The theme of the sustainable development, one of the current fundamental paradigms, in which the future is forecast and planned as a balance between economic growth, social equity and environmental protection, is increasingly in vogue nowadays and in the Romanian space as a result, mainly, of the fund of European and international regulations. Used daily by all of us, in its narrow sense, the concept of development has in its series synonymous terms such as: progress, evolution, growth, enhancement, expansion, advancement, propagation etc., as well as meanings covering the complex meanings, economic development, mental, social, sustainable development and so on. With regard to the concept of sustainable development, we underline the existence, in the Romanian language, of two relatively similar concepts: sustainable development and sustainability, which we will present in comparison below. So the research started due to the need to identify an answer to the global question what to do... give up development and stop progress? This paper aims to present the existing inter-conditions between elements such as: Sustainable Development and 2014-2020 ESI Funds in response to this question. Therefore, further, we will operationally define the specific concepts, in relation to the European and national context, and we will present the benefits conferred on sustainable development by the European funds. Last but not least, we will present the potential of projects, funded by 2014-2020 ESI funds, to support Romania's sustainable development.

The world economy as an integrated system has limited growth limits, natural resources are limited, so a new concept of sustainable economic development has emerged, based on a balance of the economy, social goals and ecology. Sustainable development is the development of the country's economy and the global system in which current needs are met without compromising future opportunities. The rapid development of transport infrastructure creates the prerequisites for the sustainable development of centers of macro and microeconomic growth and helps to reveal their potential in the future. The article considers the role of transport as an additional priority for sustainable development at the macro level and the types / functions of connectivity of economic growth centers in the sectoral and regional aspects. In turn, the concept of sustainable development of the transport system involves taking into account the features of the transport system as an object of increased danger and a high degree of influence on the main priorities of sustainable development (economic growth, social system and ecology) of the macroeconomics. It was noted that, on the one hand, the transport system, being part of the country's macroeconomic system, affects the priorities of its sustainable development, and on the other hand, has independent priorities for sustainable development in the field of economic growth and efficiency, social potential and environmental aspects, including issues of ensuring security.

Subject. The article discusses issues that arise in evaluating and monitoring the transition to sustainable development, being important aspects researchers and politicians focus on. Successful planning of future growth and decision-making are recognized to require comprehensive actions addressing economic, environmental and social aspects of sustainability. The analysis of the sustainability window seems as one of possible methods to evaluate the quality of economic growth in line with environmental and social prospects. Objectives. The study evaluates boundaries of the sustainable economic growth of the northern regions of Russia, referring to its environmental footprint and well-being of people. Methods. We applied methods of statistical and comparative analysis and evaluated boundaries of the sustainable development of regions with the sustainability window analysis. Results. The sustainability window is proved to exist for all regions of the European North of Russia, except the Republic of Komi. However, GRP grew out of the sustainability limits in certain years. The lower bound of the sustainable economic development slowly decreased until 2013, but reassumed its growth afterwards. After 2013 an expected increase in the public well-being required higher rates of economic growth. Some regions failed to ensure them. Conclusions and Relevance. The analysis of the sustainability window and the analysis of environmental efficiency gap are critically informative for specialists in charge of planning and decision-makers. The method helps use various sets of indicators and analyze various time series, thus streamlining the elaboration of economic development scenarios, conditions in line with environmental and social sustainability.

he article is devoted to the study of the influence of ecological public con- sciousness on the state of perception of ecological problems in European countries and Ukraine. Ecological consciousness is considered as a latent determinant of modern tendencies of realization of the concept of sustainable development in the context of greening of the international economic system. It is noted that in conditions of social uncertainty, people have the effect of «ecological alienation» as a characteristic of the state of perception of environmental problems in the minds of members of modern society. Although the issues of rational use of economic resources, finding ways to green the international economy, preventing man-made risks and the global envi- ronmental crisis are the focus of European governments, an effective solution to these issues is not possible without the reliable support of society. After all, the effectiveness of the environmental policy of each state depends on the trends of perception of environmental problems by its citizens. Issues of environmental consciousness are more related to ethical categories, as they have a significant impact on the formation of civic attitudes of the individual regarding the perception of the importance of certain aspects of society. That is why the analysis of the state of ecological consciousness of the inhabitants of European countries and Ukraine was studied according to the results of the 7th wave, 2017-2020 of the comparative study “World Values Survey” (WVS) using comparative and typological analysis. The World Values Survey is the largest non-profit international survey of human beliefs and values, which contributes to the monitoring of the Sustainable Development Goals and the goals set by the UN program for the period after 2015. From the presented data set, the basic empirical components were identified, which, according to the authors, illustrate the European context of the greening of con- sciousness - the attitude to technologization; the priority of the ecological state of the country over the economic development of soci- ety; the state of trust in environmental protection organizations and the level of active civil position on environmental protection. On the basis of the secondary analysis of data, the key modern tendencies of formation of ecological consciousness in the countries of Europe and Ukraine are substantiated: tendency to ecological thinking; formation of ecological culture; economic rationality. The conclusion is made about the expediency of monitoring and forecasting the state of ecological public consciousness as one of the factors regulating global socio-economic processes in European countries and Ukraine. According to the authors, the environmental consciousness of members of society determines the degree of permissible range of orientation of a country to implement environmentally friendly goals of sustainable development. The study of the variability of the dominance of the trends of ecological consciousness mentioned in the article in certain socio-demographic communities allows to create an effective system of social guarantees in providing conditions for effective socio-economic development and maintaining an ecologically healthy living environment, both in Europe as a whole and in individual countries, in particular.


Economic development and environmental degradation are usually inversely proportional to each other and this can be reversed by endorsing more eco-competent growth policies. Although with the prompt economic growth, the concern of environmental sustainability is still a major challenge for every country. EIA since its inception has been considered as a holistic tool in assessing the potential impacts of developmental projects on the natural environment. EIA in India was first launched in 1994 and since then it has been undergoing a renaissance, and now several developmental projects have to obtain necessary environmental clearance as per the EIA notification 2006. This paper focuses on a critical overview of the evolution, process, and changes. Evaluation of the process using SOAR analysis helps in increasing the transparency and efficacy in the EIA. This research finally concludes by inferring that EIA if exercised properly shall not only ensure a clean and healthy environment but also shall aid the nation in achieving the Sustainable Development Goals (SDG).

The sustainable development of the water–energy–food (WEF) system has gained global attention as a result of limited land resources, inadequate energy supply and growing water stress. Coordination degree is an important indicator to measure the sustainable development of the WEF system. Improving the coordination degree contributes to the sustainable development of the WEF system and affects regional economic development. The extended Cobb–Douglas function is applied to examine the relationship between coordination degree of the WEF system and regional economic development in 31 provinces of China during the period of 2007–2018. By using the system generalized method of moments (GMM) estimation, empirical results indicate that in the regions with low coordination degree, improved coordination degree of the WEF system will hinder regional economic growth. In the regions with high coordination degree, it will promote regional economic growth. The results indicate that there is a lag period for the influence of improved coordination degree on regional economic growth. When making resources management policies, shortening the lag period is conducive to achieving sustainable development and promoting regional economic development. Governments of various regions should formulate different resource management policies based on the conditions of each region and the different relationships between coordination degree of the WEF system and regional economic development.

Purpose. To create the concept of sustainable development of Ukraine in the context of global threats. Methodology. The research is based on the analysis of the components of integrated indicators and the formation of indicators based on them, which allow assessing the state of balance of socio-economic development of the national economy and determining the directions of corrective policy. In addition, the systematic approach is used to obtain the scientific results, which allowed us to consider the socio-economic development of society as the polysystem phenomenon, comparative analysis, statistical methods in comparing the situation of Ukraine with other countries, logical analysis in justifying and developing the concept of sustainable development of Ukraine in the context of globalization. Findings. The concept of sustainable development of Ukraine has been developed, which is aimed at forming the new format of social relations and the new model of economy to increase the resilience of the national economy to global threats. The components of the Sustainable Development Index were analyzed and the comparative analysis of the components of global threats to Ukraine and other countries was made. It has been determined that the most dangerous challenges for Ukraine at the present stage are the high prevalence of morbidity among the population, high infant mortality, corruption, low energy security and inefficient public administration. It has been offered that the main purpose of the concept of sustainable development of Ukraine is to create conditions for overcoming existing threats. This requires the creation of a new form of government, a new format of public relations and a new economic model. The directions of achieving the main goals of sustainable development in Ukraine have been developed: social justice, balanced economic growth, ensuring high quality of the environment, rational use of resources, demographic stability and mutually beneficial international cooperation. Originality. The authors concept of sustainable development of Ukraine is based on ensuring the ability of the national economy to take advantage of the positive external effects of globalization and thereby reduce its negative impact on society. Stages have been established. The necessity has been substantiated of introduction of consistent and interconnected measures which are aimed at changing the quality of socio-economic development of the country on the basis of using mainly intensive factors of economic growth, introduction of environmentally friendly methods of economic activity, ensuring implementation of sustainable development in the context of overcoming multidimensional poverty life expectancy, the formation of the effective system of social assistance and health care. It has been determined that the implementation of these measures will ensure the formation of the new format of social relations and the new model of economy, as well as achievement of the Sustainable Development Goals. Practical value. The results of the study can be used by national governments to develop the sustainable development policy, as well as by companies to operate their economic activity in the globalized space.

Developing rapidly over the long term makes it easy for a developing country to fall into the middle-income trap, which can only be solved by a new technological revolution. The deep integration of digital technology and industry has gradually become a new impetus to promote the sustainable development of China’s economy. Based on the panel data of 30 provinces and cities from 2010 to 2019, this paper analyzes the coupling coordination relationship between digital transformation level and economic development in China by the entropy method, coupling coordination degree model and spatial autocorrelation model. The results show that the following: (1) from 2010 to 2019, the comprehensive index of China’s digital transformation and economic growth level showed an upward trend, and the development level showed a gradual decline in eastern–middle–western regions; (2) the level of coupling and coordination between China’s digital transformation and economic growth has been increasing each year. Except Guangdong Province, all provinces have shown digital lag coordinated development, and it is necessary to strengthen their economic sustainability; (3) the coupling and coordination degree of digital transformation and economic growth in China shows a remarkable spatial correlation and agglomeration. High–high agglomeration areas are mainly concentrated in the Beijing–Tianjin–Hebei and Yangtze River Delta regions, low–low agglomeration areas are concentrated in northeast and western regions, and low–high agglomeration areas and high–low agglomeration areas are concentrated in southeast provinces. It is suggested that China should strengthen its regional balance in the future, let digital technology continue to lead the development of eastern developed regions, and transform and promote the traditional economy in other regions, overtaking in corners and enhancing the sustainable development of the overall layout of China’s economy.

Subject. The article focuses on the need to coordinate efforts stimulating the economic growth and environmental protection so as to drive the economic development without any losses and difficulties. Objectives. In the study, we examine the mechanism for the mutual impact of the economic growth in industries and the environmental protections so as to build the empirical basis for the reasonable natural protection policy. Methods. Theoretical projects are based on the analysis of economic literature and empirical studies on resources, environment and sustainable economic development in the existing theories of economic growth. Results. We substantiate and corroborate the assumption that the gist of green development implies the sustainable economic and social development driven by a concerted and sustainable economic and environmental growth. The understanding of natural environment should be totally revised so as to convey that the natural environment is not a resource that can be consumed eternally, but does have its own limits. Conclusions and Relevance. In the future, Russia’s economy should rely upon the sustainable development model, where the green constituent will dictate a new strategy underlying the national economic growth and advancement.
