The progressive development of the economy of the Republic of Kazakhstan is impossible without solving the issues of increasing energy efficiency and energy conservation. These issues are very relevant in the construction sector of Kazakhstan. Housing facilities, on average, consume 2-3 times more heat per square meter, than buildings in Europe. However, in Kazakhstan until now there is no methodology for determining the energy efficiency of buildings and structures that meets modern requirements. The methodology discussed in this article is harmonized with EU requirements and establishes a method for calculating the annual energy consumption of buildings for heating, hot water, ventilation and air conditioning, taking into account auxiliary energy for the operation of these systems, and is intended for use in the design of new construction, reconstruction (modernization) residential and public buildings, as well as operated buildings and structures.

The aim of this paper is to analyze the reality of risk prevention in construction sector companies in Spain, from the perspective of training, management, and risk prevention, as well as the amount of resources that are allocated to those budget headings. An in-depth comparative review has been conducted, using the data obtained from two focus groups that were expressly created for the study, in conjunction with the Second European Survey of Enterprises on New and Emergent Risks (ESENER-2) and its Spanish counterpart (ESENER-2 Spain). The focus groups were formed with agents and entrepreneurs involved in the construction sector, from both the public and the private sector, in order to provide greater impartiality to the resulting data. The principal strategic indicators that served as a guideline for the moderators of the different focus groups were analyzed. The results obtained show great similarity between the data from the focus groups and the data from ESENER-2 and ESENER-2 Spain; which demonstrates the idiosyncrasies that surround this productive sector in the European setting, so badly treated by the economic crisis. All of these points highlight the imperative need to professionalize the construction sector, implementing a “risk prevention culture” among all of the agents involved in the constructive-preventive processes that surround construction activities.

The global crisis in United States began as the form of the mortgage crisis in the housing market. Profound effects the financial crisis emerged in 2008 spread rapidly throughout the world as a result of globalization and also its effects were felt in our country. Both in earlier crises and the emergence and spread of the global economic crisis in the cyclical indicators are known to play an important role. There are different opinions on this subject in the literature. It is seen that there is a relation between the global crisis in the financial sectors and the construction sector based on mostly housing industry. Especially in the developing countries like Turkey, the construction sector, which is an important contribution to the economic growth, is seen negatively affected by the global crisis. The aim of this study is to analyze the variations occurred in the construction industry during the 2008 global economic crisis and is to introduce how the construction sector is affected by the crisis. Here, Turkey's main economic indicators during the crisis are examined considering the construction sector and GDP growth rates. As a result of this study, it is put forward that the construction sector in Turkey is one of the sectors most affected by the global crisis.

This paper presents the European market of transparent insulation materials as viewed by manufacturers. The objective of the study was to analyse the application of transparent insulation materials in the construction sector across Europe, determine the popularity of various technologies and materials used to manufacture them, the competition among transparent insulation manufacturers, investment in the development of new transparent insulation technologies, and trends in demand for transparent insulation in Europe. The analysis was performed on the basis of a survey of manufacturers. The use of transparent insulation is associated with high cost, yet the potential return on investment in the form of savings over the course of a building’s life-cycle convinces many potential developers to apply these materials. Based on the results of the survey, it can be concluded that European companies follow the increase in energy-efficiency and the transparent insulation market is prosperous, yet differs from country to country. It was observed that the positive perception of indirect heat gain transparent insulation systems was the most prevalent in Germany. The paper also explores the situation on the author’s domestic market – the Polish transparent thermal insulation market.

In developing countries, large quantities of agricultural residues associated with harvests are generated, given that agriculture is one of the most important economic activities. The valorization of these residues for the construction sector could contribute to the improvement of energy efficiency in buildings. Through passive techniques, the construction of insulating thermal-acoustics panels, blocks, and aggregate for reinforced concrete can improve the energy efficiency. In this study, an experiment was performed to measure thermal conductivity of the Agricultural-Thermal Insulation Panel (ATIP) based on rice hulks. These Agricultural-Thermal Insulation Panels were elaborated follow a standard process to compaction of the rice hulks to be employed as insulation material with a panel dimension of 200x200x34.5(mm3). A “Hot Box” configuration was used to obtain the thermal conductivity of the panels, using different temperature gradients between hot and cold chambers.
