AbstractThe purpose of the article is analysis of participatory budgets as a tool for shaping decisions of local communities on the use of public funds. The authors ask the question of whether the current practice of using the participatory budget is actually a growing trend in local government finances or, after the initial euphoria resulting from participation, society ceased to notice the real possibilities of influencing the directions of public expenditures as an opportunity to legislate public policies implemented. It is expected that the conducted research will allow us to evaluate the participatory budget and indicate whether this tool practically acts as a stimulus for changes in the scope of tasks under public policies. The authors analyzed and evaluated the announced competitions for projects as part of the procedure for elaborating participatory budgeting for selected LGUs. Then, they carried out an in-depth analysis of the data used to assess real social participation in the process of establishing social policies.

Розглядається організаційно-культурна діяльність одного з помітних у регіональному просторі Західного Полісся фотомитця – Олександра Купчинського, а саме виставковий її вектор, втілений в презентації артефактів світового фотомистецтва; видавничий, розглянутий у  контексті  друку  різноманітних  фотоальбомів  із  творів експонентів, організація творчих зустрічей художньої інтелігенції міста з питань обговорення актуальних питань культурного розвитку, заснування фотоклубу тощо. Доводиться, що втрата зв’язку з Батьківщиною, у якій би формі це не відбувалося, не дозволяє митцю творчо самореалізуватися повною мірою. The importance and problematic range of local government reform in the regions of the country and ways of its solution in the field of culture are analyzed. The most effective steps are proposed for management structures at different levels to change attitudes of both the management and the local population regarding different cultural practices. Emphasis is placed on the role of sectoral methodological services in the implementation of this reform. The experience of other countries in activating the local population in this process is emphasized. An attempt has been made to offer effective, in the authors' opinion, solutions to the reform. Emphasis is placed on the educational factor.

AbstractThis article attempts to shed new light on the character of late Victorian Liberalism by investigating its political priorities in British India. It takes as its particular focus the debates which raged between 1881 and 1883 over the Government of India Resolution on Local Self-Government. Along with the Ilbert Bill, the Resolution comprised the centrepiece of the marquis of Ripon's self-consciously Liberal programme for dismantling Lytton's Raj. When analysed in conjunction with contemporaneous Liberal discourse on English local government reform, the debates surrounding the Resolution help to clarify many of the central principles of late Victorian Liberalism. In particular, these debates emphasize the profound importance of local government reform to what one might call the Liberal project. Beyond its utility in effecting retrenchment, efficiency, and ‘sound finance’, local government reform was valued by Liberals as the best and safest means of effecting ‘political education’ among populations, in both Britain and India, with increasingly strong claims to inclusion within the body politic.

Local government as a political, legal and social institution finds itself in a very difficult period of development in Russia. The long-established tendency of its subordination to the state has intensified today in connection with the newly adopted constitutional amendments. At the same time, it seems obvious that further “embedding” of local government into the state management vertical, in the absence of any positive effect in terms of solving socio-economic and infrastructural problems, will inevitably lead to other hard to reverse, negative results both for local government institutions and the system of public authority as a whole. The normal functioning of local government requires, however, not only the presence of its sufficient institutional and functional autonomy from the state, but also an adequate territorial and social base for its implementation. To ensure the formation of viable territorial collectives, especially in urban areas, it seems appropriate to promote the development of self-government based on local groups at the intra-municipal level. Such local groups can independently manage issues of local importance on a small scale (landscaping, social volunteering, and neighborly mutual assistance), and provide, within the boundaries of a local territory, due civil control over the maintenance by municipal authorities of more complex and large-scale local issues (repair and development of infrastructure, removal of solid household waste and more). At the same time, the development of local communities can by no means be a self-sufficient and substitutional mechanism, whose introduction would end the need for democracy in the full scope of municipal structures overall. In this regard, the experience of local communities’ development in Germany, a state with legal traditions similar to Russian ones, with a centuries-old history of the development of territorial communities and a difficult path to building democracy and forming civil society, seems to be very interesting. Here, the progressive development of local forms of democracy and the participation of residents in local issue management are combined with stable mechanisms of municipal government, and the interaction of municipalities with the state does not torpedo the existing citizen forms of self-government. At the same time, the experience of Germany shows that the decentralization of public issue management which involves the local population can only be effective in a situation where, in addition to maintaining a full-fledged self-government mechanism at the general municipal level, relevant local communities are endowed with real competence and resources to influence local issue decision-making. The role of formalized local communities in urban areas, as the German experience shows, can not only facilitate the decentralization of solving public problems, but can also help in timely elimination of triggers for mobilizing citywide supercollectives with negative agendas. This experience seems useful and applicable in the Russian context.

This study examines the effects of the destination image to tourist intention and decision to visit tourism destination in Pemuteran Village, Bali. Destination image is an independent variable, tourist intention to visit serves as an intervening variable and decision to visit is a dependent variable. Explanatory research with quantitative method is employed. The number of sample is 112 respondents. Purposive sampling techniques is applied with criteria of Pemuteran village tourists. Data are collected with questionnaires and processed with path analysis. These results indicate that the variable destination image has a direct and significant effect on tourist intention to visit by 11.3%. Variable destination image has a direct and significant influence on the decision to visit by 37.5%. Variable tourist intention to visit has been direct and significant influence on the decision to visit amounted to 16.2%. Based on these results, Pemuteran village should keep trying to build a positive image and to improve the communication between the local government and local communities to strengthen cooperation to improve the natural environment in Pemuteran village.

Medical reform is a complex systemic, not only purely professional, but also socio-economic, legal and in general institutional phenomenon. In many respects, under modern conditions, medical reform is becoming a kind of barometer of socio-economic and political stability of Ukraine and a criterion of its development level. At the same time, the medical sphere directly affects the life of every family, every person and every administrative-territorial unit of the country. However, at present, domestic science and state regulation practice leave out of consideration the relationship between health care and local government reform. Such a systemic professional, socio-economic and institutional phenomenon requires the appropriate systemic interdisciplinary analysis. The last years of medical reform in Ukraine have already provided the epistemological and empirical basis for such analysis. The authors, on the basis of the interdisciplinary approach in the generalized form, reveal the institutional content of medical reform with the separation of its – the cause-effect sequence of implementation. This logic is reflected in the proposed cognitive pentagram: «formation of the family doctor institution» – «introduction of health insurance» – «connection with local government reform» – «formation of the network of hospital districts» – «equality of public and private medicine», based on the peculiar triangle «inbuilt» in the pentagram (the first, second and fourth elements of the pentagram). Emphasis is placed on the need for institutional, economic and professional projection of the selected pentagram and triangle on the “health care institution” as a defining organizational and sectoral basis for providing high quality medical services to citizens, which should be the generalizing criterion for medical reform. The example of Luhansk and Donetsk oblasts also are considered as the regional features of medical reform in the context of hospital districts formation (objective possibility / impossibility of compliance with the norms of the Ukraine Ministry of Health on determining the parameters of hospital districts) and some relevant problems which arose taking into account the war in the east.

Początek działalności Referatu Archiwum Urzędu Miasta Krakowa wiąże się z reformą samorządu terytorialnego przeprowadzoną w Polsce w 1990 r. Spowodowała ona gruntowną reorganizację działalności urzędów w Polsce, w tym także Urzędu Miasta Krakowa. Początkowo archiwum miało siedzibę w podziemiach budynku magistratu przy placu Wszystkich Świętych 3–4, a od 1999 r. w budynku przy ulicy Dobrego Pasterza 116a. W chwili obecnej Referat Archiwum prowadzi działalność w nowym, na wskroś nowoczesnym obiekcie, do którego pracownicy oraz zasób archiwalny zostali przeniesieni w czerwcu 2019 r. Według stanu na koniec 2019 r. w archiwum zgromadzonych było blisko 20 000 mb akt. Głównym trzonem zasobu archiwum są akta przekazywane z 40 komórek organizacyjnych Urzędu. Do najcenniejszych zbiorów należą: zbiór gromadzkich książek meldunkowych z terenu miasta Krakowa składający się z 25 770 ksiąg, obejmujący okres od 1930 do 1961 r., zbiór Ksiąg Rejestrów Mieszkańców Gmin, zawierających informacje o mieszkańcach gmin z terenu powiatu krakowskiego obejmujących okres od lat 30. do 50. XX w., zbiór tzw. Rejestrów stałych mieszkańców, zbiór Kart Osobowych Mieszkańca, które były prowadzone dla każdego mieszkańca miasta i gromadzone wg adresów zamieszkania. Niezwykle ciekawym zbiorem, nadal otwartym, jest zbiór tzw. kopert dowodowych, tj. dokumentacji związanej z wydawaniem dowodów osobistych W kopertach dowodowych często zachowały się przedwojenne dowody osobiste lub dowody tożsamości, paszporty lub kenkarty. Office of the Krakow Town Council Archive. History, organization and archival resources The beginnings of the Office of the Krakow Town Council Archive are connected with the local-government reform that took place in Poland in 1990. This led to a major reorganisation in the activities of councils in Poland, including the Krakow Town Council. Initially, the Archive was located in the basement of the Town Hall building at 3–4 Wszystkich Świętych (All Saints) Square, and from 1999 in the building at 116a Dobrego Pasterza Street. Currently, the Office of the Archive operates in a new modern building which the employees and archival resources were moved to in June 2019. At the end of 2019, the Archive had a collection of almost 20,000 metres of records. The main body of the Archive’s resources consists of records deposited by 40 organisational units of the Council. The most important collections include: the collection of registration books from the town of Krakow, consisting of 25,770 books covering the period from 1930 to 1961, the collection of Registers of Borough Residents, containing information about the inhabitants of the boroughs in Krakow County covering the period from the 1930s to the 1950s, the collection of the so-called Registers of Permanent Residents, and the collection of Resident Cards, which were kept for each resident of the town and collected according to the residence address. A particularly interesting collection, which is still open, is the collection of the so-called evidence envelopes, in other words, documents connected with the issuance of ID cards. The evidence envelopes often contain pre-war ID cards, passports or kennkarten.

Local government reform in Pakistan’s Khyber Pakhtunkhwa (KP) province between 2001 and 2009 is examined through the lens of multi-level governance. The reforms were initiated by the military-led government of Pervez Musharraf and entrenched the power of the federal government. The reforms of 2001–09 were similar to the reforms implemented by the governments of Ayub Khan in the 1960s and Zia-ul-Haque in 1979. The article argues that three different military governments pursued similar programmes of constitutional reform to secure themselves in power. We conclude that devolution may not always enhance democracy.
