Introduction. The State strategy for the development of a healthy lifestyle of the population defines the goals, objectives and principles of public health policy, but needs to specified in relation to children. Materials and methods. There was an expert and analytical study. Materials of the analysis included Strategy of development of healthy lifestyle for the population by the Ministry of health of Russia and practices of the design of healthy lifestyle intervention for children. Results. The strategy for the formation of healthy lifestyle of the population, prevention, and control of non-communicable diseases for the period up to 2025 include the need to develop and implement measures aimed at the formation of a healthy lifestyle in children and young people; improving the effectiveness of teaching the basics of healthy lifestyle and prevention of non-communicable diseases in the school curriculum; developing and implementing a set of measures to prevent suicide among minors; improving the system of children’s nutrition in educational institutions, conducting applied and fundamental research in the field of public health. The development of children’s healthy lifestyle must be carried out in the course of their education. The introducing students to the problem of the care for their health includes a process of socialization and education, during which the child must receive the knowledge about the process of the development of their body, an interaction with social factors, acquirement skills of caring for their own health and its protection, and being to form an attitude to maintaining a healthy lifestyle. The development of a healthy, physically active lifestyle should begin on the basis of the example set by parents. The formation of a healthy lifestyle of children advanced by the activities of educational institutions included in the Russian network of schools that promote health. Health-promoting school technologies are to be extended to all educational institutions. Presented indices can be used to assess the results of the Strategy and plans for its implementation in the field of the formation of healthy lifestyle. The indices allow choosing the specific programs and projects for the region, municipality, educational organization. Conclusion. The development of a healthy lifestyle of the population should be carried out from childhood based on a special plan taking into account the growth and development patterns of children, their behavior in relation to their own health, and places of residence, approved by the Government of the Russian Federation.

Objective: The purpose of this research is to assess regulatory, organizational and methodological documents, as well as Russian and international recommendations, to use infromation from them to identify and systematize problems in prevention of chronic non-communicable diseases, and tooffer solutions. Materials and Methods: Analysis encompasees the key Federal Laws of the Russian Federation; orders, records, and reports provided by various ministries and departments of the Russian Federation,as well as by the leading research institutes; guides, manuals, and federal recommendations; the latest Russian and foreign guidelines and recommendations on prevention of chronic non-communicable diseases. Results and Discussion: Analysis was faced with a number of problems:poor correlation between changes in regulatory documents governing the prevention of chronic non-communicable diseases; incomplete allowance for international experience and guidelines on prevention of chronic non-communicable diseases, incomplete epidemiological data; poor coordination and uneven assignment of responsibilities in structures involved in prevention; shift in emphasis from population-oriented prevention and high-risk groups towards secondary prevention; below-satisfactory efficiency of tuberculosis screening in clinical examination. Conclusions: Their resolutionmay significantly increase the effectiveness of measures intendedfor prevention of chronic non-communicable diseases and their risk factors from occurence in Russia. Chronic non - communicable diseases, mainly cardiovascular diseases, are the leading cause of death worldwide, including in the Russian Federation (RF). The article analyzes the negative and positive trends of the most relevant risk factors for cardiovascular diseases for the period from 2013 to 2017, and also provides a strategy for reducing mortality in the Russian Federation for the period up to 2024 based on data from an epidemiological analysis.

Abstract This narrative review was conducted to synthesize and summarize available up-to-date evidence on current health status, including both non-communicable diseases and infectious diseases, of migrants and refugees from the former Soviet Union countries in the Russian Federation. Epidemiological and sociological studies with one or more determinants of the health, as well as relevant qualitative studies characterizing risk factors, well-being indicators, and lifestyles of migrants and refugees from the former Soviet Union countries in Russia published from 2004 to 2019 in Russian and English languages were included in the review. Despite significant limitations of the available research literature in the field, some patterns in migrants’ health in Russia and issues that need to be addressed were identified. In particular, the syndemic epidemics of communicable and non-communicable diseases, additively increasing negative health consequences, including cardiovascular diseases and chronic digestive system diseases, high rates of sexually transmitted infections and HIV, respiratory diseases and a growing percentage of new tuberculosis cases among migrants from the former Soviet Union countries are all of great concern. Possibly, the burden of these co-occurring morbidities is linked to commonly reported issues among this population group, such as poor nutrition and living conditions, high prevalence of unskilled manual labour, non-compliance with sanitary norms, lack of basic vaccinations, lack of basic knowledge about safe sexual practices and risky sexual behaviour, low healthcare seeking behaviour and limited access to health care. Importantly, these findings may urge the government to increase efforts and promote international collaboration in combating the threat of infectious diseases. Additionally, it was found that migrants had higher levels of anxiety and post-traumatic stress disorder, and those who stayed in the receiving country 5 years or more had a higher level of somatic pathology than those whose stay was less than 5 years. In order to ensure an adequate health system response and fulfil the main Universal Health Coverage principle of “leaving no one behind”, a robust monitoring system of the health status of refugees and migrants and an integrated legal framework for the standardized and more inclusive routine care for this population in Russia is urgently needed.

Widespread use of telemedicine as a method for remote medical care provision can become one of the most promising ways to optimise modern healthcare. This article proposes a methodology for adult health telemedicine screening using a system for analysing unstructured data of monitoring chronic non-communicable diseases in the population. This method is based on the risk estimation by the Decision Rules approach, and the fuzzy set theory is used as a description tool. Scientifically-based comprehensive clinical approach for the development of medical questionnaires, the knowledge of which depends on a large scientific base in the field of screening, propaedeutic, taking into account the standards and requirements of health assessment in the Russian Federation, is a fundamental difference from the existing analogues. Expert system of telemedicine questionnaire screening allows determining the health risks by specific profiles, to develop a final personalised judgment with recommendations for a healthy lifestyle, further examination, treatment, and prevention of chronic non-communicable diseases.
