Concentration of power among transnational ‘Big Food’ companies has contributed to food systems that are unsustainable, unhealthy and inequitable for people and planet. Given these commercial determinants of health, if ‘food systems transformation’ is to be authentic—more than a passing narrative—then leveraging Big Food is paramount. To this end, researchers, practitioners and policy-makers are increasingly encouraged to engage with these powerful entities. However, given the conflicts of interest at stake, engagement relies on trust and transparency, that all stakeholders take responsibility for their actions and demonstrate commitment to do no harm. Given Big Food’s track record in influencing policy, shifting costs and responsibility for their harms—and while profit primarily drives business decision making—we question whether it is logical to expect trust.This analysis explores concepts of responsibility and trust in relation to food systems transformation involving public-private partnerships. Through short cautionary case studies—looking at the United Nations Food Systems Summit, and Big Food’s plastic burden—it argues that unless such companies take responsibility for their cross-cutting effects and earn authentic trust through demonstrably doing no harm, their participation in evidence generation and policy processes should be limited to responding to information requests and adhering to regulation. Any involvement in research agenda-setting or formulating policy solutions introduces conflicts of interest, legitimises corporate irresponsibility and jeopardises scientific integrity. Big Food has dynamism and power to address food system problems, but while it contributes to so many of these problems it should follow—not formulate—transformational evidence, policies and regulations.

This article analyzes the development and organization of the United Nations Food Systems Summit (UNFSS), which is being convened by UN Secretary General António Guterres in late 2021. Although few people will dispute that global food systems need transformation, it has become clear that the Summit is instead an effort by a powerful alliance of multinational corporations, philanthropies, and export-oriented countries to subvert multilateral institutions of food governance and capture the global narrative of “food systems transformation.” This article places the upcoming Summit in the context of previous world food summits and analyzes concerns that have been voiced by many within civil society. It elaborates how the current structure and forms of participant recruitment and public engagement lack basic transparency and accountability, fail to address significant conflicts of interest, and ignore human rights. As the COVID-19 pandemic illuminates the structural vulnerabilities of the neoliberal model of food systems and the consequences of climate change for food production, a high-level commitment to equitable and sustainable food systems is needed now more than ever. However, the authors suggest that the UNFSS instead seems to follow a trajectory in which efforts to govern global food systems in the public interest has been subverted to maintain colonial and corporate forms of control.

Current research and innovation (R&I) systems are not equipped to fully serve as catalysts for the urgently needed transformation of food systems. Though research on food systems transformation (first order: ‘what?’) and transformative research (second order: ‘how to’) are rapidly gaining traction in academic and policy environments, current efforts fail to explicitly recognize the systemic nature of the challenges associated with performing transformative second-order research. To recognize these manifold and interlinked challenges embedded in R&I systems, there is a need for a coupled-systems perspective. Transformations are needed in food systems as well as R&I systems (‘how to do the “how to”’). We set out to conceptualize an approach that aims to trigger double transformations by nurturing innovations at the boundaries of R&I systems and food systems that act upon systemic leverage points, so that their multisystem interactions can better support food system transformations. We exemplify this coupled-systems approach by introducing the FIT4FOOD2030 project with its 25 living labs as a promising multilevel boundary innovation at the cross-section of R&I and food systems. We illustrate how this approach paves the way for double systems transformations, and therefore for an R&I system that is fit for future-proofing food systems.

Urban agriculture is embedded in an urban food system, and its full potential can only be understood by looking into the dynamics of the system. Involving a variety of actors from civil society, policy, and the market, we conducted a comprehensive analysis of the food system of the city of Basel, Switzerland, including policy and actor analysis, analysis of perceptions on urban agriculture, food flow analysis, and a sustainability assessment. The article presents the results of these analyses and discusses how research can contribute to the societal debate on food systems transformation. We particularly reflect on how the research project became a boundary object in a dynamic process to develop new ideas and activities, as well as to create a space for future debates in the city’s food system.

Agri-food systems are besieged by malnutrition, yield gaps, and climate vulnerability, but integrated, research-based responses in public policy, agricultural, value chains, and finance are constrained by short-termism and zero sum thinking. As they respond to current and emerging agri-food system challenges, decision makers need new tools that steer toward multi-sector, evidence-based collaboration. To support national agri-food system policy processes, the Integrated Agri-food System Initiative (IASI) methodology was developed and validated through case studies in Mexico and Colombia. This holistic, multi-sector methodology builds on diverse existing data resources and leverages situation analysis, modeled predictions, and scenarios to synchronize public and private action at the national level toward sustainable, equitable, and inclusive agri-food systems. Culminating in collectively agreed strategies and multi-partner tactical plans, the IASI methodology enabled a multi-level systems approach by mobilizing design thinking to foster mindset shifts and stakeholder consensus on sustainable and scalable innovations that respond to real-time dynamics in complex agri-food systems. To build capacity for these types of integrated, context-specific approaches, greater investment is needed in supportive international institutions that function as trusted in-region ‘innovation brokers.’ This paper calls for a structured global network to advance adaptation and evolution of essential tools like the IASI methodology in support of the One CGIAR mandate and in service of positive agri-food systems transformation.

Global progress towards food security and nutrition has been slow in many places and even reversing in others. Against the background of changes in population, income, technology, climate, and other drivers, the pressures on food systems are daunting. When designing and rolling out future interventions towards these goals it is of vital importance to utilize foresight knowledge to anticipate, shape, and prepare for alternative possible futures. Overcoming current and emerging challenges but also seizing opportunities as they present themselves requires continued efforts to provide robust analysis to inform decision making. Here we collated the latest insights from foresight studies around three central aspects within the food system. First, consumer demand and the changes this is undergoing is a key aspect shaping the food system itself as well as nutritional and environmental outcomes. Second, distributional inequalities and trade-offs within the food system have further been identified as key challenges to tackling adverse health outcomes of the current food system. And third, amplified by the COVID crisis, enhancing the resilience of the food system that is increasingly under threat from multiple risks has risen to the top of the agenda.

By the mid-century, urban areas are expected to house two-thirds of the world’s population of approximately 10 billion people. The key challenge will be to provide food for all with fewer farmers in rural areas and limited options for expanding cultivated fields in urban areas, with sustainable soil management being a fundamental criterion for achieving sustainability goals. Understanding how nature works in a fast changing world and fostering nature-based agriculture (such as low-input farming) are crucial for sustaining food systems in the face of worsening urban heat island (UHI) effects and other climatic variables. The best fit for the context is transformative agroecology, which connects ecological networks, sustainable farming approaches, and social movements through change-oriented research and action. Even though agroecology has been practiced for over a century, its potential to address the socioeconomic impact of the food system remained largely unexplored until recently. Agroecological approaches, which involve effective interactions between researchers, policy makers, farmers, and consumers, can improve social cohesion and socioeconomic synergies while reducing the use of various agricultural inputs. This review presents a timeline of agroecology transformation from the past to the present and discusses the possibilities, prospects, and challenges of agroecological urbanism toward a resilient urban future.

AbstractFood systems must serve different societal, public health and individual nutrition, and environmental objectives and therefore face numerous challenges. Considering the integrated performances of food systems, this paper highlights five fundamental paradigm shifts that are required to overcome trade-offs and build synergies between health and nutrition, inclusive livelihoods, environmental sustainability and food system resilience. We focus on the challenges to raise policy ambitions, to harmonize production and consumption goals, to improve connectivity between them, to strengthen food system performance and to anchor the governance of food systems in inclusive policies and participatory institutions. Taken together, these shifts in paradigms shape a new discourse for food system transformation that will be capable to respond to current and future policy challenges.

The COVID-19 crisis is just one in a series of shocks and stressors that exemplify the importance of building resilient food systems. To ensure that desired food system outcomes are less fluctuating, policy makers and other important stakeholders need a common narrative on food system resilience. The purpose of this paper is to work towards a joint understanding of food system resilience and its implications for policy making. The delivery of desired outcomes depends on the ability of food systems to anticipate, prevent, absorb, and adapt to the impacts of shocks and stressors. Based on our literature review we found four properties of food systems that enhance their resilience. We refer to these as the A B C D of resilience building: Agency, Buffering, Connectivity and Diversity. Over time, many food systems have lost levels of agency, buffering capacity, connectivity or diversity. One of the principal causes of this is attributed to the governance of food systems. Governance is inherently political: as a result of conflicting interests and power imbalances, food systems fail to deliver equitable and just access to food. Moreover, the impacts of shocks and stressors are not evenly distributed across actors in the food system. This paper has highlighted the importance of more inclusive governance to direct food system transformation towards such higher levels of resilience. We conclude that we cannot leave this to the market, but that democratic and before all independent, credible institutions are needed to create the necessary transparency between actors as to their interests, power and influence.

AbstractIn this chapter, we survey the recent literature that speaks directly to the issue of bringing agroecology to scale. We discuss the shift towards analytical frameworks that consider not only the farm level but rather whole food system transformations. We then introduce the multi-level perspective on sustainability transitions which we adopt for the purpose of this book. Moving beyond the technical analysis often found in research on sustainability ‘transitions’, our approach thus adopts agency-centric approach to food systems ‘transformation’. To do this, we introduce the notion of domains of transformation, which represent discrete areas where the conflict between agroecology and the dominant food regime manifests and where the potential for collective and transformation is transformation is most potent.

Achieving food and nutrition security and ending hunger is a complex and multi-faceted global challenge, which requires urgent attention, particularly in Africa. To eliminate hunger, the continent needs to transition to new sustainable, inclusive, and resilient food systems that deliver nutritious food and a healthy planet for all. This paper discusses challenges and opportunities highlighted during the “Food Systems Transformation to Address the SDGs” session convened by the African Research Universities Alliance (ARUA) and partners at the 8th World Sustainability Forum (WSF2020) held in September 2020. The paper reflects on how African food systems need to change to achieve the food systems related and interconnected the Sustainable Development Goals (SDGs). It also presents issues for consideration at the 2021 United Nations Food Systems Summit. Key considerations include (i) the realization that nutrition insecurity is not food insecurity, (ii) the need for Africa to actualize its potential, (iii) the need to demystify policy development processes; (iv) the need to invest in better measurements and indicators; and (v) the need to create nature-based climate-smart solutions
