В статье анализируются такие онтологические факторы общества как пространство и время, раскрывается их роль в определении стабильности экономической сферы и ее устойчивого развития. Цель статьи - раскрыть и обосновать объективные основания возможности управления пространством и временем в социально-экономической сфере. На основе собственных исследований и изучения публикаций российских и зарубежных авторов раскрыт многоуровневый характер экономического пространства, внутренняя и внешняя формы социального времени и его объективная взаимосвязанность с экономическим пространством. Главной задачей представленного исследования является обоснование и раскрытие теоретической идеи о возможности и необходимости регулирования рассматриваемых онтологических факторов общественного бытия, как одного из способов достижения системной целостности общественной жизни, устойчивого и стабильного развития экономической сферы. Результатом исследования является совершенно новый в современной социальной и экономической науке вывод о несводимости социального пространства и социального времени к географическому или физическому пространству и хронологическому времени, об объективной возможности управления пространственно-временными факторами общества и его экономической сферой; об обусловленности их регулирования и управления ими государства. Обосновывается тезис, что регулирование онтологических факторов общества и управление ими будут эффективными лишь тогда, когда такая деятельность опирается на их философское осмысление и осуществляется на основе принципов рыночной экономической системы. The article analyzes such ontological factors of society as space and time, reveals their role in determining the stability of the economic sphere and its sustainable development. The purpose of the article is to reveal and justify objective grounds for the possibility of managing space and time in the socio-economic sphere. The scientific novelty of the study is as follows. Based on their own research, publications by Russian and foreign authors on economic space and time, the authors of the presented work revealed the multilevel nature of economic space, the internal and external forms of social time and its objective interconnectedness with economic space. The main task of the presented research is to substantiate and disclose the theoretical idea of the possibility and need to regulate the ontological factors of social existence under consideration, as one of the ways to achieve the systemic integrity of public life, sustainable and stable development of the economic sphere. The result of the study is a completely new conclusion in modern social and economic science about the infeasibility of social space and social time to geographical or physical space and chronological time, about the objective possibility of managing the spatial and temporal factors of society and its economic sphere; the conditionality of their regulation and management of the social policies of the State; monetary policy of the Central Bank of the State; modern scientific and technological achievements; scientific discoveries. The authors justify the thesis that the regulation and management of ontological factors of society will be effective only when such activities are based on their philosophical understanding and are carried out on the basis of the principles of a market economic system.

Studies of recreational processes in the city, the specifics of urban life, trends in the recreation areas organization both in domestic practice and in foreign experience are relevant and timely. Sustainable development of the city involves the stable functioning of the city structure to meet the material and spiritual needs of society, provide the rational use of available resources and potential, form the favourable conditions for human existence in the historically established environment of the city. This process is based on the search for optimal solutions of the city development, determination of the directions of urban areas functioning, taking into account the current trends and patterns of the urban structure development and the formation of relevant scenarios and plans on its bases. The urban area on the whole is an important and limited city resource, therefore the effective use of existing territories is especially important for the sustainable development of the city. The creation of interactive recreation centres within the downtown historical buildings could be the solution to many problems, because interactivity implies diversity, which in terms of city-planning requires making of recreation areas as multifunctional and flexible spaces where the residents could spend their time interesting and useful. The public social space is necessary not only for satisfying the population’s needs, but also for their forming and developing. In the context of present-day segregation of city residents and the absence of permanent information-bearer channels, it is the city-planning streets and square interiors of the city that can become an information and communicative space. The role of public space restoration will provide for the integrity of the city in its city-planning, cultural and social aspects. After all, public spaces are one of the key components of an individual’s comfortable existence and coexistence with the society in general; these are places of collective and individual development and unity of people with the rich historical, architectural and natural heritage of urban substance. A solution of a city historical environment and cultural heritage preservation issue is a significant contribution to the future national development based on the study of the historical achievements of the past, which has no alternatives in creating the attractive interactive recreation areas in the centres of historical cities.

Tourism urbanization is one of the important patterns of China’s new-type urbanization. Combining Participatory Rural Appraisal (PRA), ArcGIS spatial analysis and high-resolution remote sensing images, the paper takes a case study of Huangshui Town in Chongqing and explores the socio-spatial features such as the spatial functions, spatial culture and social relations of tourist towns. The research results are as follows: (i) From 2007 to 2017, the number of people permanently living in Huangshui Town over the last 10 years increased from 5,923 to 12,699, up by 2.14 times; the urban construction area expanded from 0.15[Formula: see text]km2 to 1.65[Formula: see text]km2, increased by 11 times. (ii) The space of tourist towns has gradually changed from a homogeneous traditional community tied by blood to a heterogeneous social space containing multiple components and dominated by functions such as residence, business, trade and tourism. (iii) This development pattern is centered at indigenous community-based towns, supplemented by second homes of tourism real estate and extended by tourism clusters featuring pan-leisure services. It is of great practical and theoretical value to the full participation of local indigenous people and the transformation of community functions towards tourism. This pattern prevents the current problem of isolating tourist resorts from local communities, and provides a sustainable development path for the resorts. Besides, this tourism urbanization pattern based on indigenous communities also serves as a correction to the existing creative destruction model, and a boost to the protection and inheritance of culture and ecology and sustainable development of tourist towns.

The article is devoted to the issue of mainstreaming the reflexion and the practical use of the educational potential of tourism in the current conditions of societal crisis. The major thesis of the article is that the unique characteristics of the tourism in the context of systemic transformations are crucial for the formation of agency/subjectivity as well as responsible spontaneous nature of human capital. The article emphasises the role of the tourism sector for solving modern historical problems of revising and optimising, as humanisation and elevation, the resource wealth of the human person. The functions of tourism practices that use the specifics of location (nature, personnel, history) to solve global problems via cooperation, especially in the context of technological, biological, and environmental challenges of anthroposociogenesis, are being investigated and reconciled for the sustainable development of society under global risks and uncertainty. Particular attention is paid to the fact that the cultural characteristics of social space are constituted and, at the same time, constitute its symbolic character through communication.

The article discusses the features of the development of the largest Rostov agglomeration in the south of the country in order to form a single territorial, economic and social space. The authors analyze the conditions for agglomeration development and identify the necessary steps for the sustainable development of the cities that are part of the agglomeration, which would correspond to the interests of the population, business and local authorities. Within the framework of the article, the agglomeration effect on the territory of the agglomeration is revealed and the most urgent issues that have to be faced in the process of its formation are identified. To do this, the following methods were used in the article: systematization, forecasting, analysis, mathematical modeling and evaluation of the degree of agglomeration effect of various urban agglomerations with their comparison. The article provides a brief analysis of the largest cities that are part of the agglomeration, with an assessment of their specialization and influence on the development of the surrounding area. The main variables are statistical data on the population, the investment attractiveness of the territory and the volume of goods produced by the company. Special attention is paid to satellite cities, which are most influenced by the core city. The research conducted in the article allowed us to show that Bataysk and Aksay (the project “Big Rostov”) developing in a single cluster with Rostov are able to achieve many competitive advantages, both for the entire territory and for each specific municipality. Based on the interaction of these cities, a synergistic effect is shown, which is characterized by an active pendulum migration, development of communications and construction, concentration of production and specialization of the economy of the municipalities that are part of the agglomeration.
