The publication analyzes the elements of the project approach in the formation and implementation of municipal programs within the framework of financing and co-financing of the local budget in a large urban district. Based on the criteria analysis of the actors of municipal programs, their focus on fixed expenditure obligations and the amount of funding, the author compares project methods in business and public administration at the municipal level, assesses their opportunities and threats, areas of application. The article makes a number of recommendations to local governments on using the advantages of project management technologies in the initiation, approval and implementation of municipal programs and projects.

The study of various management concepts at the present stage of economic development contributes to improving the efficiency of activities in various areas through intensive development. As a result, in each economic entity, the issue of applying not only advanced production technologies but also management approaches becomes relevant. At the moment, a significant number of management concepts have been developed and actively used. Still, project management can be considered the universal one, as it helps implement the set goals in conditions of resource constraints. The degree of effectiveness of the project approach to management is largely determined by the ability of an economic entity’s accounting and analytical system to form the necessary information base. Scientific and practical interest is a study aimed at creating elements of the information field for making effective management decisions in the context of the project approach to management, which is the purpose of the work. The result should be considered a set of distinctive features of project management in setting and maintaining management accounting in an economic entity.

The complexity of the sustainability challenge demands for collaboration between different actors, be they governments, businesses, or grassroots movements, at all levels. Nevertheless, and according to previous research, many tensions and obstacles to partnership still exist and results are far from meaningful. By investigating potential synergies, our purpose is to define a sustainability framework to promote better collaboration between community-based initiatives and local governments, in the context of transformation. Specifically, the research aim presented in this paper is to harvest learnings from existing collaborative experiments at the municipal level. As a starting point and using exploratory literature review concerning areas like policy (e.g., public administration) or business and management research, we propose a ‘Compass for Collaborative Transformation’. This heuristic device can support the study of these sustainability experiments. We also introduce a method to map the governance imprint of these collaborations and to provide a ‘proxy’ of transformative efforts. We then present and discuss results from 71 surveyed cases happening in 16 countries in America and Europe, comparing distinctive frameworks involved. Finally, we consider the preconditions of a framework to improve these local collaborations—namely the capacity to support joint navigation through transformative efforts, facing high levels of uncertainty and complexity—and present ongoing efforts to codesign a new sustainability framework.


scholarly journals full text In the article, we develop the project management methodology in the field of the environmental management and protection. The study’s relevance is due to the need to develop the principles and mechanisms of project management. They are necessary for implementing the economy’s environmentally oriented development, using the natural resources rationally, reducing the environmental burden and improving the quality of the population’s life. We aimed to substantiate the implementation of new management technologies by combining the principles of the project and ecological approaches, providing the flexibility of resource management. We suggested the differentiated approach in the project management in accordance with the strategic goals and achievement of the established indicators of the territory development. This approach ensures the project’s competitiveness, the possibility of its territorial geo-referencing, the efficiency of the project’s implementation. Further, we developed theoretical approaches and practical recommendations for implementing the project approach for managing the region’s environmentally oriented development. We incorporated the results of modern studies in developing the project management methodology in the regional economy. Moreover, we considered the preconditions of transitioning to project-oriented management in the sphere of the environmental management and protection. We identified characteristics of the ecologically oriented projects. Then we proposed their classification using the project’s functional purpose, the results’ purpose and direction, the project’s sources of financing and its implementation level as the classificatio n criteria . W e analyse d th e practica l experienc e o f implementing the environmental projects in the Russian Federation and in certain regions of the country. Finally, we demonstrated the advantages of the project approach in comparison with the program-target management of economic development. The study’s main provisions can be used as a theoretical, methodological and practical basis for substantiating, selecting and implementing the projects of environmental and economic orientation. They include the projects of production’s ecological modernization, reduction of negative environmental impact, elimination of accumulated ecological damage, management of climate changes, Arctic’s development, and development of the market of ecological goods and services. The article discusses aspects of the project approach in the management of innovative activities of enterprises in the oil and gas sector. It is noted that the functioning of enterprises in the oil and gas sector is closely related to innovation and needs to apply a project management approach in order to timely achieve the set production objectives. It is indicated that the use of the project approach in the management of oil and gas enterprises can increase labor productivity, in general, thirteen times. It is concluded that it is advisable to adapt the accumulated extensive foreign experience in the implementation of project management in the oil and gas sector.

The significance of regions’ budget security as a component of financial self-sufficiency in the conditions of public administration decentralization is revealed. The definition content of «region’s budget security “ is defined from the standpoint of balance of local budgets in terms of revenues and expenditures, risk and threat assessment, sufficiency of financial support for the execution of functions and powers entrusted to local governments. The budgetary security of the region is proven to be a condition that ensures the balance of local budgets in terms of revenues and expenditures in current and strategic dimensions, which allows the local governments to fully fulfill their functions and powers, to neutralize the existing risks, threats and dangers. The author’s approach to rating regions of Ukraine is outlined. It is carried out on the basis of such key indicators as balance of the regional budget in % to GRP, budget’s revenues of the region per capita, budget expenditures per capita, ratio of the amount of received transfers to the sum of budget expenditures of the region in the consolidated state budget, the ratio of tax and non-tax revenues to the local budget, the share of tax revenues in the total budget of the region, the share of official transfers in the total local budget revenues, transfers from the state budget in % to GRP. This allows for determining of the level of budgetary security of territorial entities. The main methodological principles for the rating of regions are defined: the selection and evaluation of absolute indicators, the analysis of relative coefficients, the choice of integral indicators and the formation of rating estimates. The results of the analysis of the budgetary security of the regions revealed significant disparities in the formation of local budgets in terms of revenues and official transfers from the state budget and their significant budgetary differentiation. The uneven amount of transfers in total local budget revenues and the substantial dependence of territorial communities on public funding are emphasized.

Small business plays a huge role in the development of economic systems at various levels. The external environment affects the processes occurring in small business organizations, setting more and more new tasks. The project approach allows for timely and flexible solution to these problems. Small businesses face difficulties in implementing project management in their operations. The article discusses the problems asso-ciated with the implementation of project management in the activities of small businesses. Measures aimed at solving the identified problems are given.

The article makes an overview of approaches to heritage management, explains the concept of a tourist destination, as well as the importance of using a project management approach and its tools in managing a tourist heritage destination. The paper considers a group of integrated projects that invest in heritage as a factor of attractiveness of a tourist destination, since it is part of a tourism system that cannot be managed separately and is integrated for the production of a tourism product. Taking into account the importance of preserving heritage values, the project approach involves the engagement of various stakeholders in this process and the creation of a mechanism to increase the effectiveness of tourism investments for the benefit of society, business and the state.

Introduction:management of educational systems is currently focused on optimizing activities - new solutions are needed to intensify the basic processes of an educational organization, new requirements for saving all types of resources are highlighted, new approaches to personnel management and making strategic decisions on the development of an educational organization are identified. Of great interest at the present time is the project approach to the management of the educational system: being focused on a rapidly changing environment and constant limited resources, it most accurately meets the realities of today's educational environment and provides opportunities for the innovative development of an educational organization.Materials and methods:the article explores the features of project management of the educational system. The paper reveals various approaches to management, analyzes the characteristic features of the management of the educational system, identifies patterns and principles of project management. Analyzing the project management of the educational system, the leading schools of project management in business and education, the author highlights the features of project management, which make it possible to consider it more effective than others, describes the practical results of the implementation of the project approach in university management.Results:the work demonstrates the effects of introducing a project approach to the management of the educational system, shows how project management allows to solve the tasks of development of an educational organization, accumulate efforts to solve complex issues of activity, combine human and material resources for various purposes.Discussion and Conclusions:project management is a promising way of developing the educational system, allowing to solve complex tasks, build parallel processes and form forward-looking solutions in the context of global educational competition and high uncertainty in the educational environment.
