Budget Management Analysis in Khyber Pakhtunkhwa for Improved Service Delivery

Purpose Effective performance management of local governments is essential for efficient service delivery to the citizens. This is especially true for developing countries where performance management of public sector is severely lacking. The purpose of this paper is to discuss a pioneering and effective performance management framework that has been implemented in the province of Khyber Pakhtunkhwa, Pakistan. Design/methodology/approach The paper outlines the design and implementation of the system in light of relevant research work. Latest digital technologies including smartphone applications and social media have been used to make the system effective and responsive to the needs of the citizens and sustainable in the long term. Findings The impact of the system includes a drastic reduction in polio infection cases by 90 percent in the province and the successful completion of one of the biggest afforestation campaigns in the world in recent years. In addition, noteworthy improvements in public health, education and municipal services have also been achieved through this system in a province that has a population of 30.5 m. Research limitations/implications The paper uses field data to highlight the positive impact of the system which has been operational for more than two years now. Practical implications The strong positive impact of the system supports the case for implementation of similar public sector reforms in other developing countries. Social implications The implementation of the system has resulted in significant improvements in social sector service delivery. Originality/value There is very limited literature available on successful performance management reforms in the public sector of the developing world. Therefore, this case study can be a very important resource.

While the relationship between decentralization and service delivery is underpinned by a set of normative theoretical assumptions, yet not only does the empirical evidence concerning this so-called relationship to date remains inconclusive at best but our understanding of the causes of ineffectiveness of decentralization initiatives with respect to service delivery is also striking. This article attempts to contribute to the debates concerning the relationship between decentralization and service delivery through an analysis of decentralization measures undertaken by the Government of Pakistan during the early 21st Century with the announced aims of improving the efficiency and responsiveness of government as well as the delivery of public services. Notwithstanding a decade of decentralized service delivery, wellbeing outcomes across districts in Khyber Pakhtunkhwa province demonstrated remarkable discrepancy such that while some districts witnessed considerable amelioration in their respective composite indices, others experienced a marked deterioration, thus calling into question the normative assumptions that undergird the relationship between decentralization and service delivery. This article seeks to explain this outcome through a comparative case study of two localities in Khyber Pakhtunkhwa province viz districts “Swabi” and “Lower Dir,” both of which had witnessed marked deterioration and amelioration in wellbeing outcomes, respectively, in the ex-post of implementation of the Devolution Plan. Data for the study were collected through in-depth interviews and focus group discussions. The results demonstrate that political dynamics such as the nature of relationship between district governments and the provincial government, extent of political polarization prevalent within or among different levels of the local government system, and the role of bureaucracy turn out to be important factors that ostensibly account for the deterioration of wellbeing outcomes in Swabi district over the course of a decade of implementation of the local government system. The findings suggest that political factors have overshadowed technical considerations in terms of explaining the discrepant outcomes of decentralized service delivery across the two localities.

Educational audiologists often must delegate certain tasks to other educational personnel who function as support personnel and need training in order to perform assigned tasks. Support personnel are people who, after appropriate training, perform tasks that are prescribed, directed, and supervised by a professional such as a certified and licensed audiologist. The training of support personnel to perform tasks that are typically performed by those in other disciplines is calledmultiskilling. This article discusses multiskilling and the use of support personnel in educational audiology in reference to the following principles: guidelines, models of multiskilling, components of successful multiskilling, and "dos and don’ts" for multiskilling. These principles are illustrated through the use of multiskilling in the establishment of a hearing aid monitoring program. Successful multiskilling and the use of support personnel by educational audiologists can improve service delivery to school-age children with hearing loss.

As the field of telepractice grows, perceived barriers to service delivery must be anticipated and addressed in order to provide appropriate service delivery to individuals who will benefit from this model. When applying telepractice to the field of AAC, additional barriers are encountered when clients with complex communication needs are unable to speak, often present with severe quadriplegia and are unable to position themselves or access the computer independently, and/or may have cognitive impairments and limited computer experience. Some access methods, such as eye gaze, can also present technological challenges in the telepractice environment. These barriers can be overcome, and telepractice is not only practical and effective, but often a preferred means of service delivery for persons with complex communication needs.

Abstract School speech-language pathologists (SLPs) are increasingly likely to serve children of gay, lesbian, bisexual, and transgender (GLBT) parents or GLBT students as cultural and societal changes create growth in the population and increased willingness to disclose sexual orientation. The American Speech-Language-Hearing Association (ASHA) has a progressive nondiscrimination statement that includes sexual orientation as a protected status and strongly urges the membership to develop cultural competence as a matter of ethical service delivery. The purpose of this article is to describe cultural competence in relation to GLBT culture, discuss GLBT parent and student cultural issues as they are important in parent-school or student-school relations, and to provide suggestions for increasing sensitivity in these types of interactions. A list of resources is provided.
