As the analysis of practice shows, the current regulatory legal acts of the customs service of the Russian Federation are not aimed at eliminating environmental threats when importing goods that are harmful to both industrial use and personal consumption into the territory of the Russian Federation. The article introduces the concept of «customs ecology», which is to a greater extent focused on the implementation of the provisions of the Law «On Environmental Protection». The author's recommendations allow us to develop an effective mechanism for customs control after release, which guarantees a balance of measures to ensure the economic security of the state, promoting the development of international trade.

The article analyzes the practice of the customs risk management system as an instrument for ensuring the economic security of the Russian Federation and highlights the actual directions of its further improvement. The presented study analyzes the reasons for the need to move away from the US dollar (hereinafter referred to as the dollar) as a universal means of payment in international trade based on the existing threats, examines alternative means of international payments, and identifies their benefits and drawbacks in the context of Russia’s economic security.Aim. The study aims to identify and characterize the means of international payments that fall in line with Russia’s strategic priorities from the perspective of economic security.Tasks. The author considers the risks of using the dollar in international payments and reserves, assesses various means of international payments from the perspective of Russia’s strategic interests, and evaluates the possibility of substituting the dollar with alternative means of international payments.Methods. This study analyzes information from the International Economic Forums, statistics of the Central Bank of Russia, Federal State Statistics Service, Decree of the President of the Russian Federation on the economic security strategy of the Russian Federation until 2030, reports of news agencies, and works of Russian and foreign authors on the subject.Results. Based on the results of the conducted study, the author draws several conclusions. Due to many factors, the most important of them being the volume of trade in dollars, the dollar will remain the world’s leading currency in international trade. However, given that de-dollarization is a global process, the existing trends will amplify. A supranational currency is unlikely to appear for a number of reasons. First, the obvious opposition of the United States due to its unwillingness to let go of such a powerful lever of economic well-being and political influence as the use of the dollar as a global means of payment. The US would probably agree to creating a supranational currency in the medium term if the global process of de-dollarization reaches critical values. Second, the financial and trade centers of the euro and renminbi area are likely to focus on developing their own currencies, especially given the growing global GDP and China’s trade. Creating a supranational currency based on the existing structure of the International monetary Fund (hereinafter — the IMF), following the example of Special Drawing Rights (SDR), with the IMF virtually controlled by the United States, will not eliminate the threat of the currency being used as an instrument of political pressure on individual countries. Replacing the dollar with such kind of supranational currency does not serve the interests of Russia’s economic security. A potential alternative involves creating a supranational currency based on a structure that is independent of the IMF. In this case, the obstacles would include the obvious opposition of the US and its allies and the potential influence of the US on the emission of the supranational currency using its foreign political resources to affect the decisions made by other countries. Using national currencies in international trade in the medium term under the influence of globalization would lead to a formation of multiple currency centers. These centers would most likely be the dollar, euro, renminbi, and ruble.Conclusions. The creation of a ruble-based International Monetary Center with the CIS, BRIC countries (except China), and Turkey serves Russia’s strategic interests. Further consolidation around the ruble would require implementing a financial sustainability policy, maintaining the stability of the macroeconomic environment, creating an international bank similar to the IMF with payments made in rubles, strengthening offshore ruble areas, and increasing high-tech exports.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

The article analyzes threats to regional economic security caused by a high degree of centralization of revenues at the Federation level with decentralization of expenditure obligations. The influence of the global economy on the formation of the revenues of the federal budget and the budgets of the subjects of the Russian Federation is determined. On the basis of the system approach, proposals have been developed to establish targets for the formation of interbudgetary relations from the point of ensuring regional economic security.

The author offers mapping and geoecological analysis of the Russian Federation regions presence in the state program “Environmental Protection”. The unequal distribution of the program’s targets and activities in different regions is revealed. A considerable number of relevant environmental problems for several mentioned regions have not been reflected in the program. It is important to increase the area of specially protected natural areas for a significant number of subjects of the Russian Federation. The status “part of the territory occupied by specially protected natural territories of Federal value in the total area of the subject of the Russian Federation” is recommended to be assigned all regions of Russia. Identification and elimination of objects of accumulated environmental damage that threat to the Volga river is relevant, at least for all the regions in which the Volga flows. Not all regions with a high level of air pollution and/or large masses of air pollutants have the indicator “reduction of total emissions for the reporting year”. It is necessary to increase the Program of measures for the protection of rare and endangered species of plants and to expand the list of regions in which it is planned to protect rare and endangered species of animals.

The Single Window concept in the international trade and logistics has been explored by international organizations and national governments over the last two decades. International standards and recommendations, government decisions on this approach are widespread today in both developed and developing countries. Similar decisions and legal acts were implemented during the last ten years by the Russian Federation, as a member of the Eurasian Economic Union. This article provides overview of the following coherent stage – the implementation of preliminary customs informing system at sea check points of the RF with concerns of the Single Window introduction.
