ABSTRACT Liquid democracy is defined as a cyber democracy that combines representative democracy and spontaneous direct democracy by using technologies of the web 2.0. In recent years, some political theorists and actors have been optimistic that liquid democracy could make a more participatory and direct democracy possible to fulfil the democratic promise of freedom and equality of the people. One could even ask if a supra-national system could become a democratic option by using digital technologies for discussions and deciding. After the historical transformations of democracy, from the Greek city state via the nation-state to a global or supra-national unit, and the second and third ones came or come with a loss of participation, there could be, according to net-optimists, a fourth and more participatory transformation of democracy. This article doubts the emancipatory and participatory potential of liquid democracy (especially for a supra-national system), and I choose the classical theoretical perspective of democracy's ancient core elements of free and equal participation. By analysing the arguments of net-optimists the problems for participation in a political sphere are shown. The point the paper wants to make is that under the circumstances of a (digital) oligopoly-capitalism, fragmentation, and digital divide, or in short, the omnipresent influence of big social inequalities, a cyber-democracy is an unlikely ideal. Amid the disintegration of the Kingdom of Italy in the eleventh and twelfth centuries, a new form of collective government—the commune—arose in the cities of northern and central Italy. This book takes a bold new look at how these autonomous city-states came about, and fundamentally alters our understanding of one of the most important political and cultural innovations of the medieval world. The book provides richly textured portraits of three cities—Milan, Pisa, and Rome—and sets them against a vibrant backcloth of other towns. It argues that, in all but a few cases, the élite of these cities and towns developed one of the first nonmonarchical forms of government in medieval Europe, unaware that they were creating something altogether new. The book makes clear that the Italian city commune was by no means a democracy in the modern sense, but that it was so novel that outsiders did not know what to make of it. It describes how, as the old order unraveled, the communes emerged, governed by consular elites “chosen by the people,” and subject to neither emperor nor king. They regularly fought each other, yet they grew organized and confident enough to ally together to defeat Frederick Barbarossa, the German emperor, at the Battle of Legnano in 1176. This book reveals how the development of the autonomous city-state took place, which would in the end make possible the robust civic culture of the Renaissance.

By analyzing the case of Athens during the Classical period (508-323 BCE) the main thesis of this paper is that under direct democracy procedures and the related institutional setup, a monetary system without a Central Bank may function relatively well. We focus on the following issues: (i) Τhe procedures of currency issuing in the Athenian city-state, (ii) why the Athenian drachma become the leading international currency in the Mediterranean world (iii) how and towards which targets monetary policy without a Central Bank was possible (iv) defining the targets of monetary policy and the mechanisms for its implementation (v) the role of money in the economy (vi) the issue of deficit spending (vii) the reasons of the replacement of the Athenian drachma as a leading currency by others from the Hellenistic period onwards (viii) the correlation of our findings regarding the decentralized character of monetary policy in Classical Athens to today’s realities, such as the issue of cryptocurrencies. Our analysis shows that monetary policy without a Central Bank was possible, with its foremost aim being the stability of the currency (mainly, silver coins) in order to enhance trust in it and so, make it an international currency which could outcompete other currencies. Since there was no Central Bank like today, monetary policy decisions were taken by the popular assembly of citizens in combination with the market forces themselves.

The meaning of dēmokratia is widely agreed: ‘rule by the people’ (less often ‘people-power’), where dēmos, ‘people’, implies ‘entire citizen body’, synonymous with polis, ‘city-state’, or πάντες πολίται, ‘all citizens’. Dēmos, on this understanding, comprised rich and poor, leaders and followers, mass and elite alike. As such, dēmokratia is interpreted as constituting a sharp rupture from previous political regimes. Rule by one man or by a few had meant the domination of one part of the community over the rest, but dēmokratia, it is said, implied self-rule, and with it the dissolution of the very distinction between ruler and ruled. Its governing principle was the formal political equality of all citizens. In the words of W.G. Forrest, between 750 and 450 b.c. there had developed ‘the idea of individual human autonomy … the idea that all members of a political society are free and equal, that everyone had the right to an equal say in determining the structure and the activities of his society’.

All around the globe, populism has become increasingly prominent in democratic societies in the developed and developing world. Scholars have attributed this rise at a response to the systematic reproduction of social inequalities entwined with processes of neoliberal globalisation, within which all countries are inextricably and dynamically linked. However, to theorise populism properly, we must look at its manifestations in countries other than the West. By taking the case of Indonesia, the third largest democracy and the largest economy in Southeast Asia, this article critically analyses the role of the political campaign industry in mobilising narratives in electoral discourses. We use the Gramscian notion of consent and coercion, in which the shaping of populist narratives relies on mechanisms of persuasion using mass and social media. Such mechanisms allow the transformation of political discourses in conjunction with oligarchic power struggle. Within this struggle, political campaigners narrate the persona of political elites, while cyber armies divide and polarise, to manufacture allegiance and agitation among the majority of young voters as part of a shifting social base. As such, we argue that, together, the narratives – through engineering consent and coercion – construct authoritarian populism that pits two crowds of “the people” against each other, while aligning them with different sections of the “elite.”

To the ancient Greeks, democracy meant gathering in public and debating laws set by a randomly selected assembly of several hundred citizens. To the Icelandic Vikings, democracy meant meeting every summer in a field to discuss issues until consensus was reached. Our contemporary representative democracies are very different. Modern parliaments are gated and guarded, and it seems as if only certain people — with the right suit, accent, wealth, and connections — are welcome. Diagnosing what is wrong with representative government and aiming to recover some of the lost openness of ancient democracies, this book presents a new paradigm of democracy in which power is genuinely accessible to ordinary citizens. This book favors the ideal of “representing and being represented in turn” over direct-democracy approaches. Supporting a fresh nonelectoral understanding of democratic representation, the book recommends centering political institutions around the “open mini-public” — a large, jury-like body of randomly selected citizens gathered to define laws and policies for the polity, in connection with the larger public. It also defends five institutional principles as the foundations of an open democracy: participatory rights, deliberation, the majoritarian principle, democratic representation, and transparency. The book demonstrates that placing ordinary citizens, rather than elites, at the heart of democratic power is not only the true meaning of a government of, by, and for the people, but also feasible and, today more than ever, urgently needed.
