AbstractThe spread of COVID-19 has seen a contest over health governance and sovereignty in Global South states, with a focus on two radically distinct modes: (1) indicators and metrics and (2) securitisation. Indicators have been a vehicle for the government of states through the external imposition and internal self-application of standards and benchmarks. Securitisation refers to the calling-into-being of emergencies in the face of existential threats to the nation. This paper contextualises both historically with reference to the trajectory of Global South states in the decades after decolonisation, which saw the rise and decline of Third-World solidarity and its replacement by neoliberalism and global governance mechanisms in health, as in other sectors. The interaction between these modes and their relative prominence during COVID-19 is studied through a brief case-study of developments in Kenya during the early months of the pandemic. The paper closes with suggestions for further research and a reflection on parallel trends within Global North states.

Opening ParagraphIt is perhaps surprising that the recent resurgence of interest in the application of Marxist theory to the study of the historically non-capitalist societies of the Third World should have focused, at least in part, upon the stateless societies of Africa. To some extent, this interest in some of the least differentiated and least class-stratified of societies can be related to the fundamental problematic of Marxist sociology: the characterization of the stage of advanced communism, which remains so obscure in Marx's own theoretical work. An understanding of the dynamics of ‘primitive’ communism might be seen, therefore, as an essential precursor to this underlying concern. Certainly, the often highly tendentious views of Marxist writers on such issues as the definition of the state and the extent of exploitation in the primitive communist mode can be related to this need. However, the rise of Marxist anthropology has not only been presented as a problem of general evolutionary theory. Other influences have been offered to account for the new concern, the most widely cited being the supposed crisis of functionalism, and the resulting necessity for a complete reorientation of the whole discipline of anthropology. Stateless societies, having long occupied a central place in the field of anthropological enquiry, and yet outwardly presenting such simplicity of form, offer a particular challenge to the radical, and in several recent works have been interpreted in what is claimed to be a novel and distinctive way.

While many of the peoples who exist in the ‘spatio-temporal’ construct known as the postcolonial world today are convinced that they have succeeded – through anticolonial and anti-imperial struggles – to defeat colonial domination, the majority of the people of the same part of the world have not yet reaped the freedoms which they aimed to achieve. The question that emerges out of the failure to realise the objectives of anti-colonial and anti-imperial struggles by the people of the Third World after a number of years of absence of juridical-administrative colonial and apartheid systems is to what extent did the people who sought to dethrone colonial domination understand the complexity of the colonial system? And to what end did the ability and/or inability to master the complexity of the colonial system affect the process of decolonization? Through the case study of the production and consumption of cultural villages in South Africa, this article deploys a de-colonial epistemic perspective to reveal, within the context of tourism studies, the complexity of the colonial system and why a truly decolonized postcolonial world has so far eluded the people of the developing world.

This chapter talks about measuring true e-readiness of a third-world country. As a case study, e-readiness measurement is done on Sri Lanka. First, this chapter assesses e-readiness of Sri Lanka using a measuring tool that utilizes 52 socio-economic indicators. Second, based on the assessment, this chapter reveals that the measurement does not indicate true e-readiness of the country, as the tool do not model or incorporate parameters for measuring the domestic digital divide that exist between communities or groups within the country. Third, this chapter proposes a method for incorporating the domestic digital divide measures in e-readiness calculations.

The aim of this paper is to map manifold notions of migrant cinema and its history, in other words, film narratives about migrations from, across, and to the Balkans. The analysis looks at broader Balkan cinema that features as the context for focusing the changes of the migration pattern from and to Belgrade. The paper takes Practical Guide to Belgrade with Singing and Crying (Praktičan vodič kroz Beograd sa pevanjem i plakanjem, Bojan Vuletić, 2011) as its case study to show the recent reversal of migrant narratives in which the Balkans are the desired destination, in itself an exception to the rule. The analyses are based on the appropriated definition of migrant cinema and complemented with notions of inner exile and accented cinema.

This essay explores the crisis of global interdependence that has arisen from competing North-South perceptions of interdependence and from inequitable relations among Third World and industrialized states of the North. Illustrating the general features of the crisis through a case study of the Middle East, the author argues that techniques of economic, political and cultural cooptation have been used by the West to foster a form of interdependence that is of primary benefit to wealthier segments of the global community. To the degree that some Third World states (notably Egypt) now identify with the West, this strategy has been successful. However, the costs to world order are considerable. As they become more integrated into Western-dominated networks of “interdependence,” Third World states face intensifying social contradictions that cannot be resolved through socialist or other noncapitalist strategies. Redress of these problems requires a new legal category of ownership – internationalized property – under which corporate capital, power, and productive capacity would be transferred from the predominant domain of the North to a commonwealth of world states. This basis for world authority would avoid the side– and counter-effects associated with world government and would provide the foundation for a more just world order.
