Abstract The sanitation regulatory milestone in Brazil was established in 2007; regulatory agencies are responsible for assuring that service providers work in compliance with sanitation plans. The Water Supply and Sanitation Services (WS&SS) provided to subnormal clusters present peculiar features that require regulatory agencies to have appropriate tools to perform such monitoring. The aim of the current article is to build and present a system of indicators used for this purpose. A combination of traditional and participatory approaches was used to collect the indicators. Eleven indicators were proposed in the participatory approach and twelve were inserted in the traditional approach. These indicators were assessed by experts and applied to Cubatão County. Thus, a system comprising twenty-three indicators is herein presented to help monitoring the contractual and planning goals of WS&SS provided to subnormal clusters. The model is innovative and can be used in Incentive-based or in Sunshine regulations.

Abstract Purpose This study describes an interdiscursive evidence-based priority setting process with pregnant and parenting adolescents and their services providers. Methods A mixed methods literature review identified studies reporting on perinatal outcomes and experiences of adolescents during pregnancy to 12 months post-partum published in Canada after 2000. We also calculated relative risks for common perinatal risk factors and outcomes for adolescents compared to adult populations from 2012 to 2017 based on data from a provincial database of maternal and newborn outcomes. Two trained peer researchers identified outcomes most relevant to their peers. We shared syntheses results with four service providers and 13 adolescent mothers accessing services at a community service organization, who identified and prioritized their areas of concern. We repeated the process for the identified priority issue and expanded upon it through semi-structured interviews. Results Adolescent mothers face higher rates of poverty, abuse, anxiety and depression than do adult mothers. Adolescents prioritized the experience of judgment in perinatal health and social services, particularly as it contributed to them being identified as a child protection risk. Secondary priorities included loss of social support and inaccessibility of community resources. The experience of judgment in adolescent perinatal health literature was summarized around: being invisible, seen as incapable and seen as a risk. Adolescent mothers adapted these categories, emphasizing organizational and social barriers. Conclusions Young marginalized women are disproportionately affected by inequities in perinatal outcomes, yet their perspectives are rarely centered in efforts to address these inequities. This research addresses health inequities by presenting a robust, transparent and participatory approach to priority setting as a way to better represent the perspectives of those who carry the greatest burden of health inequities in evidence syntheses. In our work, marginalized adolescent parents adapted published literature around the experience and consequences of social stigma on perinatal outcomes, shifting our understanding of root causes and possible solutions.

This study examined the current state of water demand and associated energy input for water supply against a projected increase in water demand in sub-Saharan Africa. Three plausible scenarios, namely, Current State Extends (CSE), Current State Improves (CSI) and Current State Deteriorates (CSD) were developed and applied using nine quantifiable indicators for water demand projections and the associated impact on energy input for water supply for five Water Service Providers (WSPs) in Kenya to demonstrate the feasibility of the approach based on real data in sub-Saharan Africa. Currently, the daily per capita water-use in the service area of four of the five WSPs was below minimum daily requirement of 50 L/p/d. Further, non-revenue water losses were up to three times higher than the regulated benchmark (range 26–63%). Calculations showed a leakage reduction potential of up to 70% and energy savings of up to 12 MWh/a. The projected water demand is expected to increase by at least twelve times the current demand to achieve universal coverage and an average daily per capita consumption of 120 L/p/d for the urban population by 2030. Consequently, the energy input could increase almost twelve-folds with the CSI scenario or up to fifty-folds with the CSE scenario for WSPs where desalination or additional groundwater abstraction is proposed. The approach used can be applied for other WSPs which are experiencing a similar evolution of their water supply and demand drivers in sub-Saharan Africa. WSPs in the sub-region should explore aggressive strategies to jointly address persistent water losses and associated energy input. This would reduce the current water supply-demand gap and minimize the energy input that will be associated with exploring additional water sources that are typically energy intensive.

The current article suggests that alternatives to the current traditional learning methods are essentials if learning institutions are to provide people with effective life skills that enable them to be autonomous learners. This suggestion is based on a body of literature on alternative learning which stresses the need for fundamental change and hence, a paradigm shift in perception of learning in order to cope with the world-wide information explosion. The alternative non-traditional approach proposed in geodesic learning which stresses learning how to learn and self-directed inquiry as essential life skills which enable systems as well as the people in the systems to bring about their own transformation in response to changing situations and requirements. The current article discusses an alternative service delivery model, the geodesic information processing model, which falls within the realms of the geodesic philosophy. The implications of this alternative approach for the speech-language therapist are discussed.

Drinking-water supply and sanitation services are essential for human health, but their technologies and management systems are potentially vulnerable to climate change. An assessment was made of the resilience of water supply and sanitation systems against forecast climate changes by 2020 and 2030. The results showed very few technologies are resilient to climate change and the sustainability of the current progress towards the Millennium Development Goals (MDGs) may be significantly undermined. Management approaches are more important than technology in building resilience for water supply, but the reverse is true for sanitation. Whilst climate change represents a significant threat to sustainable drinking-water and sanitation services, through no-regrets actions and using opportunities to increase service quality, climate change may be a driver for improvements that have been insufficiently delivered to date.

Purpose The purpose of this paper is to propose the microeconomics concept of elasticity to estimate the SERVQUAL gap elasticity to derive important insights for service providers to develop the right strategies to bridge the overall gap in service. Design/methodology/approach The dimensions of SERVQUAL adopted from Parasuraman et al. (1988) and Kumar et al. (2009) are first verified for their unidimensionality using structural equation modeling and reliability in the context of United Arab Emirates banking industry. Furthermore, the technique of dominance analysis is used to derive the relative importance of dimensions for different groups of banks. Finally, the stepwise log-linear regression models are used to estimate the gap elasticity to measure the responsiveness of the overall SERVQUAL gap to a change in customers’ perception on different dimension. Findings The results reveal that the dimension which is prioritized as the most important dimension need not to be the one to be targeted under the resource constraint to react faster to the changes of customers’ banking behavior. Originality/value This is probably the first attempt to examine the service quality through gap elasticity. This method is especially useful when the traditional approach to measure relative importance of critical factors fails to clearly discriminate between two or more dimensions, which, in turn, may lead to failure in decision making to choose the right strategies to bridge the overall gap in the service.

This paper describes the intervention strategy to improve water security in Sultanpur, a village in periurban Gurgaon, India. Most approaches to improving natural resource management in periurban contexts focus on mobilising the community; little attention is paid to reorienting the state or strengthening the user-bureaucracy interface. This paper describes the action research process that was followed to reorient civic agencies engaged in the provisioning of water and to break from a situation of distrust and prisoners' dilemma between water users and service providers. The paper argues that the creation and provision of a platform for direct engagement between water users and service providers can be a key tool for improving periurban water security. These platforms can provide support in building community resilience to face challenges such as climate variability and urbanisation, both of which threaten periurban water security. The action research emphasises on building the community's capacity to ask for improved water supply and to negotiate with state service providers, rather than augmenting water supply physically.
