The object of research is the socio­economic model of the country in terms of energy efficiency factors in the process of economic development. The author has adapted the taxonomy of barriers and identified a new group of barriers inherent in the socio­economic models of countries with economies in transition. Achieving the goals of sustainable development is possible by achieving overall energy efficiency, which is provided by the implemented innovative energy technologies. The ability of the studied subjects to perceive and promote innovative energy technologies is determined by the level of their economic development. When building the concept of energy efficient management, the studied subjects should take into account the exhaustion of primary resources against the background of growing needs. One of Harrington's logical functions was used to determine the level of economic development of the studied subjects. In the indicators of the particular desirability of Harrington's logical function, indicators from 0.37 to 0.8 are the potential for development, currently unrealized in the studied subjects, which is the path to sustainable development. According to certain levels of private preferences, economic agents are given recommendations on the economic feasibility of introducing innovative energy technologies. At the same time, the research process involved the identification and localization of energy efficiency barriers in the studied subjects, which expanded the analytical opportunities in terms of providing practical recommendations. Such recommendations, combined with the private preferences of the studied subjects, allowed to formulate a conceptual scheme to increase the efficiency of energy resources of economic development management. The author proposes measures: scaling of grant financing, decentralization of energy sources, introduction of knowledge, cooperation of communities and in the community, development of entrepreneurship and greening of the environment. Directions strengthen the motivation of management decisions in the context of the effective impact of energy factors on the dynamics of economic development in modern conditions and can be used in the development of current and strategic plans and programs.

In response to the dilemma between economic development and environmental protection, green finance is an effective tool for environmental regulation. Based on the stochastic frontier analysis method to measure the energy efficiency of China’s provinces from 2001 to 2017, the promotion effect of green finance on energy efficiency and the intermediary effect of green technology innovation are tested and analyzed in our study. The results show that green finance can significantly improve energy efficiency. Specifically, green finance makes stronger effect on energy efficiency in provinces with rich resource endowments, high levels of economic development, and high degree of marketization. Green finance can improve energy efficiency through the development of new energy technologies and disruptive green innovation, which provides important supports for formulating policies to optimize energy structure and improve energy efficiency.

The essence, main tendencies of asymmetries and disproportions of development of territorial communities are considered. The basic mechanisms of activation of the internal potential of their revival are outlined. The purpose of the study is to substantiate management decisions regarding choice of business model that provides socio-ecological and economic development in its location. As a result of the research the following tasks were solved: 1) determination of social and ecological problems of the territory and the main priority life needs of its population; 2) justification of the mechanism for implementing the goals of entrepreneurship bases on the creative approach activation to innovation management decisions under the condition of balanced development of territories with appropriate motivation of both managers and employees and increasing their potential. The object of the study is the process of managerial decision making by business leaders on an innovation and investment bases. The research was conducted inductively (by collecting and analyzing qualitative data) and deductively (through generalization of theoretical questions based on a systems approach), which was made possible by analyzing of synergetic transformations of nonlinear self-organized dynamical systems such as society, economy and ecology. Measurement of variables was performed on the basis of sociological survey data. In 2013–2017, 15 small and medium-sized businesses in the northern, central and southern regions of Ukraine were surveyed in order to identify factors of their socio-economic development. The cluster sampling method was used to select the settlement. Socio-economic data was collected using verbal socio and psychological methods using unstructured and semi-structured approaches. The great flexibility of the method allows to obtain comprehensive information about the socio-psychological causes of behavior (for example, methods of management, motivation). Studies of the theory and practice of business management, development of social and industrial infrastructure are illustrated from the standpoint of their impact on small businesses and could be implemented in to the educational process and development strategy of the region. It is generally recognized accepted that the key factors for success in business are trend analysis, market research, long-term goals, business modeling, resource management, team building, and marketing planning, subject to appropriate staffing of business processes. The UN's proclaimed strategy for sustainable development outlined seventeen priority goals for the formation of society, which were reflected in the formation of corporate social responsibility of business entities. It needs to coordinate all activities of society with the surrounding space as a whole determine the level of organization of the business structure as components of smart-organization. Ensuring the sustainable development of the organization is based on the concentration of efforts of participants on the practical goals of the organization and the practice of understanding by management and employees of companies of the tasks facing it. People, their activities, enthusiasm and development is the basis of success of the organization. As a result of the introduction of the system of resource exchange, mainly due to the activation of human capital and attraction of innovation and investment potential in the form of technologies generated by individuals for communities, in particular in rural areas, the mechanism of internal institutionalization becomes involved. It is most active now in ancestral homesteads and ancestral settlements, which are founded by initiative educated youth (the average age of initiators of reverse urbanization is 35 years, 82 % of whom have higher education and activate the average investment flow to rural areas in the amount of 4 thousand US dollars annually per hectare). Thus, the entrepreneurial potential of the territory, estimated by the share of national wealth per capita for poor countries is 59 %, its activation through innovation, creativity and creative technologies can increase the share of human capital in national wealth to 80 %. The corresponding increase in human capital due to the development of tribal settlements will encourage an increase in the capitalization of the territory annually (in the case of revival in each region of one settlement with adjacent territories with an average area of 500 hectares, where 250 families will live) by 3.28 million dollars of United States, which is the source of the development of the newly formed united territorial communities.

Based on representative energy indicators, this study examines the need to adopt Green Energy Economy in Romania, in relation to the economic activity and demographic changes. The data used are the main energy indicators (the CO2 emissions, greenhouse gas emissions, the renewable energy consumption and the consumption of biofuel), the intensity of energy in economy, and the population number. The methodology consists in a quantitative analysis in EViews program. The results� interpretation will take into account that Romania has to continue to reduce the intensity of energy, by increasing the energy efficiency, focusing mainly on energy technologies with low-carbon.

The concept of sustainable development is adopted at various levels of territorial organisation, including the city level as the basis for all the activities. Modern cities should provide efficient public services in order to eliminate the lack of comfort resulting from an excessive urban sprawl, which is why the importance of ecological conditions in socio-economic development is increasingly indicated. The purpose of this article is to present selected concepts and indicate the conditions for the implementation of the city’s sustainable development assumptions. Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.

Typologization of rural areas, taking into account differences in population density and level of socio-economic development, is necessary to identify “growth points” and strategic sustainability benchmarks. The method of integrated assessment of the level of socio-economic development of rural territories is proposed, according to which the grouping of Russian regions is carried out. Applying data on rural population density to the results of calculations allowed us to identify 12 typological groups, in the context of which unified recommendations on sustainable development of territories should be formed.

Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.

The current stage of economic development requires the integration of environmental development, taking into account: environmental boundaries, biosphere processes, social problems, human needs and environmental processes. A green economy can become the main point of growth for the modern global economy. The article presents a complex of measures for the transition to a green economy, as well as tools for their implementation.

The paper outlines major preconditions of development of energy efficiency programs and the process of their introduction from the perspective of sustainable development concept. Energy saving measures of European Union are examined, its experience and results, like green books and Thermie programs, etc are analyzed. The paper also specifies relevant activities and responsibilities undertaken by Member States by 2030 and the rates planned to be achieved. The experience of neighboring Poland in energy efficiency promotion is analyzed, as far as the country most closely resembles Ukraine by the initial rates in 1990. We calculated conditional losses of Ukraine in 2017 as the gap between the rates of energy efficiency of Ukraine and Poland (similarity of climate conditions and the state of housing funds allowed us to assume that the comparison will be the most correct regarding Ukraine). The results of calculations make us conclude that the funds are used most efficiently if the money designated, for example, for subsidizing of population are directed at strengthening of energy efficiency (at least up to the level of neighboring country). It will result in saving of about 40 billion. This is the amount defined as Ukrainian capacity in terms of improvement of energy saving and possible results of its realization. The paper determines the stage Ukraine is at in introduction of energy efficiency measures and programs: “warm loans” program; conditions regarding energy saving in Ukraine enshrined in the EU-Ukraine Association Agreement; creation of legal basis, namely the Law of Ukraine “On Energy Efficiency Fund” as of 8 June 2017. The role of newly created Energy Efficiency Fund is analyzed. Special attention is paid to the fact that energy efficient construction is one of international liabilities undertaken by Ukraine. The presence of The Active House Alliance at Ukrainian market is an important achievement in this sphere as it is the non-profit association aiming at creation of housing concept corresponding to the sustainable development principles.
