The implementation of modern technologies will allow to get the maximum effect from the functioning of the e-government system and to overcome technological backwardness of Ukraine from other countries of the world. The development of information and communication technologies is very rapid, so their research, analysis and formulation of proposals for use is an urgent task. The theoretical bases of creation of regional cloud of public administration, examples of its use are considered.Suppliers of cloud services and information resources to the regional cloud are identified: central authorities, regional authorities and IT companies. Unlike the first two cloud service delivery channels, the third channel is booming around the world and offers a wide variety of software. The most well-known software vendors as services (SaaS) are Google and Microsoft.Possibilities of Google services are considered in two examples: organization of public servants' collective work through online office and creation of unified information and educational space for training and raising qualification of civil servants and local government officials of the region.In the first example, it is noted that in most Ukrainian electronic document management systems, opportunities for teamwork on a draft document are very limited. This requires an online office. Possibilities of Google services, in particular the G Suite, for public servants teamwork due to availability an online office are enormous.The second example draws attention to the fact that the ability to share corporate services beyond the cloud means that educational materials can be accessed, if necessary, to users who do not have a Google corporate account but have a Google individual account. This opens up great opportunities for involving public servants, employees of communal organizations, institutions and enterprises in distance learning through the use of educational service in the regional cloud of public administration.The implementation of a regional cloud of public administration with the help of multicloud is proposed.

With increasing globalization and the integration of various economies, public finance and fiscal policy have acquired a new dimension in countries around the world, including India. This new era has witnessed a massive proliferation of various information and communication technologies (ICTs) the world over opening novel prospects for information storage, retrieval and analysis. Such novel prospects are not only being used for decision making by private sector industries but also more interest has been demonstrated in investing in technologies for public administration purposes. In the Indian context, the driving force behind an increasing use of ICTs for public administration include such objectives as improving and simplifying governance, instilling transparency and eliminating corruption and bureaucracy. The massive proliferation of ICTs in India has led to a transformation from traditional governance to e-governance. Several planning projects have been launched under the rubric of e-governance and have witnessed novel use of various information technologies, GIS being one of them. This study focuses on the Nirmala Nagara project (NNP), a programme launched by the Government of Karnataka to address issues of urban development using GIS with municipal e-governance being one of its key agendas. This is one of the most ambitious Municipal e-Governance projects in the country encompassing 213 urban local bodies. This article is an initial effort towards a larger project that will focus on the process of GIS spatial knowledge production situated in contemporary India.

The purpose of this article is to substantiate the theoretical foundations of using information and communication technologies (hereinafter – ICT) in public administration decision-making processes using the framework of categories and concepts proposed by New Public Management, Joined-up government, Public Value Рaradigm, Actor Network Theory and Socio-Technical Systems. The research task is to comprehensively consider the methods, approaches and foundations of using ICT in public administration through these theories. General scientific methods (analysis and synthesis, deduction and induction) as well as the comparative-historical method have been used. Such an approach allows to generalize and comprehend the role and impact of ICT in public administration within the framework of different theories and to offer an empirical application of the developed concepts. Correlation of the considered concepts' theoretical principles with the criteria for public services delivery, the role of citizens, approaches to measuring the performance of public servants makes it possible to conclude the information about the attitudes and requirements for innovations in public administration from the perspective of each of the theories. It can contribute to further study of the ICT's impact on the public administration decision-making processes, predicting the transformational impact of e-governance and theoretical advances empirical application by both public servants and those who hold political positions.


This research paper looks into the world of how-to of cloud services and the ways through which it is threatened by various elements that regularly disrupt the functioning of these services. We will see how different models are being implemented across different fields. These various models are adopted by different users and organizations according to their needs. As there is almost no service with its specific problems, we delve into the discussion about various threats that loom over this expanded service step by step. These problems may be related to networking or authentication problems or security breach. Then we will look into how these problems are overcome by cloud service experts.

The development of Information and Communication Technologies (ICT) brings about considerable changes in the ways public administration provides information and delivers services to citizens, businesses, and other public administration systems. This chapter reviews the application of ICT in the provision of public administration services. e-Government tools have been introduced in various countries in the world and enabled the strengthening of existing public administration services and the activation of innovative ones. m-Government tools, which are related to the emergence and diffusion of Internet mobile technology and devices, allow both overcoming infrastructure deficits and providing innovative services, which are particularly sensitive to users' context conditions. Finally, l-Government tools—i.e., ubiquitous, seamless, user-centric, and automated application of Internet technology to public administration services—have the potential to further redefine the terms of access of users to public administration services and to enhance the ties among citizens, businesses, and the government.

Cloud computing has been a major focus of business organizations around the world. Many applications are getting migrated to the cloud and many new applications are being developed to run on the cloud. There are already more than 100 cloud service providers in the market offering various cloud services. As the number of cloud services and providers is increasing in the market, it is very important to select the right provider and service for deploying an application. This paper focuses on recommendation of cloud services by ranking them with the help of opinion mining of users' reviews and multi-attribute decision making models (TOPSIS and FMADM were applied separately) in tandem on both quantitative and qualitative data. Surprisingly, both TOPSIS and FMADM yielded the same rankings for the cloud services.

The development of electronic or digital government (egovernment) has varied throughout the world. Although we give it the same name, we know from different studies that, for example, the concept of Information Society can be interpreted in different ways in different cultural settings (Jaeger, Slack, & Williams, 2000; Sancho, 2002). This article provides a general outline of the development of e-government in the West and is primarily based on European and Scandinavian experiences. It is only possible to give an introduction to e-government if we can define what we are talking about. E-government is still a rather new concept, but most people agree that egovernment includes the following features: • E-government is based on information and communication technologies (ICTs). • E-government is taking place in public administration. • E-government concerns electronic ways to perform all kinds of internal administrative tasks. • E-government also concerns the communication between the public administration and the citizens and other actors in the surrounding society (Jaeger, 2003: 50).

Cloud computing is an emerging technology paradigm, which enable and facilitate the dynamic and versatile provision of computational solutions and helps. Despite the fact that the advantages provided by cloud computing are several, security and secrecy concern of the cloud services still race question from users. Security stance of organizations and vital infrastructures is being affected with the Use of cloud services, thus it is necessary that new threats and risks introduced by this new paradigm are clearly understood and mitigated. This paper focus on the ethical constraints in cloud computing, placing emphasis on issues that deal with cloud adoption, recent additions to the cloud, ethical issues like The shifting of control, from technology users to the third parties servicing the cloud due to outsourcing and offshoring of ICT functionality to the cloud and as well as many other issues regarding cloud computing. To this end, this paper intimate us with some new ways cloud service providers has been improving this field of study so as to improve its adoption in the world. It was discovered that cloud computing is becoming the world 5th most demanded service after crude oil, water, electricity and Telephony as stipulated by many other researcher’s in this field.

Recently, due to the many features and advantages of cloud computing, “cloud service” is being introduced to countless industries around the world at an unbelievably rapid pace. However, with the rapid increase in the introduction of cloud computing services, security vulnerabilities are increasing and the risk of technology leakage from cloud computing services is also expected to increase in social network service. Therefore, this study will propose an AWS-based (Amazon Web Services) security architecture configuration method that can be applied for the entire life cycle (planning, establishment, and operation) of cloud services for better security in AWS Cloud Services, which is the most used cloud service in the world. The proposed AWS security guide consists of five different areas, Security Solution Selection Guide, Personal Information Safeguard Guide, Security Architecture Design Guide, Security Configuration Guide, and Operational Security Checklist, for a safe social network. The AWS Security Architecture has been designed with three reference models: Standard Security Architecture, Basic Security Architecture, and Essential Security Architecture. The AWS Security Guide and AWS Security Architecture proposed in this paper are expected to help many businesses and institutions that are hoping to establish and operate a safe and reliable AWS cloud system in the social network environment.

Planners and planning departments are increasingly losing their importance within contemporary public administration, as exaggerated reliance on technical and design practices continue to fragment the public treatment of space. Koolhaas and Mau (1995) argue that planners and, in fact, urbanism are outdated, and that both failed to keep pace with the rapid modernization of urban space. Many studies show that ‘proactive’ planning initiatives related to information and communication technologies tend to appeal to the ill-grounded utopianism of technological deterministic approaches. This chapter aims to explain what has been changing in the world of spatial and urban studies as a response to new patterns of communication supported by information and communication technologies, as well as to shed some light on the challenges posed to planning and governance. This will be done together with the observation of real case scenarios in medium and well-developed cities in Brazil.
