The nature of innovation cluster and its distinction from regional cluster on base of leading cluster theories’ analysis is explained. Foreign and Russian models of forming innovation clusters’ description is presented. Types of Russian innovation clusters with their appropriate problems and disadvantages are analyzed in comparison with international experience. Tendencies of innovation clusterization policy in states as an effective method of managing economy are underlined.

The present approach aims to explore the innovation dynamic that may lead to knowledge opportunities in a specific regional cluster characterized by a strong touristic positioning. The new technology-based companies, namely the spin-out created from university research, represent a possible and reliable approach to the economy stimulation. This said, it is mandatory to explore the topics that will allow a reflection on the networks associated with innovation processes, developed from the relations between the public universe (including universities and research centers), and the new technology or humanistic based companies. This chapter intends to be a contribution to the discussion of innovation clusters and sets the preliminary issues to discuss and implement an innovation ecosystem. This chapter explores and reflects the importance of regional innovation clusters dynamics, setting and describing the steps and specific strategical procedures in order to implement an innovation ecosystem, using as example a specific touristic territory.

In this paper, I review current status and development strategies in Korean innovation cluster. In particular, I compared the innovation clusters of Daejeon and Gyeonggi - do, and examined the differences and ways of cooperation. Among Daejeon and Gyeonggi-province innovation clusters, the DaedeokInnopolis is focused on R & D and pursues technology commercialization in connection with venture companies. Pangyo Techno Valley is a state-of-the-art IT technology centered on high technology companies. If wide-scale cooperation measures are established between Daejeon and Gyeonggi-do clusters, which are different from each other in the process of formation and complexity, a great synergy will be created at the national level. The future development strategy will be derived by examining the representative innovation cluster in Korea. The first strategic direction is to set up a vision of 'loosely coupled' between the Daejeon and Gyeonggi-do innovation clusters. The second strategic direction is to promote 'loosely coupled' wide-area cooperation programs between clusters. The third strategic direction is to foster an open innovation venture ecosystem.

The peculiarities of public administration of the organizational process of the system for ensuring the development of cluster structures in the economy have been determined. The tasks of the public policy in the system of information support for the development of an innovation cluster and the use of corresponding information potential and intellectual capital have been identified. The problems and possible socio-economic conflicts in the system of implementation of the public policy on ensuring the development of the innovation cluster have been systematized. The conceptual approach to the process content of the public policy on information support for innovation clusters of the economy has been presented. The algorithm for implementing the public policy on information support for the development of innovation clusters has been proposed. The structure of the mechanism of public administration on the use of information resources for the development of innovation clusters in the economy of Ukraine has been proposed. It has been stated that the development and implementation of the public information policy for the development of clusters are based on the conceptual principles of their functioning, goals, and objectives, which are focused on the direct formation and implementation of the information potential of clustering participants. The purpose of the research. The purpose of the article is to determine the essence of the synergistic effect and to develop a common method for evaluating the phenomenon for further possible use in the analysis of the innovation cluster effectiveness. Methodology. In the course of the research, there were used general scientific theoretical methods: system analysis – to clarify the main categories of research; abstract-logical method – for realization of theoretical generalizations and conclusions about the essence of synergistic effect and peculiarities of its evaluation; graphical method – for visual presentation of theoretical and analytical material for the reflection of the main characteristics of synergetic effect in innovation clusters. Results. The article outlines the main characteristics of the innovation cluster and defines its role in formation of the competitive advantages for the national economy. The essence of the synergistic effect that arises in the process of interaction of innovation cluster participants is investigated. On the example of the functioning of large and small enterprises in the cluster the author illustrates schematically the positive synergistic effect of their interaction, and describes the main specific features of this effect. A general methodology for evaluating the synergistic effect in an innovation cluster is proposed based on grouping of the indicators system that will allow to evaluate the effectiveness of interaction processes between the innovation cluster participants. Practical meaning. The proposed general methodology for evaluating the synergistic effect in an innovation cluster can be used by its participants in the process of determining the effectiveness of their integration and developing appropriate measures to regulate the activity of the cluster. Prospects for further research. Carrying-out of the theoretical substantiation of the choice and calculation of certain indicators for the evaluation of the synergistic effect in the innovation cluster. Development of alternative forecasts for the innovation cluster development based on the results of the evaluation.

The article focuses on the creation and the development of the entrepreneurial ecosystem around the innovation clusters. Clusters are believed to have a well-defined strategic approach aimed at boosting businesses’ sustainable development, especially if clusters are centred around small and middle-sized enterprises. Having undertaken a piece of phenomenological qualitative research, we found that large companies were more open to cooperation and sustainability than the small and middle-sized ones, thus initiating and developing innovation clusters around them (particularly in high-technologized industries such as the automotive and Information Technology). Additionally, we highlight that a sustainable entrepreneurial ecosystem is based on strong pillars, of which small companies’ capabilities, including the entrepreneurial ones, are innovation-driven, and place them in the centre of the innovation cluster. This piece of research also provides relevant insights for private and public organisations and policymakers in order to co-create a local innovation and entrepreneurship strategy. Our findings have implications for both cluster literature and the field of entrepreneurship.

Subject. This article considers the issues of formation of an innovation and industrial cluster's strategy through the parallel and sequential real options method. Objectives. The article aims to develop an innovation and industrial cluster's strategy formation methodology using parallel and sequential real options. Methods. For the study, we used the compound real options technique. Results. The article presents an original methodology for developing an innovation and industrial cluster's development strategy, taking into account the assessment of the priorities of the cluster itself and the region where it is located. The process of forming a strategy for the development of a pilot cluster of the electric power industry in the Nizhny Novgorod Oblast, represented by PAO TNS Energo NN, is considered as a case study of the implementation of the presented methodology. Conclusions and Relevance. The presented methodology will help further realize the innovative potential available in the region. The results obtained can be useful to public authorities when planning the development of industrial and innovation clusters and the harmonious development of the country's regions.

The literature suggests that the success of innovation clusters is based on personal networks that connect members of scientific, educational, and business organizations, stimulating more formalized cross-boundary collaborations between the three sectors. But it is still unclear if such organizational collaborations actually correspond with these personal ties and which aspects of personal communication are most strongly associated with organizational collaborations. To investigate these issues, the authors applied network analysis to study an innovation cluster in Algarve, Portugal. They found that cross-boundary organizational collaborations corresponded with personal ties. Moreover, they found that collaborations appeared to correlate most strongly with emotional attachments between individuals.

Purpose – to analyse the concept of systemic risk of innovation cluster and show its impact on the optimality of cluster performance as well as to cluster structure. Research methodology – general overview of research papers and documents presenting concepts and methodologies of evaluation of systemic risk and performance of networked structures as interbank markets and business clusters with regard to asymmetric information, applied research. Findings – determination of systemic risk in a networked structure that appears together with synergistic effect as a result of collaboration in a networked structure. The clique-based structure appears to be more favourable for innovation cluster performance due to optimal sharing of information and systemic risk. The interpretation of the model of evaluation of systemic risk can be at least twofold: core-periphery, business entities-R&D institutions, etc. Research limitations – lack of empirical data that cannot be used to implement empirical research on a problem of systemic risk and its modelling. Practical implications – the conceptual model of evaluation of systemic risk should be useful for understanding and further treatment of measuring risk in a case of innovation management. Originality/Value – in this paper, the model of evaluation of systemic risk in innovation cluster and its interpretations are provided. The systemic risk is treated as a generalized risk impacting directly or non-directly the performance of an innovation cluster.

Based on the international experience, the paper suggests a range of new progressive approaches in the implementation of state innovation policy through building innovation clusters in the framework of public-private partnership along with identifying the stages of creating and implementation of innovation clusters policy within PPP at meso- and microlevels. Estimation of financing variants hierarchy for innovative clusters development projects in the framework of public-private partnership is provided.
