The article analyzes the issue of readiness of regional centers of the Russian Federation for Industry 4.0. It is shown that the main problem of a full-fledged transition is a high degree of depreciation of fixed assets in the manufacturing industry. Due to the fact that digital tools are adapted to innovative equipment, full-scale digitalization threatens to lag behind for those cities that have not fully upgraded their equipment. In order to assess the impact of technological modernization of the industrial sector on the level of digital development of territories, an ordered logit model was built based on data from 85 regional centers of Russia in 2017. The results obtained in the course of modeling are consistent with the theoretical provisions of the neoclassical Solow model of economic growth and prove the high impact of technological modernization of the industrial sector on the level of digital development of regional centers, which are centers of concentration of social, economic, cultural and other ties that together determine the prospects for the transition of the national economy to Industry 4.0.

The article considers historiographic assessments of the administrative-territorial transformations of the Stalinist period of Soviet history through the prism of relations "Center - Regions." For the supreme government in the period under study, the obvious dilemma was the choice between the economic efficiency of the spatial development of enlarged and self-sufficient regions, on the one hand, and the increase in the political manageability of the Center for regional development, on the other hand. The policy of disengaging the regions and giving the former dis-trict centers the status of regional capitals was connected with the need of the Cen-ter to monitor the processes of industrialization and collectivization, bring man-agement closer to production, as well as weaken the influence of regional leaders to strengthen the regime of personal power of I.V. Stalin. Subsequently, the political struggle for power in the 1950s. contributed to a gradual and irreversible review of the relationship between the central and regional authorities: for political reasons, the Center abandoned the administrative-territorial transformations of the regions.

The publication analyzes the elements of the project approach in the formation and implementation of municipal programs within the framework of financing and co-financing of the local budget in a large urban district. Based on the criteria analysis of the actors of municipal programs, their focus on fixed expenditure obligations and the amount of funding, the author compares project methods in business and public administration at the municipal level, assesses their opportunities and threats, areas of application. The article makes a number of recommendations to local governments on using the advantages of project management technologies in the initiation, approval and implementation of municipal programs and projects.

The analysis is based on the consideration of the order of the Governor of the Kama region M.Reshetnikov from August 29, 2019, a detailed analysis of this order. The review is based on legal acts and the latest official statistics.

The relevance of researching of the topic of migration to the Russian Federation from neighboring countries is determined by the constant increasing of the number of migrants in Russian Federation. Essays of migrants were used as a source for writing the article. Essays were written in the framework of the competition "Is it Easy to be a Migrant?" that was organised by the women's Council of mi-grants in ANO "Migration". The analysis of competitive essays of migrants allows us to conclude that in the process of adaptation migrants successfully solve the problem of financial stability, form a new view of the world, fitting into a new social environment for them.

The problems of implementing digital technologies are analyzed using the example of the "Manage together" portal. Based on the analysis of publications about the work of the portal in the media, conclusions are drawn about the lack of readiness of local governments to work with new technologies. This article shows that the deployment of modern high-tech companies in the regions affects the development of smart cities. In particular, it was noted that high-tech companies not only create high-tech products, but also are an example of optimization of management processes, economical consumption of various types of resources, and also serve as one of the factors for the accumulation of intellectual capital and the quality of life of the population in the regions. It is shown that modern advanced technologies of a smart city affect not only the social aspects of the region’s development, serve to improve its legislative, managerial and social foundations, but also encourage megacities to solve the problems of efficient use of the environment.

The article analyzes coworking as a public place in a smart city. The idea of coworking appeared with the development of freelancing, since its main drawback is the lack of a workplace, a team, and a generally "working" atmosphere. Coworking spaces are in demand and are gaining popularity in Russian cities in modern economic conditions, in the context of a pandemic and digitalization. To determine the significance of various parameters of the coworking organization, the author conducted a research. It examined three cities: Perm, Yekaterinburg, and Samara, and used content analysis to study the expectations of coworking users.
