he article is devoted to the study of the influence of ecological public con- sciousness on the state of perception of ecological problems in European countries and Ukraine. Ecological consciousness is considered as a latent determinant of modern tendencies of realization of the concept of sustainable development in the context of greening of the international economic system. It is noted that in conditions of social uncertainty, people have the effect of «ecological alienation» as a characteristic of the state of perception of environmental problems in the minds of members of modern society. Although the issues of rational use of economic resources, finding ways to green the international economy, preventing man-made risks and the global envi- ronmental crisis are the focus of European governments, an effective solution to these issues is not possible without the reliable support of society. After all, the effectiveness of the environmental policy of each state depends on the trends of perception of environmental problems by its citizens. Issues of environmental consciousness are more related to ethical categories, as they have a significant impact on the formation of civic attitudes of the individual regarding the perception of the importance of certain aspects of society. That is why the analysis of the state of ecological consciousness of the inhabitants of European countries and Ukraine was studied according to the results of the 7th wave, 2017-2020 of the comparative study “World Values Survey” (WVS) using comparative and typological analysis. The World Values Survey is the largest non-profit international survey of human beliefs and values, which contributes to the monitoring of the Sustainable Development Goals and the goals set by the UN program for the period after 2015. From the presented data set, the basic empirical components were identified, which, according to the authors, illustrate the European context of the greening of con- sciousness - the attitude to technologization; the priority of the ecological state of the country over the economic development of soci- ety; the state of trust in environmental protection organizations and the level of active civil position on environmental protection. On the basis of the secondary analysis of data, the key modern tendencies of formation of ecological consciousness in the countries of Europe and Ukraine are substantiated: tendency to ecological thinking; formation of ecological culture; economic rationality. The conclusion is made about the expediency of monitoring and forecasting the state of ecological public consciousness as one of the factors regulating global socio-economic processes in European countries and Ukraine. According to the authors, the environmental consciousness of members of society determines the degree of permissible range of orientation of a country to implement environmentally friendly goals of sustainable development. The study of the variability of the dominance of the trends of ecological consciousness mentioned in the article in certain socio-demographic communities allows to create an effective system of social guarantees in providing conditions for effective socio-economic development and maintaining an ecologically healthy living environment, both in Europe as a whole and in individual countries, in particular.

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

При этом целью исследования является построить многофактор- ные регрессионные модели результативных параметров предприятий. Исходя из цели определены и задачи исследования. Провести анализ состояния и проблемы развития экономики отраслевой составляющей региона в условиях инновацион- ных преобразований предприятий, а также методов ее оценки. The article deals with the issues of the infrastructure impact of economic modelling on the sustainable development of the sectoral economy of the NCFD regions. At the same time, the study aims to develop multi-factor regression models of effective parameters of enterprises. In accordance with the aim, the objectives of the study have also been defi ned. To carry out an analysis of the state and problem of economic development of the sectoral region in the context of innovative changes of enterprises, as well as methods of its evaluation.

Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

This paper examines the practice and the effectiveness of the instrument of state financial transfers to the business sector in the implementation of investment in the field of environmental protection through Environment Protection Funds. Focusing on the case of Vietnam Environment Protection Fund, we found that the instrument of state financial transfers including grants, soft loans, accelerated depreciation allowances, tax incentives, and subsidies have propensity for lack of effectiveness due to creating insufficient incentives and increasing burden on the State budget. The application of market-based instruments is more effective but in Vietnam the rate of this figure is only 1% for market-based instruments while most of its budget (99%) spends on soft loans projects. Therefore, the recommendations are proposed to reduce the instruments of state financial transfers and foster use of market-based instruments in environmental protection activities for the sustainable development.

The present research featured the issue of regional strategic planning as part of Russian economic system. The research objective was to study the role of strategic planning in improving the sustainable development of local economy. The study was based on the methods of analysis, synthesis, and grouping. The Strategy of Economic Development of Kuzbass through 2035 turned out to be more relevant in its content than previous strategies. The analysis of regional typology helped to identify a wider range of problems that aggravated or appeared over time. The problems were formulated as key priorities aimed at improving the life of local population and boosting the economic growth. The author believes that the main goal of the state regional policy is to reach and maintain a high level of economic development of the region. Regional policy is a set of legislative, administrative, and economic measures aimed at improving the quality of life and productive in the region. The state regional policy has the same economic orientation for all regions, which should be regulated by strategic planning, thus increasing the level of sustainable economic development.

The theme of the sustainable development, one of the current fundamental paradigms, in which the future is forecast and planned as a balance between economic growth, social equity and environmental protection, is increasingly in vogue nowadays and in the Romanian space as a result, mainly, of the fund of European and international regulations. Used daily by all of us, in its narrow sense, the concept of development has in its series synonymous terms such as: progress, evolution, growth, enhancement, expansion, advancement, propagation etc., as well as meanings covering the complex meanings, economic development, mental, social, sustainable development and so on. With regard to the concept of sustainable development, we underline the existence, in the Romanian language, of two relatively similar concepts: sustainable development and sustainability, which we will present in comparison below. So the research started due to the need to identify an answer to the global question what to do... give up development and stop progress? This paper aims to present the existing inter-conditions between elements such as: Sustainable Development and 2014-2020 ESI Funds in response to this question. Therefore, further, we will operationally define the specific concepts, in relation to the European and national context, and we will present the benefits conferred on sustainable development by the European funds. Last but not least, we will present the potential of projects, funded by 2014-2020 ESI funds, to support Romania's sustainable development.

The article considers the ecological and economic component as a prerequisite for the sustainable development of regions and the country as a whole, which is one of the most resonant issues of the programs of international environmental forums, an integral part of the economic policy of regional entities. Due to the increase in the population of the planet, the aggravation of the food crisis, the achievement of the goals of natural and economic development is a prerequisite for maintaining stability in the global space. The growth of the tendencies of regionalization of economic relations requires an expansion of the spectrum of state governance instruments that would lay the institutional preconditions for the transformation of regional economies towards the achievement of identified indicators of sustainable development of regions.The ecological and economic situation in Ukraine has its territorial differences both in terms of the nature and severity of the problems, and the possibilities of their practical solution. This implies the objective need for regional differentiation of government management decisions and practical actions aimed at stabilizing and improving the environmental and economic situation. Significant difficulties arise in ensuring the balanced development of transboundary regions, which, in conditions of strengthening integration processes, are most vulnerable to excessive expansion of transnational business entities and unwarranted import of market economy institutions.The basic provisions of the theory of the ecological and economic component in the state management of the natural and economic potential of the regions are formulated. The methodical approaches to determining the level of ecological and economic security of the regions, directions of development of the mechanism of state management of environmental activity at the regional level are determined. Applied tools for the implementation of state management of ecological and economic development of regions have been developed.

We systematically study the existing major environmental problem of rural environmental protection in the process of new socialist countryside construction. Then policy and suggestions was proposed so as to materialize the sustainable development of rural regional economy and society. It is urgent to strengthen the propaganda and education of rural environmental protection, so as to solve the problem of environmental pollution and establish a harmonious relationship between new socialist countryside construction and environmental Protection.

Businesses in general as well as each specific business need to overcome many great challenges in order to develop stably and sustainably. Ensuring sustainable development for themselves and contributing to the country's economic development are tasks that every business itself must perform. On the other hand, the State also needs practical and effective measures to support them to successfully implement this case.
