The performance appraisal of Sunday school teacher in the Imanuel Lurang congregation aims to measure and distinguish the quality of performance achieved by Sunday school teacher and decide various policies such as giving rewards to every Sunday school teacher with the best performance, and for Sunday school teacher who have poor performance scores will be given a guiding, approach, etc. The number of criteria in determining the quality of Sunday school teacher is not an easy thing to do by manual. Then it is essential that a computerized performance appraisal-based performance  app can speed up the process of progressing to be more effective and efficient. This research develops decision support systems (DSS) that is dynamic using the PHP programming language, by combining the AHP method that has been refined by the VIKOR method. The AHP method is used in determining the weight of each criterion, and the VIKOR method is used for the ranking process. Test results indicate that the system can provide a sequence of alternative Sunday school teacher that will be used as recommendations for decision makers to determine which Sunday school teachers are quality and not qualified.

The quality of a company can be seen from the quality of the resources contained in the company. In improving the quality of employee resources. One way to see the quality of employees is by evaluating the performance produced by employees. Another benefit of this performance appraisal is that employees will be motivated to work well because, for employees who have poor performance scores, sanctions or reprimand can be given. To assess employee performance, a good system is needed. This system is expected to be objective in carrying out assessments. In this study, a decision support system was used by applying the Additive Ratio Assessment (ARAS) method. In order for the calculation results to be more specific, the weights are generated using the Centroid Order Rank (ROC) method. It is expected that the results of the study can help decision-makers in the assessment of employee performance.

Put forward a kind of the hybrid improved genetic algorithm of particle swarm optimization method (PSO) combine with and BFGS algorithm of, this method using PSO good global optimization ability and the overall convergence of BFGS algorithm to overcome the blemish of in the conventional algorithm slow convergence speed and precocious and local convergence and so on. Through the three typical high dimensional function test results show that this method not only improved the algorithm of the global search ability, to speed up the convergence speed, but also improve the quality of the solution and its reliability of optimization results.

Abstract. The article considers the problem of evaluating, on a multicriteria basis, the quality of work of elements of the transport and technological system of the seaport.The method for evaluating the performance indicators of the transport and technological system of the seaport is based on the formation and comparison of a data array of conditional indicators of economic, environmental, social, functional and other types of effectiveness of this system.The management of the international transport system, which is the transport and technological system of the seaport, bears a rather complicated econometric character with the logistic principles of “compromise, non-interference, quality, risks” and others. A simpler is the assessment of quality on a multi-criteria basis using human-machine procedures, which is relevant for evaluating the operation of the transport and technological system of the seaport in modern conditions of deregulation. This is typical for seaports.The human-machine procedure involves the use of two possibilities: the first is reliably necessary and accurate data received from decision makers; the second is the development of an algorithm and program that allows you to speed up the calculations of the necessary estimates and establish estimates of the cost of the quality of work in the transport and technological system of the seaport.Particular attention when using the apparatus of human-machine procedures for calculating the quality assessment on a multi-criteria basis deserves the choice of weight criteria with an assessment of the “importance” of deviations of the cost of the work of a particular element from the indicators in the practice of individual elements of the transport and technological system of the seaport.The quality of work of the elements of the transport and technological system of the seaport should be assessed on a multi-criteria basis at the cost of achieving the value of the corresponding estimated efficiency indicator depending on the value of the cargo.A block diagram of the algorithm has been compiled to accelerate the calculation of the necessary estimated data for establishing an estimate of the cost of the quality of work in the transport and technological system of the seaport, which determines the coefficients of the weight of costs in evaluating the work of its individual elements.Thus, the developed method makes it possible to assess, on a multicriteria basis, the volume of costs, the efficiency and quality of work of any element of the transport and technological system of the seaport in uncertain conditions, especially when deregulating cargo transportation, as well as to outline and develop specific measures to improve the estimated performance of this system.

Customer satisfaction, emotional bonding, trust, choice reduction and habit, too history with company is a key factor for convince the customer to use product and services continue, the other factors can make customers become loyal to the quality of products and promotions. This study aims to measure the performance of services provided by regional companies such as PDAM to the community, the level of customer satisfaction is a reflection of the company's performance, a measurable data is needed that is taken directly to customers. With the help of the Importance Performance Analysis method, performance can be measured and easily understood by decision makers. So that poor performance can be seen and anticipated for future needs. Customer satisfaction of PDAM reaches 74.49% with the main priority that needs to be improved from the services provided are the ability of Social Media Admin Website Officers with performance indicator values of 2.93 and importance indicator values of 3.10. The objective of this research is to gain a through understanding about   management of quality of Tuition- free school. It is a qualitative research with a case study method conducted in Indonesia Juara Foundation using observation on school management implementation  in SD Juara South Jakarta, since February-June 2015. The data were collected from participants observation using interview, observation, documents study and  recordings.  Data analysis and interpretation show that (1) Professional HR management is started from recruiting process, evaluating HR need, performance appraisal, coaching and counselling. (2) effective management of donation based on  transparent and accountable implementation report of the fund-usage and implementation of qualified program in the school, report accuracy,  trust to the benefactors and fund allocating for HR (3) The quality and the excellence of the school are based on the availability of competent HR and professional management as well as well-managed system and fund. The findings lead to the recommendation that (1) there is a need for a clear framework for teacher to do his duties, scheduled monitoring/evaluation (2) fund-absorption priority should be matched to program budget plan, alternative fund resources from government such as BOS. (3) there is a need for standardized management of quality as a special characteristic of Sekolah Juara. It is also recommended for decision makers at free schools as motivation and reference to improve their quality and service.

Public transport is a critical part of civilization in this decade. The amount of money invested and the criticality of transferring people in an acceptable time and without any conflict made it a challenging problem for managers, especially in metropolises. Absolutely, making effective decisions in this area requires considering different aspects. Waiting time is a key criterion in apprising quality of public transport. In this paper, a real world case study of ranking causes of delay in Tehran (Iran) metro system is solved by developing multi attribute group decision-making VIšeKriterijumska Optimizacija I KOmpromisno Rešenje (in Serbian, VIKOR) method under uncertainty, where this uncertainty is captured by Fuzzy Belief Structures (FBS). The obtained results are then compared with a previously proposed Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method with FBSs. The results show that human related issues, along with the problems related to line and transportation system are the most important causes of delay. The obtained results of the problem seem acceptable for decision makers.

This type of research is PTK research action participants. The research site in the study program of Education elementary school teacher at Universitas PGRI Madiun. The implementation time of this research in the semester odd 2019/2020 course basic concept IPS. This research carried out several phases in its research, such as: monitoring, results, evaluation and reflection. Data analysis techniques in the form of quantitative description. Results of the conclusion of this study show: 1). The model of learning with Probing Promting model can improve the quality of course study of the DasarIPS concept, can be seen from the level of student activity, and test results. 2). The process of selecting a drawing coloring tool in one of the Cianjur city painting studios takes a long time, because the child must first try each type of drawing coloring tool. based on this problem discussed about the selection of coloring tools for beginners by using the Analytic Hierarchy Process (AHP) and Product Weight (WP) methods.  AHP test results obtained five criteria, namely comfort, convenience, safety, color quality and product quality of the ten recommended criteria based on observations and interviews. The five criteria are used as criteria for determining the selection of drawing tools for crayons, colored pencils, watercolors, markers, and oil pastels. the final result of the calculation of the Analytical Hierarchy Process (AHP) method shows that crayons are the most important alternative with a weight value of 0.20. while the test results of the Weighted Product (WP) method conclude that the brand code V4 is the crayon product brand chosen because the brand code V4 has the highest alternative value of the other ten products namely V4 = 0.118.

The internet connection used in the computer laboratory must be protected from all kinds of interference. One way to do this is by means of Load balancing with the Per Connection Classifier (PCC) method. The research results show that the proposed load balancing technique becomes a balanced traffic load on each ISP or gateway so that bandwidth usage is more efficient and able to speed up internet network connections. It also proposes a failover technique to help reduce internet network connections where connection failures occur on one of the ISP lines. In testing and packet Loss and Throughput each 6 stages have been carried out. Namely with the results obtained from testing the Loss package 10, 20, 30, 40, 50, 60 minutes. <p class="Abstrak">Batik merupakan warisan budaya bangsa Indonesia yang telah diakui oleh UNESCO. Hampir seluruh daerah di Indonesia memiliki batik khas dengan filosofi dan makna yang berbeda-beda. Semarang merupakan salah satu kota yang memiliki batik khas dan banyak terdapat UKM perajin batik. Butik Batik Hatta adalah salah satu UKM binaan Bank Jateng yang bergelut pada bidang manufaktur batik. Pemilihan kain terbaik menjadi masalah utama dalam pembuatan pakaian, hal ini terjadi karena banyaknya bahan yang dimiliki dan model pakaian yang akan dibuat. Proses pengambilan keputusan dapat diminimalisir agar tidak terjadi kesalahan, maka dibutuhkan pengamatan yang akurat dan beberapa pertimbangan dari pengambil keputusan dari segi tekstur, kualitas warna, kualitas bahan, dan lainnya dalam menentukan kain terbaik untuk pembuatan pakaian dalam waktu yang cepat secara kuantitatif. Pada saat ini Butik Batik Hatta masih menggunakan sistem manual dalam menentukan keputusan pemilihan kain terbaik untuk pembuatan pakaian, hal ini dianggap kurang efisien dan rentan terjadinya kekeliruan, sehingga dibutuhkan sebuah Sistem Pendukung Keputusan (SPK). Metode yang digunakan adalah metode COPRAS <em>(Complex Proportional Assessment), </em>hasil yang akan diperoleh berupa rekomendasi yang kompleks dan akurat dalam menentukan bahan terbaik untuk pembuatan pakaian pada Butik Batik Hatta. Alternatif kain yang terpilih adalah kain katun dengan hasil akhir 100%. Hasil uji koefisien Spearman Rank diperoleh nilai sebesar 0.866% artinya metode ini layak untuk digunakan.</p><p class="Abstrak"> </p><p class="Abstrak"><em><strong>Abstract</strong></em></p><p><em>Batik is a cultural heritage of Indonesia that has been recognized by UNESCO. Almost all regions in Indonesia have typical batik with different philosophies and meanings. Semarang is a city that has a unique batik and there are many UKM batik crafters, Butik Batik Hatta is one of the UKM fostered by the Bank of Central Java which deals with batik manufacturing. The selection of the best fabric is the main problem in making clothes, this happens because of the many materials that are owned and the model of clothing to be made. The decision making process can be minimized so that errors do not occur, it requires accurate observations and several considerations from decision makers in terms of texture, color quality, quality of materials, and others in determining the best fabric for making clothing in a fast time quantitatively. Butik Batik Hatta is still using a manual system in determining the decision to choose the best fabric for making clothes, this is considered to be less efficient and prone to mistakes, so a decision support system (DSS) is needed. The method used by researchers is the COPRAS (Complex Proportional Assessment) method, the results that will be obtained in the form of complex and accurate recommendations in determining the best fabric for making clothes at the Butik Batik Hatta. The alternative fabric chosen is cotton fabric with a final result of 99.75%. Spearman Rank coefficient test results obtained a value of 0.866% means that this method is feasible to use.</em></p><p class="Abstrak"><em><strong><br /></strong></em></p>
