agro-industrial food system is credited with increasing food production, availability and accessibility, it is also credited with giving birth to ‘new’ challenges such as malnutrition, biodiversity loss, and environmental degradation. We reviewed the potential of underutilized indigenous and traditional crops to bring about a transformative change to South Africa’s food system. South Africa has a dichotomous food system, characterized by a distinct, dominant agro-industrial, and, alternative, informal food system. This dichotomous food system has inadvertently undermined the development of smallholder producers. While the dominant agro-industrial food system has led to improvements in food supply, it has also resulted in significant trade-offs with agro-biodiversity, dietary diversity, environmental sustainability, and socio-economic stability, especially amongst the rural poor. This challenges South Africa’s ability to deliver on sustainable and healthy food systems under environmental change. The review proposes a transdisciplinary approach to mainstreaming underutilized indigenous and traditional crops into the food system, which offers real opportunities for developing a sustainable and healthy food system, while, at the same time, achieving societal goals such as employment creation, wellbeing, and environmental sustainability. This process can be initiated by researchers translating existing evidence for informing policy-makers. Similarly, policy-makers need to acknowledge the divergence in the existing policies, and bring about policy convergence in pursuit of a food system which includes smallholder famers, and where underutilized indigenous and traditional crops are mainstreamed into the South African food system.

This paper utilises the ‘sustainable innovation journeys’ concept to trace how people organise and design urban food initiatives and influence city-region food policy. We evaluate whether designs succeed or fail and monitor the exchange of ideas that takes place between stakeholders. Tracing these interactions reveals the transformative potential of innovative projects, particularly if the food system changes they bring to the fore are aligned with policy interests. Three case studies provide on-the-ground insights to assess how small and medium-sized enterprises at the micro-level induce sustainability shifts. The case studies are businesses in the city-regions of Rotterdam, The Netherlands (urban farm and circular food economy); Vigo, Spain (food, forest and multi-functional land use); and Zurich, Switzerland (organic food and short supply chains). Each initiative was studied in-depth over a two-year period, with follow-up analysis for a further four years to monitor change over time (2013–2018). The cases promote the adoption of micro-level innovation practices: locally designed transition pathways that bring the benefits of change to the city-region (i.e. from the micro-level initiative to meso-level policy). The analysis highlights the importance of ‘soft change’. This can be something as simple as visiting an inspiring urban food initiative and meeting with stakeholders to generate mutual understanding, from where interests align to influence food chain practices and policy. Soft changes act as ‘seeds of transition’ for a shift towards more sustainable urban food systems, but we observe too potentially negative impacts due to lack of alignment at the micro- (initiative) or meso- (city-region) levels.

Concentration of power among transnational ‘Big Food’ companies has contributed to food systems that are unsustainable, unhealthy and inequitable for people and planet. Given these commercial determinants of health, if ‘food systems transformation’ is to be authentic—more than a passing narrative—then leveraging Big Food is paramount. To this end, researchers, practitioners and policy-makers are increasingly encouraged to engage with these powerful entities. However, given the conflicts of interest at stake, engagement relies on trust and transparency, that all stakeholders take responsibility for their actions and demonstrate commitment to do no harm. Given Big Food’s track record in influencing policy, shifting costs and responsibility for their harms—and while profit primarily drives business decision making—we question whether it is logical to expect trust.This analysis explores concepts of responsibility and trust in relation to food systems transformation involving public-private partnerships. Through short cautionary case studies—looking at the United Nations Food Systems Summit, and Big Food’s plastic burden—it argues that unless such companies take responsibility for their cross-cutting effects and earn authentic trust through demonstrably doing no harm, their participation in evidence generation and policy processes should be limited to responding to information requests and adhering to regulation. Any involvement in research agenda-setting or formulating policy solutions introduces conflicts of interest, legitimises corporate irresponsibility and jeopardises scientific integrity. Big Food has dynamism and power to address food system problems, but while it contributes to so many of these problems it should follow—not formulate—transformational evidence, policies and regulations.

As the demographics of farmers are shifting, the ways agricultural and food policies affect and influence the decision-making and behaviours of new farmers is also changing. At the same time, there is growing interest in contesting and rebuilding Canadian food systems to address environmental and social injustices. Many new farmers are interested in agro-ecological approaches to agriculture, including both ecological practices and community-based economies. This paper examined the findings of a national survey of 1,326 new farmers, to explore challenges and opportunities in the Canadian food and farming system, as well as the municipal, provincial, and federal policies that they recommended. We also examined which programs are serving new farmers best, and how these successes could be translated elsewhere. We found that an increasing number of new farmers are coming from non-farming backgrounds and are women, potentially challenging the status quo. In particular, respondents reported facing difficulties in accessing agricultural knowledge, and that available institutional resources may not be appropriate to new types of ecological farming practices. The most significant barriers concerned affordable land and financing their developing farms. Nevertheless, these new farmers are finding diverse ways to develop their livelihoods, potentially transforming Canadian agriculture. A national food policy that works with local and regional partners and that recognizes the changing realities of new farmers is a necessary first step in helping build a sustainable, healthy, just, and resilient food system in Canada.

The COVID-19 pandemic has highlighted a series of concatenating problems in the global production and distribution of food. Trade barriers, seasonal labor shortages, food loss and waste, and food safety concerns combine to engender vulnerabili­ties in food systems. A variety of actors—from academics to policy-makers, community organizers, farmers, and homesteaders—are considering the undertaking of creating more resilient food sys­tems. Conventional approaches include fine-tuning existing value chains, consolidating national food distribution systems and bolstering inventory and storage. This paper highlights three alternative strategies for securing a more resilient food system, namely: (i.) leveraging underutilized, often urban, spaces for food production; (ii.) rethinking food waste as a resource; and (iii.) constructing produc­tion-distribution-waste networks, as opposed to chains. Various food systems actors have pursued these strategies for decades. Yet, we argue that the COVID-19 pandemic forces us to urgently con­sider such novel assemblages of actors, institutions, and technologies as key levers in achieving longer term food system resilience. These strategies are often centered around princi­ples of redistribution and reciprocity, and focus on smaller scales, from individual households to com­munities. We high­light examples that have emerged in the spring-summer of 2020 of household and community efforts to reconstruct a more resilient food system. We also undertake a policy analysis to sketch how government supports can facilitate the emergence of these efforts and mobilization beyond the immediate confines of the pandemic.

This paper traces the partnership between the University of Toronto and the non-profit Local Food Plus (LFP) to bring local sustainable food to its St. George campus. At its launch, the partnership represented the largest purchase of local sustainable food at a Canadian university, as well as LFP’s first foray into supporting institutional procurement of local sustainable food. LFP was founded in 2005 with a vision to foster sustainable local food economies. To this end, LFP developed a certification system and a marketing program that matched certified farmers and processors to buyers. LFP emphasized large-scale purchases by public institutions. Using information from in-depth semi-structured key informant interviews, this paper argues that the LFP project was a disruptive innovation that posed a challenge to many dimensions of the established food system. The LFP case study reveals structural obstacles to operationalizing a local and sustainable food system. These include a lack of mid-sized infrastructure serving local farmers, the domination of a rebate system of purchasing controlled by an oligopolistic foodservice sector, and embedded government support of export agriculture. This case study is an example of praxis, as the author was the founder of LFP, as well as an academic researcher and analyst.

Abstract Agri-food systems include branching ramifications, which connect in the upstream the input suppliers with farmers, and downstream farmers, processors, retailers and consumers. In the last decades, at the level of the regions, food systems have undergone rapid transformation as a result of technological progress. The paper analyzes the changes made to the structure, behavior and performance of the agri-food system and the impact on farmers and consumers. Also, the role of agricultural research as a determinant factor of transformation of agri-food system is analyzed. The research objective is to develop technologies that cover the entire food chain (from farm to fork) and meet the specific requirements of consumers (from fork to farm) through scientific solutions in line with the principles of sustainable agriculture and ensuring the safety and food safety of the population.
