ASSESSMENT OF THE APPLICABILITY OF LARAWAN TECHNOLOGIES FOR THE ORGANIZATION OF A BACKUP COMMUNICATION CHANNEL FOR METEOROLOGICAL SUPPORT OF AIRFIELDS

В настоящее время информация о состоянии атмосферы широко используется как при составлении прогнозов погоды, так и при решении многих экономических задач. Существенная особенность метеорологических явлений - их пространственно-временная изменчивость. Это вызывает необходимость такой организации наблюдений, которая позволит своевременно отметить возникновение явления и проследить за ходом его развития. Статистика показывает, что в период с 1997 по 2000 годы произошло порядка 193 авиационных инцидентoв, которые обусловлены недостатками метеорологического обеспечения полетов. Поэтому задача повышения качества метеорологического обеспечения является актуальной. На основе модельных и практических экспериментов показано, что беспроводной канал связи LoRaWaN способен объединить весь поток данных, поступающих с удаленных метеорологических датчиков, которые используют разные протоколы для взаимодействия друг с другом. В ходе выполнения эксперимента получены положительные результаты, доказывающие возможность организации таких каналов связи для задач метеообеспечения аэродромов. Также приводится структурная схема для организации канала связи. При этом не требуется прокладка кабельных коммуникаций связи, когда стоимость такого вида работ, включая согласование, зачастую значительно превышает стоимость самого метеорологического оборудования At present, information on the state of the atmosphere is widely used both in the preparation of weather forecasts and in solving many economic problems. An essential feature of meteorological phenomena is their spatial and temporal variability. This makes it necessary to organize observations in such a way that will allow timely noting the occurrence of the phenomenon and monitoring the progress of its development. Statistics show that in the period from 1997 to 2000 there were about 193 aviation incidents, which were caused by shortcomings in the meteorological support of flights. Therefore, the task of improving the quality of meteorological support is urgent. This article shows, based on model and practical experiments, that the LaRaWAN wireless communication channel is able to combine the entire data stream coming from remote meteorological sensors using various communication protocols among themselves. During the experiment, I obtained positive results, proving the possibility of organizing such communication channels for the tasks of meteorological support of airfields. A block diagram for the organization of a communication channel is also provided. At the same time, the laying of cable communications is not required, when the cost of this type of work, including coordination, often significantly exceeds the cost of the meteorological equipment itself

<p>Actual, continuously available information on the accuracy of forecasts can support both weather services and users of forecasts in quality assurance during operations and identify systematic weaknesses. Comparing the forecast success of different forecasting methods allows decision makers in the weather service and on the user side to evaluate the cost-benefit ratio of available forecasting approaches, be it different models, DMO and post-processing, or different providers. Finally, in addition to on-off experiments for version comparison, the success of developments to the forecast system can be seen in the comparison of time series of verification results against those of other forecasts. </p><p>From the development of the forecasting process to daily operations to the use of forecasts in subsequent industry applications, stakeholders have very different questions about the quality of weather forecasts. From the weather room, there is a particular need for up-to-date information on the previous day's forecast success and rapid access to case verification analyses following unusual events. Especially in B2B, case-specific comparison with the success of other forecasts is also in demand. For management, on the other hand, longer-term trends in forecast quality are the focus of interest. Finally, users often base their choice of a forecasting provider not only on procurement costs and convenience of access, but also take into account the current forecast accuracy of their relevant parameters, in their region, in the forecast horizon relevant to them. Especially weather-sensitive industries such as road weather services, energy production and transmission, but also media often agree with forecast suppliers on continuous monitoring of forecast quality. </p><p>We present different perspectives and questions and show possible answers as use cases in a verification portal.</p>

Abstract. The article considers the problem of evaluating, on a multicriteria basis, the quality of work of elements of the transport and technological system of the seaport.The method for evaluating the performance indicators of the transport and technological system of the seaport is based on the formation and comparison of a data array of conditional indicators of economic, environmental, social, functional and other types of effectiveness of this system.The management of the international transport system, which is the transport and technological system of the seaport, bears a rather complicated econometric character with the logistic principles of “compromise, non-interference, quality, risks” and others. A simpler is the assessment of quality on a multi-criteria basis using human-machine procedures, which is relevant for evaluating the operation of the transport and technological system of the seaport in modern conditions of deregulation. This is typical for seaports.The human-machine procedure involves the use of two possibilities: the first is reliably necessary and accurate data received from decision makers; the second is the development of an algorithm and program that allows you to speed up the calculations of the necessary estimates and establish estimates of the cost of the quality of work in the transport and technological system of the seaport.Particular attention when using the apparatus of human-machine procedures for calculating the quality assessment on a multi-criteria basis deserves the choice of weight criteria with an assessment of the “importance” of deviations of the cost of the work of a particular element from the indicators in the practice of individual elements of the transport and technological system of the seaport.The quality of work of the elements of the transport and technological system of the seaport should be assessed on a multi-criteria basis at the cost of achieving the value of the corresponding estimated efficiency indicator depending on the value of the cargo.A block diagram of the algorithm has been compiled to accelerate the calculation of the necessary estimated data for establishing an estimate of the cost of the quality of work in the transport and technological system of the seaport, which determines the coefficients of the weight of costs in evaluating the work of its individual elements.Thus, the developed method makes it possible to assess, on a multicriteria basis, the volume of costs, the efficiency and quality of work of any element of the transport and technological system of the seaport in uncertain conditions, especially when deregulating cargo transportation, as well as to outline and develop specific measures to improve the estimated performance of this system.

Abstract This article describes progress in the homogenization of global radiosonde temperatures with updated versions of the Radiosonde Observation Correction Using Reanalyses (RAOBCORE) and Radiosonde Innovation Composite Homogenization (RICH) software packages. These are automated methods to homogenize the global radiosonde temperature dataset back to 1958. The break dates are determined from analysis of time series of differences between radiosonde temperatures (obs) and background forecasts (bg) of climate data assimilation systems used for the 40-yr European Centre for Medium-Range Weather Forecasts (ECMWF) Re-Analysis (ERA-40) and the ongoing interim ECMWF Re-Analysis (ERA-Interim). RAOBCORE uses the obs−bg time series also for estimating the break sizes. RICH determines the break sizes either by comparing the observations of a tested time series with observations of neighboring radiosonde time series (RICH-obs) or by comparing their background departures (RICH-τ). Consequently RAOBCORE results may be influenced by inhomogeneities in the bg, whereas break size estimation with RICH-obs is independent of the bg. The adjustment quality of RICH-obs, on the other hand, may suffer from large interpolation errors at remote stations. RICH-τ is a compromise that substantially reduces interpolation errors at the cost of slight dependence on the bg. Adjustment uncertainty is estimated by comparing the three methods and also by varying parameters in RICH. The adjusted radiosonde time series are compared with recent temperature datasets based on (Advanced) Microwave Sounding Unit [(A)MSU] radiances. The overall spatiotemporal consistency of the homogenized dataset has improved compared to earlier versions, particularly in the presatellite era. Vertical profiles of temperature trends are more consistent with satellite data as well.

Introduction. The article describes the models of behaviour of agricultural enterprises in the context of the need of land resources increasing. The principles of organization of accounting and analytical activity on the basis of organization of a comprehensive analytical apparatus for land resources management are substantiated. In the context of solving the main problems, which have been identified during the study, a block diagram of accounting and analytical support for managing the land resources of agricultural enterprises in the land market is worked out. This diagram integrates the internal and external processes of land use, provides for the formation of clear accumulative analytical forms, which are designed to improve the quality of management decisions and to reduce the uncertainty and risks associated with operations with land plots and their use. Purpose. The article aims to determine the directions of adaptation of the analytical apparatus of agricultural enterprises to the requirements of the land market. Results. A block diagram has been proposed. This diagram will ensure the creation of a unified information base on land use with great analytical capabilities. Among them, we can distinguish the ability to carry out analytical sampling on any parameters (lease term, rent, the amount of rent, the cost of agro-chemical operations, the amount of material costs for a particular site, etc.). The availability of such information allows us to monitor the efficiency of the use of not only agricultural lands in aggregate, or, at the maximum, according to the sown areas, but also separately, which is according to the allocated field or a separate plot of land.

Unemployment is one of the economic problems in Indonesia. Judging from the level of education that was completed there were unemployment from the level of college graduates. This encourages the level of competition in getting jobs to be more stringent, so that college graduates (bachelor of Statistics in IPB) must have the preparation of various factors to maintain the quality of their graduates. The quality of college graduates can be seen from the length of time waiting to get a job. This study aims to determine the influential factors in getting a job for graduates of the IPB Statistics degree, so that the CHAID method can be used in this study. The results of CHAID's analysis in this study in the form of tree diagrams using α = 10% explained that the factors influencing the waiting period variables were sex, internship, and the ability to master statistical software, where the accuracy value generated by the classification model was 79.3 %.

The accuracy in administering the diagnosis code was the important matter for medical recorder, quality of data was the most important thing for health information management of medical recorder. This study aims to know the coder competency for accuracy and precision of using ICD 10 at X Hospital in Pekanbaru. This study was a qualitative method with case study implementation from five informan. The result show that medical personnel (doctor) have never received a training about coding, doctors writing that hard and difficult to read, failure for making diagnoses code or procedures, doctor used an usual abbreviations that are not standard, theres still an officer who are not understand about the nomenclature and mastering anatomy phatology, facilities and infrastructure were supported for accuracy and precision of the existing code. The errors of coding always happen because there is a human error. The accuracy and precision in coding very influence against the cost of INA CBGs, medical and the committee did most of the work in the case of severity level III, while medical record had a role in monitoring or evaluation of coding implementation. If there are resumes that is not clearly case mix team check file needed medical record the result the diagnoses or coding for conformity. The quality of the software can be measured by its return on investment. Factors which may affect the return on investment (ROI) is the tangible factors (such as the cost) dan intangible factors (such as the impact of software to the users or stakeholder). The factor of the software itself are assessed through reviewing, testing, process audit, and performance of software. This paper discusses the consideration of return on investment (ROI) assessment criteria derived from the software and its users. These criteria indicate that the approach may support a rational consideration of all relevant criteria when evaluating software, and shows examples of actual return on investment models. Conducted an analysis of the assessment criteria that affect the return on investment if these criteria have a disproportionate effort that resulted in a return on investment of a software decreased. The public has ever-rising expectations for the environmental quality of the North Sea and hence of everreducing anthropogenic inputs; by implication society must be willing to accept the cost of reduced contamination. The chemical industry accepts that it has an important part to play in meeting these expectations, but it is essential that proper scientific consideration is given to the potential transfer of contamination from one medium to another before changes are made. A strategy for North Sea protection is put forward as a set of seven principles that must govern the management decisions that are made. Some areas of uncertainty are identified as important research targets. It is concluded that although there have been many improvements over the last two decades, there is more to be done. A systematic and less emotive approach is required to continue the improvement process.
