The article examines approaches to identifying land resources, plots of land, the market of land plots for housing housing construction. It shows the features of the legal regulation of land plots in the Russian Federation and other countries, the categories of land for the intended purpose. Land plots, as real estate items. It gives a description of the market state for housing construction in Irkutsk, its characteristics and features. The article brings forth the results of studying the structure of supply and demand on the land plot market for housing construction in Irkutsk. It carries out an analysis of pricing and costs of residential allotments, as well as the factors affecting the demand and supply and costs of plots of land. It presents a conclusion about the state of land plot market for housing construction in Irkutsk, offers directions and approaches to its development.

The reason for writing this article was the Resolution of the Constitutional Court of the Russian Federation of October 16, 2020 No. 42-P, the adoption of which is due to the lack of proper legal regulation of the choice of the type of permitted use of a land plot by its rightholder. Federal legislation does not directly provide for the obligation of the rightholder of a land plot to choose the type of its permitted use, and there is no procedure for its implementation. Therefore, the coercion of the rightholder to conduct cadastral registration of a land plot in connection with the choice or change of its permitted use, and even more so bringing to responsibility for the use of the land plot not in accordance with its permitted use due to failure to fulfill such an obligation cannot be recognized as legal and justified. In this regard, the author made proposals for improving the legislation.

The aim of the study is to assess the innovative potential of housing construction through determining the purchasing power of citizens acquiring housing in the property. In terms of hypothesis the study offers the term of acquiring housing in property as a criterion for this assessment. This indicator displays the change in the purchasing power of citizens under the influence of various externalities. The analysis of this indicator allows us to determine the influence of these factors on the change in the purchasing power of population, to identify the reserves that contribute to its increase, and to identify the policies aimed at innovative development of construction industry. The article assesses the innovative development of housing through an in-depth analysis of factors affecting the change in the term of housing acquisition in the Russian Federation at large, as well as in the context of individual subjects of the Central and North-Western Federal Districts of Russia in the period from 2017 to 2018.

Subject. This article focuses on regional markets of banking services of the subjects of the Russian Federation. Objectives. The article aims to study interregional differences in the demand and supply of banking services in Russia to describe the territorial structure of the Russian banking system. Methods. For the study, I used logical, comparative, and statistical analyses. Results. The article describes and interprets the types of regional banking markets based on their parameterization by supply and demand at the regional level, suggests the reasons for their formation and characterizes their interrelation in the Russian banking market. Conclusions and Relevance. The development of Russian banking markets depends on their key characteristics. Regional banking markets have persistent interregional differences. The results can be used by the Bank of Russia when designing a strategic document for the development of the banking system, as well as by commercial banks.

The article deals with the problems of the Institute of urban planning zoning, including those arising from changes in the types of permitted use of land plots in terms of the possible introduction of territorial zoning instead of dividing land into categories. Despite the fact that the bill on the abolition of land categories was never adopted by the State Duma, nevertheless, the President of the Russian Federation has repeatedly pointed out the need for such a law in his instructions to the Government of the Russian Federation. Due to the fact that according to the Constitution of the Russian Federation in the current version, the instructions of the President of the Russian Federation are a direct instruction to the Government of the Russian Federation, the author believes that in the near future the issue of the abolition of land categories will become relevant again. However, in order for such a law to be adopted and not cause a serious blow to the system of land turnover, the existing institution of urban zoning must be perfectly verified.

The main provisions of the theory of reflective action of law are considered in the article. The manifestation of law reflexes in modern legal regulation is analysed on the example of land relations. Land, as the basis of life and activity of peoples who live in the territory of the Russian Federation, acts not only as an economic good and a natural resource, but also as the object of a number of property and personal non-property relations connected with them. The institution of public land easement is considered by the authors to be a reflex of law, that is, the restriction of the subjective right of a particular owner of a land plot in the interests of society, the state. The issue of the limitation of the right of land private ownership is raised on the basis of an analysis of legislation and judicial practice. The problem of the limits of the action of public easements simultaneously aimed not only at the normal exercise of all property rights by the land plot owner, but also at preserving the favourable state of the environment, at ensuring the subjective rights of other participants in land legal relations, at the implementation of a single land policy of the state indicated in the context of the development of land legislation of the Russian Federation. The conclusion, that the use of the right reflex construction has a beneficial effect on strengthening legal certainty in the face of imbalances in private and public interests in land law, is made.

Within the framework of achieving several sustainable development goals, the construction of high-quality and affordable housing for citizens is considered. According to the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2030”, it is necessary to increase the volume of housing construction to at least 120 million square meters per year. The construction of standard-class housing contributes to the achievement of these goals. The article uses regression analysis to determine the main factors affecting the construction of standard-class housing in the city of Yekaterinburg. The problems and prospects for the development of housing construction at the expense of the standard-class segment are also identified.

Introduction: the paper deals with the problems of the legal regulation of agricultural land turnover, analyzes the procedure and the main legal conflicts that arise when allocating a share from a land plot classified as agricultural land. The purpose of the study is to find solutions aimed at improving the legal regulation of agricultural land turnover. Methods: the methodological framework for the study is a set of methods of scientific knowledge, among which the main ones are the methods of analysis, synthesis, generalization, and comparative law. Results: the authors’ position justified in the work is based on the current Russian legislation and the opinions of competent scientists on the issues of clarifying the specifics of agricultural land turnover. Conclusions: the authors concluded that as the main criterion for classifying a land plot as agricultural land, it is necessary to consider the presence of a fertile layer on a particular land plot suitable for growing crops. The paper substantiates the position that the norms of the Civil Code of the Russian Federation applied to public relations within the framework of agricultural land turnover should be applied exactly as long as they do not conflict with the requirements of the environmental legislation.

Modern science has achieved very significant results in different areas. For ordinary people, it is gratifying that such achievements help to treat complex diseases, and the technologies themselves now reduce the cost of treatment unlike the most other factors affecting the medicine. One of these areas of scientific knowledge is genetic engineering that can change only separate parts of the human body or influence the transformation of the human body in general. This raises ethical issues that provoke a large number of disputes in the society. To overcome them, there is a need for a clear conceptual understanding of the problems associated with the diagnosis and editing of the human genome, on the basis of which an effective normative legal framework that will satisfy the interests of all participants of these legal relations should be developed.

Currently, one of the important areas of sustainable development in the Russian Federation is thedevelopment of physical culture and sports, which contributes to an increase in the population of the country,an increase in the standard of living of citizens, the creation of comfortable conditions for their residence, aswell as opportunities for self-realization and disclosure of the talent of each person. The article is devotedto the development of legal and economic regulation of wages of athletes. In addition, the paper analyzesthe most discussed theoretical issues of legal regulation of labor relations in sports to attract attention fromthe state and the business community. In accordance with the norms in force in the Russian Federation, thesalary of workers in the sports industry includes three main components: the official salary, compensationand incentive payments. When it comes to professional athletes and coaches, incentive payments are usuallyrelated to achievements and results (for example, the number of points earned, the number of goals scoredor assists, etc.). A feature of the remuneration of athletes with high achievements is a large gap in the size ofthe official salary and bonus (incentive) payments. The bonus part of wages, being a variable, is of interestfor scientific research from the point of view of its (incentive payments) legal regulation, economic analysisand financial calculation. According to the authors, the salary of athletes and their coaches is influenced bya large number of factors that are indicators of the individual achievements of athletes. An additive modelof the formation of the wage fund of a sports organization (club, team) will determine the significanceof factors affecting the wages of athletes. The authors come to the conclusion that in modern conditions,modeling the wage fund of a sports organization as a whole will allow to determine and take into account theimportance of individual indicators (indicators, achievements) of professional athletes and their influenceon the formation of the bonus part of wages.
