Despite a recent surge of visitation and frequent media accounts of lawlessness in America’s national parks, little empirical research has been dedicated to crime and law enforcement in the U.S. national park system. The absence of systematic crime and justice research within these protected spaces should raise concern, as recent park service data and intra-agency reports suggest visitor growth, funding and personnel declines, operational shortcomings, and technology constraints may endanger the capacity of the National Park Service (NPS) to adequately address anticipated crime threats in the 21st century. This call for research aims to raise awareness of the contemporary law enforcement challenges facing this federal agency and encourage the study of crime and justice issues within the U.S. national park system. We briefly examine the evolution and current state of NPS law enforcement and its associated challenges and conclude with a conceptual road map for future research occurring in these protected spaces.

A hybrid bundle adjustment is presented that allows for the integration of a generalised building model into the pose estimation of image sequences. These images are captured by an Unmanned Aerial System (UAS) equipped with a camera flying in between the buildings. The relation between the building model and the images is described by distances between the object coordinates of the tie points and building model planes. Relations are found by a simple 3D distance criterion and are modelled as fictitious observations in a Gauss-Markov adjustment. The coordinates of model vertices are part of the adjustment as directly observed unknowns which allows for changes in the model. Results of first experiments using a synthetic and a real image sequence demonstrate improvements of the image orientation in comparison to an adjustment without the building model, but also reveal limitations of the current state of the method.

During the past 10 years or so, governments in the United States have rushed to adopt and implement electronic government or e-government (defined as the electronic delivery of governmental information and services 24 hours per day, seven days per week, see Norris, Fletcher, & Holden, 2001). Today, the federal government, all 50 state governments (and probably all departments within them), and the great majority of general purpose local governments of any size have official presences on the World Wide Web through which they deliver information and services and, increasingly, offer transactions. In this article, I examine the current state of the practice of e-government at the grassroots in the U.S.—that is, e-government among American local governments. In particular, I address the extent of local adoption of e-government, including the reasons for adoption, the relative sophistication of local e-government, and barriers to and initial impacts of e-government.

In general, there are many disincentives standing in the way of promoting change in public procurement practices by government agencies. Because engaging in sustainable purchasing requires some level of entrepreneurialism and risk-taking, a sorting framework is adopted to gauge whether some organizations are systematically more likely to pursue sustainable public purchasing (SPP) efforts than others. One-way analysis of variance and other methods are applied to a survey of public procurement practitioners across over 300 governments in the U.S. Results strongly suggest that agencies of various scope and reach tend to abstain from aggressively pursuing SPP efforts. However, when they do employ SPP, these efforts tend to be quite variable across and within levels of government and organizational size. In an effort to bridge theory with empirical data, a strong case can be made that the current state of SPP in the United States is the result of random and very cautious experimentation with little systematic pattern to SPP adoption.

This study examines the characteristics of the members in the most popular Geographic Information Systems (GIS) Professional (GISP) certification program in the United States as well as the spatial patterns of the certified GISPs. The results show that the majority of GISPs (97.3%) are located in urban areas. About 75% of the GISPs are male. Among all the GISPs, 3971 GISPs (43.3%) play a managerial role, while 4983 individuals (54.5%) assume a non-administrative role. Among the GISPs with a non-administrative role, 348 GISPs (7%) fall within the GIS Developer group, 3392 GISPs (68%) belong to the GIS Analyst group, and 1243 GISPs (25%) play other roles. Additionally, in our analysis of spatial patterns, we identified two hotspots and two coldspots. The first hotspot is centered around Idaho and Wyoming, while the second hotspot includes Virginia, Washington DC, and Maryland. One coldspot is along Iowa, Missouri, Arkansas, and Louisiana in the central U.S., while the other coldspot includes states such as Connecticut, New Jersey, and New York on the east coast. The information presented in this study can help GIS educators and practitioners develop a better understanding of the current state of this certification program in the U.S and shed light on how to further improve the GISP certification program.

The no impeachment rule bars the admission into evidence of juror testimony regarding jury deliberations in proceedings questioning the validity of a verdict. In Pena-Rodriguez v. Colorado, the U.S. Supreme Court created a constitutional exception to the no impeachment rule to allow impeachment of a verdict by a juror’s testimony regarding a fellow juror’s clear statement during jury deliberations indicating reliance on racial bias as a substantial motivating factor for that juror’s vote. This study traces the history of the no impeachment rule, analyzes the Court’s decision in Pena-Rodriguez v. Colorado, examines variation in exceptions provided by states’ statutory no impeachment rules, and discusses the likely impact of Pena-Rodriguez as well as policy implications of the current state of no impeachment statutes.

Nanotechnology not only offers the promise of new enhancements to existing materials but also allows for the development of new materials and devices. The potential applications of nanotechnology range from medicine to agriculture to health and environmental science and beyond. Nanotechnology is growing at such a rate that Lux Research in 2007 estimated that nanotechnology will be incorporated into 15% of global manufactured goods by 2014. The U.S. National Nanotechnology Initiative defines nanotechnology as the following: “(1) Research and technology development involving structures with at least one dimension in the range of 1-100 nanometers (nm), frequently with atomic/molecular precision; (2) Creating and using structures, devices, and systems that have unique properties and functions because of their nanoscale dimensions; (3) The ability to control or manipulate on the atomic scale.” Nanomedicine and its subcategories of nanotherapeutics and in vivo nanodiagnostics incorporate nanoscale materials with unique properties that can enable new or improved treatments and diagnostics for many diseases and disorders.

The George W. Bush presidency has raised wide speculation about future United States' policy toward the Korean peninsula. The conventional wisdom among pundits in Washington, Seoul and elsewhere is that the incoming administration will switch to a ‘harder line’ regarding the Democratic Peoples' Republic of Korea (DPRK) and move away from the engagement policy practiced during the Clinton administration. In a similar vein, others have argued that Bush will place a premium on reaffirming and consolidating ties with traditional allies and friends like the Republic of Korea (ROK), Japan, and Taiwan while downplaying strategic engagement with China. The problem with such punditry is that it is usually overstated and under analyzed. Given the current state of relations, there is little incentive for dramatic changes in U.S. policy toward North Korea or with regard to the U.S.-ROK alliance. Moreover, given what is known of the Bush administration's foreign policy vision, there is little evidence upon which to predict an unadulterated hard line swing in policy toward Pyongyang.
