Abstract. The article considers the problem of evaluating, on a multicriteria basis, the quality of work of elements of the transport and technological system of the seaport.The method for evaluating the performance indicators of the transport and technological system of the seaport is based on the formation and comparison of a data array of conditional indicators of economic, environmental, social, functional and other types of effectiveness of this system.The management of the international transport system, which is the transport and technological system of the seaport, bears a rather complicated econometric character with the logistic principles of “compromise, non-interference, quality, risks” and others. A simpler is the assessment of quality on a multi-criteria basis using human-machine procedures, which is relevant for evaluating the operation of the transport and technological system of the seaport in modern conditions of deregulation. This is typical for seaports.The human-machine procedure involves the use of two possibilities: the first is reliably necessary and accurate data received from decision makers; the second is the development of an algorithm and program that allows you to speed up the calculations of the necessary estimates and establish estimates of the cost of the quality of work in the transport and technological system of the seaport.Particular attention when using the apparatus of human-machine procedures for calculating the quality assessment on a multi-criteria basis deserves the choice of weight criteria with an assessment of the “importance” of deviations of the cost of the work of a particular element from the indicators in the practice of individual elements of the transport and technological system of the seaport.The quality of work of the elements of the transport and technological system of the seaport should be assessed on a multi-criteria basis at the cost of achieving the value of the corresponding estimated efficiency indicator depending on the value of the cargo.A block diagram of the algorithm has been compiled to accelerate the calculation of the necessary estimated data for establishing an estimate of the cost of the quality of work in the transport and technological system of the seaport, which determines the coefficients of the weight of costs in evaluating the work of its individual elements.Thus, the developed method makes it possible to assess, on a multicriteria basis, the volume of costs, the efficiency and quality of work of any element of the transport and technological system of the seaport in uncertain conditions, especially when deregulating cargo transportation, as well as to outline and develop specific measures to improve the estimated performance of this system.

В настоящее время информация о состоянии атмосферы широко используется как при составлении прогнозов погоды, так и при решении многих экономических задач. Существенная особенность метеорологических явлений - их пространственно-временная изменчивость. Это вызывает необходимость такой организации наблюдений, которая позволит своевременно отметить возникновение явления и проследить за ходом его развития. Статистика показывает, что в период с 1997 по 2000 годы произошло порядка 193 авиационных инцидентoв, которые обусловлены недостатками метеорологического обеспечения полетов. Поэтому задача повышения качества метеорологического обеспечения является актуальной. На основе модельных и практических экспериментов показано, что беспроводной канал связи LoRaWaN способен объединить весь поток данных, поступающих с удаленных метеорологических датчиков, которые используют разные протоколы для взаимодействия друг с другом. В ходе выполнения эксперимента получены положительные результаты, доказывающие возможность организации таких каналов связи для задач метеообеспечения аэродромов. Также приводится структурная схема для организации канала связи. При этом не требуется прокладка кабельных коммуникаций связи, когда стоимость такого вида работ, включая согласование, зачастую значительно превышает стоимость самого метеорологического оборудования At present, information on the state of the atmosphere is widely used both in the preparation of weather forecasts and in solving many economic problems. An essential feature of meteorological phenomena is their spatial and temporal variability. This makes it necessary to organize observations in such a way that will allow timely noting the occurrence of the phenomenon and monitoring the progress of its development. Statistics show that in the period from 1997 to 2000 there were about 193 aviation incidents, which were caused by shortcomings in the meteorological support of flights. Therefore, the task of improving the quality of meteorological support is urgent. This article shows, based on model and practical experiments, that the LaRaWAN wireless communication channel is able to combine the entire data stream coming from remote meteorological sensors using various communication protocols among themselves. During the experiment, I obtained positive results, proving the possibility of organizing such communication channels for the tasks of meteorological support of airfields. A block diagram for the organization of a communication channel is also provided. At the same time, the laying of cable communications is not required, when the cost of this type of work, including coordination, often significantly exceeds the cost of the meteorological equipment itself

Subject. The study deals with heuristics as measures of the emotional impact of people who judge about the value and the final result of the valuation. I review ranges of the value variance when influenced by irrational factors. From psychological perspectives, some phenomena are explained with a set of heuristics that exist as part of behavioral finance. Objectives. Referring to the completed studies, I implement elements of behavioral finance, such as heuristics into the method for assessing how financial decision-makers and their emotions influence the value. Methods. The article is based on methods of induction and deduction to process survey results. Results. The article reveals the content of key methods for measuring emotions of financial decision-maker, which conclude on the value, being influenced by heuristics. I demonstrate tools for implementing psychological measurement methods as part of valuation. Conclusions and Relevance. Considering heuristics of value decision-makers, the appraiser and the cost analyst approximate the valuation result to the real conditions, when market actors are irrational. Doing so, they contribute to the quality of the result of appraisal. The findings are applicable to the practice of appraisers, cost analysts, fundamental analysts. Heuristics enrich and expands the classical apparatus of valuation and increases its quality.

Strengthening the impact of the production and economic mechanism on increasing the economic efficiency of the production process and the quality of work is possible on the basis of choosing the most effective ways to achieve high end results of the national economic system of the country. One of these ways is the inclusion in the system of controlled parameters of the economic parameters of quality cost management, the use of which guarantees the quality coordination system to reach a given economically justified state. Adjustment of quality costs consists in maintaining the established proportions between the costs of quality assurance (quality) and the mismatch of work quality indicators, which is achieved by controlling the level of defects, maintaining certain conditions, rules and norms corresponding to the optimal mode of work on quality assurance and the optimal value costs. The quality assurance process is based on a classification represented by a range of activities aimed at ensuring the quality of tools, objects of labour, living labour and information data at all stages of the production process. The costing methodology is based on the selection of the costing object and costing units. Representation of work on quality assurance as an object of calculation, and hours of work or total amount of work as calculation units allows at the right time to present in value terms both the quality assurance process as a whole and the cost of quality for the product. The recommended mechanism of the cost management system in general is focused on a wide range of enterprises and associations, and its use allows to obtain the effect of minimizing the cost of quality, as well as improve the quality of work to ensure product quality, ice directly contribute to production efficiency and quality. Increase of economic benefit at the expense of cost control system solutions of the problem in the future is possible if its implementation on the basis of the theory of functional management development, conversion of static model into a dynamic coordination costs.

This chapter covers the essentials of using the Monte Carlo Simulation technique (MSC) for project schedule and cost risk analysis. It offers a description of the steps involved in performing a Monte Carlo simulation and provides the basic probability and statistical concepts that MSC is based on. Further, a simple practical spreadsheet example goes through the steps presented before to show how MCS can be used in practice to assess the cost and duration risk of a project and ultimately to enable decision makers to improve the quality of their judgments.

The importance of harvesters’ separators for efficiency and quality of work is shown. Using flax as an example, dependences were obtained for calculating the load on the stem feeders and the effect of the separator on the unevenness of the soil. A decrease in the performance indicators of the unit when the separators deviate from the working position has been experimentally confirmed. The conditions for increasing the efficiency of their work have been determined.

Currently, forensic methods and regulations in the field of construction do not explain how quality of work affects the procedure of forensic examinations and research related to determining the work scope. While carrying out building and renovation services, it is possible to control provided construction and renovation services,  establish their physical volume and quality. While research, forensic expert can identify violations of building codes, as well as determine the cost of refurbishment or elimination of defects made providing services. The scoop of performed works is determined by geometric parameters of construction elements, established during field surveys using design and as-built documentation. While carrying out field surveys, it is necessary (along with the determination of service scope) to pay attention to the compliance of the work performed with the requirements of building codes. The article outlines problematic issues and provides a list of basic indicators determining the scoop and quality of the construction works carried out, indicated in the reporting documentation drawn up by contractors based on results of activities in the field of construction. Actual issue arising in the establishment of the scoop and cost of construction work is considered  that quality does not meet the requirements of regulatory documents in the field of construction. It is explained how the quality of the work performed affects the results of research related to the determination of the actually completed volumes of repair, building and renovation and construction work.

ABSTRACT Shoreline Cleanup Assessment Teams (SCAT) are now used worldwide to assess oiled shorelines as part of response cleanup activities. The amount of SCAT information gathered during surveys can be very large, with the possibility of overwhelming decision makers. New tools are now available to automate the processing of SCAT information. For example, dedicated computerized SCAT data management systems have been used during the Iron Baron (Tasmania) and Kure (California) incidents. More recently, a prototype system was developed by the State of Florida to electronically support all the steps involved in the cleanup phase of an oil spill response. Given this, when should computerized SCAT data management be used and at what level? An analysis of the work performed during recent spills involving SCAT activity provided answers to these questions. Some of the main findings include the following: (1) computerized systems can decrease the time necessary to gather data and increase the accuracy of the captured data; (2) computerized systems decrease the data turnover time and speed up the decision-making cycle; (3) an all-electronic computerized system can become essential in cases where the length of oiled shoreline is very large with respect to the number of SCAT survey teams; (4) for large spills, the increased cost of an all-electronic system may outweigh the cost of not being prepared.

The performance appraisal of Sunday school teacher in the Imanuel Lurang congregation aims to measure and distinguish the quality of performance achieved by Sunday school teacher and decide various policies such as giving rewards to every Sunday school teacher with the best performance, and for Sunday school teacher who have poor performance scores will be given a guiding, approach, etc. The number of criteria in determining the quality of Sunday school teacher is not an easy thing to do by manual. Then it is essential that a computerized performance appraisal-based performance  app can speed up the process of progressing to be more effective and efficient. This research develops decision support systems (DSS) that is dynamic using the PHP programming language, by combining the AHP method that has been refined by the VIKOR method. The AHP method is used in determining the weight of each criterion, and the VIKOR method is used for the ranking process. Test results indicate that the system can provide a sequence of alternative Sunday school teacher that will be used as recommendations for decision makers to determine which Sunday school teachers are quality and not qualified.

The tight competition in the industry requires companies to always make improvements in the quality of the products made to maintain a position in the competition. With the introduction of an increasingly contemporary management system, managerial decision makers tend to apply some performance management tools, one of which is Lean's business concept. This concept is characterized by the effort to eliminate waste in production, increase the value of more in one product and give value to the customer that is implemented by constantly (continuously Improvement) either from production or from all business processes in the company. In order to successfully respond to the request, the company's manager also needs an appropriate information base. One of the possible information bases is the cost assignment based on the activity. This type of research is a descriptive quality. This study discusses how the implementation and appropriateness of activity-based cost assignment for lean business concept.

Зерноочистительные агрегаты зачастую используют поточные технологические линии для послеуборочной очистки зерна, от качества работы которых зависит стоимость конечного продукта и рентабельность всего цикла производства зерна. Разделение потока зерна на две технологические линии происходит с использованием тройника зернопровода, что приводит к перегруженности одной линии и недогруженности другой. Зерноочистительные машины работают за рамками рекомендуемых нагрузок, что приводит к низкому качеству очистки и высокому уровню потерь зерна. Для качественной настройки зерноочистительных машин в составе технологии послеуборочной очистки зерна необходимы устройства для разделения потоков зерна. В ФГБНУ ВНИИТиН разработаны несколько классов авторегулируемых устройств (делителей): с грузовоспринимающей системой, с щелевыми отверстиями и т.д. Нами рассматривается одно из таких устройств делитель потока зерна с горизонтальным размещением щелевых отверстий. Теоретически обоснована взаимосвязь погрешности деления в зависимости от асимметричности подачи зерна в стабилизирующей ёмкости, высоты насыпи, ширины отводящих каналов. Показана кривая распределения погрешности разделения в зависимости от отклонений подачи зерна по ширине и длине ёмкости. На основе теоретического анализа сформулированы рекомендации по технологической настройке и выбору оптимальных конструктивных параметров каскадного делителя.Grain cleaning units often use flow lines for postharvesting cleaning of grain, the quality of work which depends on the cost of the final product and the profitability of the entire cycle of grain production. The separation of the grain flow into two production lines occurs using the tee of the grain pipe which leads to congestion of one line and underloading of the other. Grain cleaning machines operate beyond the recommended loads which lead to poor cleaning quality and high levels of grain loss. For highquality setting of grain cleaning machines as part of the technology of postharvesting cleaning of grain, devices for the separation of grain flows are needed. Several classes of automaticallycontrolled devices (dividers): with a loadperceived system, with slotted openings, etc. are developed in FSBSI AllRussian Scientific Research Institute for the Use of Machinery and Oil Products in Agriculture. One of these devices a grain flow divider with horizontal placement of slotted openings is considered by us. Theoretically, the relationship between the error of division depending on the asymmetry of the grain supply in a stabilizing tank, the height of the embankment, the width of the discharge channels. The distribution curve of separation error is shown depending on the deviations of the grain feed across the width and length of the tank. Based on the theoretical analysis recommendations for technological adjustment and selection of optimal part specifications of a cascade divider are formulated.
