Abstract Introduction: it is considered that the stakeholders participation in the decision- making process increases their efficiency and effectiveness; however, in the context of studying Russian regional environmental policy, the issue of identification, interests and main directions of interaction between key actors and stakeholders remains under-examined. Objectives: identifying directions and possible forms of cooperation between stakeholders and subjects of Russian regional environmental policy. Methods: classification method. Results: the key stakeholders of Russian regional environmental policy are revealed; the powers of regional authorities in the field of environmental protection are established; the main directions and possible forms of cooperation between stakeholders and subjects of Russian regional environmental policy are specified. Conclusions: there are four key groups of stakeholders that influence the decision-making process in the framework of regional environmental policy (federal government and local authorities, civil society, small, medium and large businesses and universities). Based on the analysis of the regional authorities’ powers, six directionsof cooperation between stakeholders and subjects of Russian regional environmental policy are identified. The most relevant direction for all stakeholders is to ensure environmentally safe waste management; it allows attracting the maximum number of participants and doesn’t require serious financial investments, but mainly only initiative. Possible forms of cooperation between stakeholders and subjects of Russian regional environmental policy are presented for each direction.

The case deals with an ethical dilemma of an entrepreneur. Chandran, a qualified contractor, had secured an electrical contract from a premier government organization. It was a turnkey project to be executed in a given period of time. In the process of work, he comes across major problems. He could not abandon the project or compromise on his moral values. He wanted a way out to salvage this project that was slowly slipping from his control. This case examines the ethical issues that confront small businesses, employees, suppliers and key stakeholders of every organization and explores the mindset of participants, their personal values and their decision making rationale. The participants get an opportunity to identify with the difficult choices a business situation may throw when ethical mindset clashes with the decision making process.

Efficient allocation of land between competing uses deserves attention, due both to market failure and government intervention failures. In order to devise efficient agro-environmental programs for the management of landscape amenities, it is important to understand individual’s preferences. The purpose of this paper is, on the basis of the identification of the basic requirements of policy decision-making process, to assess the possibilities of integration of demand for landscape amenities protection to the agri-environmental policy.

O presente artigo visa analisar o Orçamento Participativo de Porto Alegre (OPPOA) como política orçamentária de auxílio na tomada de decisão dos gastos públicos através da participação popular. Embasa-se no marco teórico de promoção desta participação nas democracias ao longo dos anos e na formação do conceito de “democracia participativa”, onde a sociedade civil assume maior relevância no momento de tomada de decisões. Apresenta a formação histórica do OPPOA e a evolução das instâncias participativas em Porto Alegre. Revisa sua estrutura jurídica-legal e seu processo de tomada de decisão, considerando o envolvimento da sociedade civil. Analisa-o como instrumento de incentivo à atuação dos cidadãos na administração conjunta da cidade, através da elaboração do orçamento municipal e da escolha, em assembleias populares, das obras públicas prioritárias para sua região e para o município. Ao fim, analisa a participação popular nas suas instâncias nos anos de 2011 a 2015, comparando dados fornecidos pela prefeitura de Porto Alegre, o volume da participação popular e os valores dispendidos pelo programa. Por se tratar de pesquisa descritiva e quantitativa, a metodologia utilizada enfatizou a coleta de dados, a revisão bibliográfica e a análise documental, em especial leis municipais e normas relacionadas com o OPPOA.  Palavras-Chave: Orçamento Público; Orçamento Participativo; Participação Popular; Políticas Públicas; Porto AlegreAbstract This article aims at analyzing Porto Alegre’s participatory budget (OPPOA) as a budget policy that helps the decision-making process of the public expenditure through popular participation. It’s based in the theoretical framework of promoting participation in democracies over the years and creating a "participatory democracy" concept, in which the civil society takes on a greater relevance in the decision-making moments. It presents the historical formation of the OPPOA and the evolution of participative instances in Porto Alegre. It reviews its legal structure and its decision-making process, considering the value of civil society participation. It analyzes the OPPOA as a tool for encouraging popular participation in the joint administration of the city, through the elaboration of the municipal budget and the choice, in popular meetings, of the priority public constructions for their region and their municipality. Finally, analyze the popular participation in the OPPOA’s instances between the years of 2011 until 2015, comparing data supplied by Porto Alegre’s administration, the volume of popular participation in the program and the values spent. Since this research is descriptive and quantitative, the methodology emphasized data collection, literature review and document analysis, in particular Porto Alegre’s municipality laws and standards regarding the OPPOA.  Keywords: Public Budget; Participatory Budgeting; Popular Participation. Purpose This paper aims to address and identify the major stakeholders in the medical tourism industry, based on their participation in medical tourism activities and their support for medical tourism development. Design/methodology/approach This paper systematically reviews the content of medical tourism studies from literature to identify key stakeholders and address the roles they play in the medical tourism industry. Findings This study shows that the key stakeholders in the medical tourism industry are eight, namely, medical tourists, health-care providers, government agencies, facilitators, accreditation and credentialing bodies, health-care marketers, insurance providers and infrastructure and facilities. These stakeholders strongly influence medical tourists’ decision-making process in seeking medical treatment abroad. Besides, a successful medical tourism development depends greatly on the excellent partnership between all stakeholders. Practical implications This paper sheds light on the crucial role of these stakeholders that can be an important consideration in medical tourists’ decision-making process and industry growth. The study can facilitate policymakers in designing and developing policies to improve medical tourism practices. Originality/value This paper expands the knowledge about medical tourism literature by identifying and explaining the significant role of each stakeholder in the industry. The results of this paper are quite revealing to all practitioners in terms of the potential strategies and medical tourism growth. The study establishes a foundation for future medical tourism research in the rapidly growing industry.

The quests for sound organizational management and efficient corporate governance have received more impetus in today's business environment. This is because it has been observed especially among large scale enterprises and multinational companies of incidences of wastage of human and material resources, inefficiency and sluggishness in the corporate decision making process at huge cost to the company on one hand and to shareholders on the other. In contemporary corporate setting especially in situations where huge sums are budgeted for information and communication technologies, large scale organisations tend to have more specialisation, departmentalisation, centralization, and regulation than small scale enterprises. Particularly, companies with wide variety of products often give preference to divisionalisation purposely to ensure efficiency and effectiveness in the corporate decision-making process.

NGOs and CSOs have progressively enjoyed easy access to, and better possibilities to affect decision-making processes taking place within the Inter-American Development Bank (‘the Bank’ or the ‘IDB’), including also the most recent decisions of the IDB affecting the relationship between Spain and the Latin American and Caribbean (LAC) countries. Indeed, in particular the increasing intensity of NGO and CSO activities and their involvement in the performances and activities of the Bank and of its governing bodies at different levels and stages show that NGOs and CSOs over the last decade have become essential, though often under-recognized components of the operational structures of the internal governance of the IDB. CSOs may be, and often are, eligible to directly receive financings from the Bank. Starting from a brief introduction of the Bank followed by a set of normative arguments on the key accountability challenges facing the IDB Group, the paper will deal with the issue of NGO and CSO participation in relation to the decision-making process on the IDB Group’s financed operations, investment and programmatic lending operations. It will also consider the social and environmental accountability initiatives that derive from the Bank’s core aims of achieving poverty eradication and effective and sustainable development. In doing so, approaching the topic from an international legal perspective, the paper will first explore the broad and inclusive definition of what constitutes a ‘civil society organization’ for the IDB and its affiliated organizations. Secondly, and in more detail, it will consider the “Strategy for Promoting Citizen Participation in Bank Activities” as approved by the IDB Board of Directors in 2004 in order to expand, strengthen and systematize citizen and civil society participation in the Bank’s activities. Thirdly, the paper will focus on the Guidelines for the functioning of the Civil Society Advisory Councils (the ‘Guidelines’). Fourthly, it will describe how NGO and CSO participation is taken into account by the internal instruments of the Bank envisaging citizen and civil society participation in the IDB’s financial activities (including the most recent activities to enhance the trade and investment relationship between Spain and LAC countries). Therefore, the key features and characteristics of the Guidelines that are of special significance to NGO and CSO participation in the decision-making process on the IDB’s financed operations and in furthering the accountability of the Bank to its constituents – such as the criteria for the establishment and participation of CSOs and NGOs, the notification procedure, the meaning of ‘Civil Society Consulting Groups’, the methods for consultations at operational level, the possibilities for civil society groups and movements, including Spanish civil society groups and movements, to increase human rights and democratic accountability – will all be, in turn, the subject of specific analyses. Finally, the paper will conclude with some observations on the social and democratic accountability of the IDB to civil society and non-state actors, referring in particular to the experience of the internal accountability mechanism established by the IDB’s Board of Governors (the Bank’s highest authority) in 1994 – the Independent Investigation Mechanism of the Inter-American Development Bank (the ‘Independent Mechanism’) – that was established with the aim of “increasing the transparency, accountability, and effectiveness” of the Enhancing Democratic Accountability? 45 Bank and recently replaced by the created Independent Consultation and Investigation Mechanism (ICIM) effective on June 30, 2010.

La investigación en sistemas y servicios de salud tiene como principales objetivos contribuir a la toma de decisiones y a la definición de políticas para mejorar la eficiencia y la efectividad de los sistemas de salud. Se realizó una revisión bibliográfica y documental con el objetivo de exponer algunos de los retos que enfrenta este campo investigativo para cumplir con sus propósitos. Además, se analizaron algunas propuestas para vencer estos retos. La asunción de la investigación en sistemas y servicios de salud como un campo científico esencial en todos los sistemas de salud, el desarrollo de capacidades para su realización y la constitución de una comunidad científica son algunas de las propuestas que pueden incidir de manera positiva en el alcance de las metas para mejorar los sistemas de salud.ABSTRACTThe research in health care systems and services aims to add to the improvement of such and to add in the decision making process its efficiency and effectiveness. A bibliographical and documentary review with the objective of exposing some of the challenges faced in this area of research was made. Abstract EC is considered a «bridge» between Europe and civil society. The councilors represent directly the interest of EC’s civil society. The Committee plays either the role of the welcoming structure for some forums of the participating democracy or the role of warrantor for a pluralist model that strengthens the legitimacy of the decision-making process. Thanks to the role granted by the Treaty, its structure and competences, ESC comprises a privileged place for the representation, information and expression of the organized civil society; by this, it admits the operation of the only “field” of its kind between Europe and the citizens. In case the Committee of the Regions represents whether originally or not a fundamental step in the development of the “Europe of the Regions” it is not very clear. The example of federal states of Germany used by the Committee of the Regions as an expression tool of their opinion at European level, is successful. However, it should be mentioned that CoR has achieved to be an independent body in a short period of time, able to reflect essential influencing opinions on regional issues.

The U.S. Supreme Court is but one of three political institutions within the structure of the U.S. federal government. Within this system of separated powers it rules on the constitutionality of some of the nation’s most important legal and political issues. In making such decisions, the nation’s highest court may be considered the most powerful of the three branches of the U.S. federal government. Understanding this process will allow scholars, students of the Court, and Court watchers alike to gain a better understanding of the way in which the justices conduct their business and to come to terms with some of the most important legal and political decisions in our nation’s history. Combining a theoretical account of Supreme Court decision-making with an examination of its internal decision-making process illuminates this opaque institution.

PurposeThe success of energy retrofits (ER) projects is highly dependent on the involvement of right stakeholders at the right stage. So far, little insight is available from previous literature on the involvement of different stakeholders during various stages of the ER decision-making process, and their roles and functions in the respective stages. This is specifically true in the context of Energy Service Company (ESCO) led ER projects, which is an emerging trend in the current context. Hence, this paper aims to investigate the roles and functions of stakeholders during different stages of an ESCO-led ER project in the hotel sector.Design/methodology/approachAn in-depth case study was conducted in a selected hotel building to gain insights into the roles and functions of stakeholders throughout the project stages. To collect the required data, face-to-face semi-structured interviews were conducted with seven selected respondents within the case.FindingsThe study identified nine key stakeholders that were involved during five different project stages along with their functions. Based on these identified functions, four main roles (i.e. decision-maker, performer, monitor/observer, and supporter) emerged that were reflective of the nature of the stakeholders' involvement in different stages of the decision-making process. Owner/client, facilities manager (FM), ESCO and architect attached to ESCO emerged as the key “decision-makers” during project implementation process.Originality/valueThe outcomes of this research would be useful in ensuring the proactive involvement of all the identified stakeholders in respective project stages of ESCO led ER projects in the hotel sector.
