The purpose of the research. The purpose of the article is to determine the essence of the synergistic effect and to develop a common method for evaluating the phenomenon for further possible use in the analysis of the innovation cluster effectiveness. Methodology. In the course of the research, there were used general scientific theoretical methods: system analysis – to clarify the main categories of research; abstract-logical method – for realization of theoretical generalizations and conclusions about the essence of synergistic effect and peculiarities of its evaluation; graphical method – for visual presentation of theoretical and analytical material for the reflection of the main characteristics of synergetic effect in innovation clusters. Results. The article outlines the main characteristics of the innovation cluster and defines its role in formation of the competitive advantages for the national economy. The essence of the synergistic effect that arises in the process of interaction of innovation cluster participants is investigated. On the example of the functioning of large and small enterprises in the cluster the author illustrates schematically the positive synergistic effect of their interaction, and describes the main specific features of this effect. A general methodology for evaluating the synergistic effect in an innovation cluster is proposed based on grouping of the indicators system that will allow to evaluate the effectiveness of interaction processes between the innovation cluster participants. Practical meaning. The proposed general methodology for evaluating the synergistic effect in an innovation cluster can be used by its participants in the process of determining the effectiveness of their integration and developing appropriate measures to regulate the activity of the cluster. Prospects for further research. Carrying-out of the theoretical substantiation of the choice and calculation of certain indicators for the evaluation of the synergistic effect in the innovation cluster. Development of alternative forecasts for the innovation cluster development based on the results of the evaluation.

In the context of globalization and international competition, the stability of the national economy is determined by the ability of the country's enterprises to compete in the world market. At the same time world experience demonstrates the ability to achieve and maintain high competitiveness of the country, region, enterprise based on the cluster approach. In this connection, the purpose of the article is to systematize the competitive advantages of the cluster as a factor in increasing the investment activity of innovative enterprises-members of the cluster. In the course of the research, general scientific theoretical methods were used: system analysis – to clarify the main categories of research; abstract-logical method – for the implementation of theoretical generalizations and conclusions about the essence of the innovation cluster and its competitive advantages, graphical method – for visual presentation of theoretical and analytical material on the reflection of the competitive advantages of innovation clusters and their importance for the investment activity of enterprises-members of the cluster. The article defines the role of the innovation cluster in the formation of competitive advantages for the government, enterprises-members of the cluster and the society of the country. The authors describe the external and internal competitive advantages for innovative enterprises within a cluster association. The proposed characteristic of competitive advantages of an innovation cluster can be used by its participants in the process of regulating the activity of the cluster and enhancing their investment activity.

The article considers the process of improving the management of logistics and marketing behavior of innovation clusters in territorial communities in the context of digitalization of society and the online market. Attention is focused on the need for territorial communities to form an institutional environment favorable for the development of innovation clusters. It is noted that the best synergetic effect from the functioning of innovation clusters is achieved mainly in a post-industrial economy with a supercompetitive environment.

The concept and content of control are important components of the theory and methodic of physical culture and sports. The consistency in processes and objective corrections of certain actions (processes) are provided by using of control. Actualization of scientific issues of control in the context of reforming the structure and content of higher education is gaining new importance. This is due to the higher dynamism and student-centered character of modern education. An urgent scientific and applied problem of modern physical education in higher education institutions is the substantiation of a systematic approach to training students swimming that will take into account existing experience and modern requirements. The purpose of the study was to substantiate the control subsystem in the training students swimming in higher education institutions during physical education. Material and methods: theoretical analysis and generalization, study of documentary materials, sociological methods of survey (questionnaire), system analysis, historical and logical research methods. Results and discussion. The control subsystem for the most aspects is management by a higher order system due to the close relationship with the control source, placement trends and the objectivity benefits. This subsystem is the basis for the differentiation of parts and at the same time for integration with the establishment of the organic unity of the whole system components. The key requirement for conducting control in the physical education condition in higher education institution is compliance with the specifics of the sport means as a variable component of the education content. Specific features of swimming have an important value for choosing complex of indicators. In the theoretical substantiation of control, there was observed requirements that are specified in the scientific and methodical literature. Among them are: availability of interval scale, reliability, validity, discriminativeness, availability of normative data, adaptability of the test, ease of execution and simplicity, limitation of test tasks, operationalization and verification of these tests / control exercises). It also takes into account a number of additional requirements for simplicity and low resource costs, regardless of the level of tests complexity, clarity and accessibility for teacher and student, conciseness and accuracy of execution instructions, the absence of external stimuli. Conclusion. Control is a fundamental element of conscious systemic human activity. The result of solving the generalized purpose of the system should be understood, accepted and acceptable to all participants of this process. Substantiation of the control subsystem of the training swimming system involves the formulation of a new category of individually-oriented content of control of students of higher education institutions and its variants. These variants must be built taking into account objective factors (the presence of different groups of students on the level of swimming preparedness, individual-motivational orientation of activity and trajectory of goal setting in the system of training swimming during physical education)

In this paper, I review current status and development strategies in Korean innovation cluster. In particular, I compared the innovation clusters of Daejeon and Gyeonggi - do, and examined the differences and ways of cooperation. Among Daejeon and Gyeonggi-province innovation clusters, the DaedeokInnopolis is focused on R & D and pursues technology commercialization in connection with venture companies. Pangyo Techno Valley is a state-of-the-art IT technology centered on high technology companies. If wide-scale cooperation measures are established between Daejeon and Gyeonggi-do clusters, which are different from each other in the process of formation and complexity, a great synergy will be created at the national level. The future development strategy will be derived by examining the representative innovation cluster in Korea. The first strategic direction is to set up a vision of 'loosely coupled' between the Daejeon and Gyeonggi-do innovation clusters. The second strategic direction is to promote 'loosely coupled' wide-area cooperation programs between clusters. The third strategic direction is to foster an open innovation venture ecosystem.

The article presents a new approach to the development of educational and technological clusters as an eff ective way of the professional selfdetermination formation of students. The theoretical substantiation and description of the process of educational and technological cluster development with the participation of General educational organizations as obligatory links of continuous professional education are considered. The object of this research is the processes of clusterization of economic systems of Russian regions, particularly Volga Region, in the conditions of establishing innovation economy. The subject of this research is the modern successful practices of regulation of the clusterization processes and innovation development of regional economic systems. The author explores such aspects of this topic as peculiarities of economic development of sectoral and territorial segments of innovation clusters, and integration of production within the framework of cluster formations. Special attention is given to the innovation clusters – leaders in investment attractiveness on the global scale, being members of a priority project of the Ministry of Economic Development of the Russian Federation. The conclusion is made that each of the examined clusters form their own trajectory of development that is based on unique competitive advantages, while maintaining orientation towards the general model of cluster development. The author’s contribution lies in systematization of the successful cluster development and determination of common elements of the model of formation of innovation clusters on regional level.

Foreign and Russian models of forming innovation clusters’ description is presented. Types of Russian innovation clusters with their appropriate problems and disadvantages are analyzed in comparison with international experience. Tendencies of innovation clusterization policy in states as an effective method of managing economy are underlined.

The article aimed to develop a methodology for monitoring the quality level of the synergistic effect of enterprises' economic activity in business network interaction on the example of mechanical engineering in Ukraine. Using the expert assessments of 386 senior and middle managers of 27 mechanical engineering enterprises of the Kharkiv region and the main components' method, the components of qualitative parameters of the synergetic effect of economic activity result from network interaction have been determined. An additive econometric model has been developed to calculate the integrated indicator of enterprises' economic activity's synergetic effect in terms of the business network of the studied enterprises. Using Fibonacci rules, the levels of qualitative component components and the integrated indicator of the synergy of economic activity in the context of a single network partner are determined.

The peculiarities of public administration of the organizational process of the system for ensuring the development of cluster structures in the economy have been determined. The tasks of the public policy in the system of information support for the development of an innovation cluster and the use of corresponding information potential and intellectual capital have been identified. The problems and possible socio-economic conflicts in the system of implementation of the public policy on ensuring the development of the innovation cluster have been systematized. The conceptual approach to the process content of the public policy on information support for innovation clusters of the economy has been presented. The algorithm for implementing the public policy on information support for the development of innovation clusters has been proposed. The structure of the mechanism of public administration on the use of information resources for the development of innovation clusters in the economy of Ukraine has been proposed. It has been stated that the development and implementation of the public information policy for the development of clusters are based on the conceptual principles of their functioning, goals, and objectives, which are focused on the direct formation and implementation of the information potential of clustering participants.
