Evaluation of innovative development of housing construction in the partition of federal districts

The aim of the study is to assess the innovative potential of housing construction through determining the purchasing power of citizens acquiring housing in the property. In terms of hypothesis the study offers the term of acquiring housing in property as a criterion for this assessment. This indicator displays the change in the purchasing power of citizens under the influence of various externalities. The analysis of this indicator allows us to determine the influence of these factors on the change in the purchasing power of population, to identify the reserves that contribute to its increase, and to identify the policies aimed at innovative development of construction industry. The article assesses the innovative development of housing through an in-depth analysis of factors affecting the change in the term of housing acquisition in the Russian Federation at large, as well as in the context of individual subjects of the Central and North-Western Federal Districts of Russia in the period from 2017 to 2018.

The article is devoted to the study of the influence of the development of innovations on the economic security of the regions. Based on the assumption that innovative development plays a key role in the process of ensuring the economic security of the region, the authors proposed a system of indicators for assessing the innovative component of the economic security of the region, including the indicators of economic security reflected in the Decree «On the Strategy of Economic Security of the Russian Federation for the Period up to 2030». The impact of innovations is realized through the achievement of the goals of ensuring the country's security, among which is the dynamic and progressive development of the economy. The authors proposed a methodology for assessing the innovative component of economic security based on the scoring method, developed an assessment scale for interpreting the results of calculations, assessed the innovative security of regional economic systems of the Federal Districts of Russia for the period 2015–2019. As a result of the analysis, factors were identified that hinder innovative development and negatively affect the provision of economic security at the regional level: underdevelopment, low efficiency of the innovation infrastructure, reduction of internal costs for research and development, a decrease in the number of developed advanced production technologies, and others. It has been established that the economic security of a region depends on its ability to perceive innovations, while institutional factors have a significant impact on the pace of development. The work has improved the methodological tools for diagnosing the innovative security of the regions of the Russian Federation by optimizing the system of criteria for its assessment. The results of the empirical studies carried out confirmed the possibility of practical use of the developed methodology for diagnosing the innovative security of the regions of the Russian Federation and identifying priority areas for its improvement.

The study is devoted to assessing the innovative potential of agriculture of the member states of the Eurasian Economic Union. As part of the work, it was revealed that the Member States of the Union were united in order to ensure sustainable development in the current and strategic perspective. The analyzed agricultural indicators led to the conclusion that the Russian Federation is the absolute leader in terms of gross output and distribution of agricultural products, the Republic of Kazakhstan occupies the second place, and the Republic of Belarus in third place. At the same time, the specific indicator reflecting the collection and production of agricultural products per capita, which indicates the innovative development of agriculture, was analyzed in the work, as a result, it was revealed that the Russian Federation ranks last in terms of certain indicators. In this connection, mechanisms were proposed in the work aimed at increasing the innovative development of agriculture in the member states of the Eurasian Economic Union.

Within the framework of achieving several sustainable development goals, the construction of high-quality and affordable housing for citizens is considered. According to the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2030”, it is necessary to increase the volume of housing construction to at least 120 million square meters per year. The construction of standard-class housing contributes to the achievement of these goals. The article uses regression analysis to determine the main factors affecting the construction of standard-class housing in the city of Yekaterinburg. The problems and prospects for the development of housing construction at the expense of the standard-class segment are also identified.

The article summarizes the factors that determine the innovative development of regional economic systems. It was determined that the desire to diversify the sectoral structure should be based on an understanding of the role of construction as a sector of the economy, outstripping the development of the general economic situation. The hypothesis about the existence of a strong relationship between the volume of work in construction and the volume of output of innovative products in regional economic systems has been put forward and confirmed. In 2010–2018, there is a close relationship between the number of commercialized innovations and the volume of work in the construction industry in Russia. At the same time, the correlation between these parameters in various federal districts and subjects of the Russian Federation is not unambiguous. Russian regions are classified according to the strength of the relationship between these parameters. It is concluded that, mainly, in the border regions, construction is not associated with the development of innovative industries and innovative infrastructure.

The article presents an analysis of the differentiation of wages from the position of identifying the influence of the territorial factor. The study of territorial wages remains relevant for the Russian Federation; features of the regions, the development of certain types of activities in combination with regional features continue to affect differences in earnings. The purpose of the article is to identify the territorial features of wage differentiation. Aggregated data of official statistics and microdata of the Selective observation of population incomes and participation in social programs were used as an information base. The analysis of the data of regional statistics of wages, leaders and outsiders, the level of variation in wages within the federal districts. Due to regional price differences, the analysis takes into account differences in changes in prices and the purchasing power of wages. The emphasis is placed on the possibilities of using Mincer type wage models for individual regions and their comparative analysis based on empirical data. Regression models for leader entities and outsider entities, federal districts and the Russian Federation as a whole have been constructed. Based on the results of the analysis, conclusions are drawn about the sustainability of territorial wage differentiation in Russia. The main differences are manifested in the maximum values of the average wage by subjects, while the minimum values are almost at the same level. When purchasing power is taken into account with the help of a fixed set of consumer goods and services, differences in the remuneration of subjects of leadership and subjects of outsiders are reduced from four to three times. Simulation of the logarithm of wages for all federal districts and the Russian Federation as a whole confirmed a statistically significant influence on factors such as age, level of education, gender of a worker, type of settlement, and membership in a particular socio-professional group. A noticeable reduction in the return on education in federal districts with a low level of average wages was revealed; in such conditions, the employee’s membership in the group of managers becomes the dominant earnings. Attention is focused on increasing cash incomes of the population and wages in regions with special living conditions as a factor in overcoming the outflow of the population from Siberia and the Far East. Further areas of the study of territorial wage differentiation can be expanded by using panel data for each region in the analysis in order to study the dependencies in space and time.

The review provides the data on the epidemic condition of tularemia foci in countries neighboring Russia and ongoing preventive measures in these territories. The highest tularemia incidence in the stated countries and in the world as a whole is observed in Finland. In 2019, 42 cases of human infection with tularemia pathogen were recorded in the territory of the Russian Federation, 85 % of which occur in three Federal Districts: North-Western, Central, and Siberian. Epizootic manifestations of infection of varying degrees of intensity were detected in 51 entities of the Federation. Against this background, sporadic cases of tularemia are registered in 17 regions of the country. The most severe epidemic complications continue in Karelia – 9 patients. Seventeen Francisella tularensis cultures were isolated from environmental objects in the Tver, Yaroslavl, Vologda Regions, in the Altai Territory and the Altai Republic. The paper gives an opinion on the regions in which epidemic complications of tularemia are most likely to occur in 2020.

The introduction of the new amendments to the country's Constitution opens up an opportunity to solve ef-fectively the new tasks of the country's economy in the short term. One of the priority places among these tasks is occupied by the construction industry as a whole and housing construction in particular. Exceptional attention in the Constitution is paid to the development of the construction industry. The main instrument for the implementation of the tasks set is a special investment project that has received the status of a national one. This article examines a set of practical measures and scientifically grounded mechanisms – economic, financial, legal, that have sufficient potential for organizing effective project management at the federal and regional levels.

At present, the region of the country is trying to actively implement the policy of innovative development, which is clearly reflected in projects such as “Human Resources for the Digital Economy” within the framework of the “Digital Economy in the Russian Federation” program. The Kursk region has sufficient potential for sustainable economic development, which can be achieved by providing highly qualified personnel to build the digital economy. The result of the study is the identification of a number of factors affecting the feasibility of the project “Human Resources for the Digital Economy” of the national program “Digital Economy of the Russian Federation”.
