В статье на основе публицистических данных и полевого материала, собранного автором среди городского и сельского населения Архангельской области в 2011–2020 гг., исследуется комплекс проблем, с которыми сталкивается семья, воспитывающая ребенка с инвалидностью. Большое внимание в исследовании уделено роли родителей, особенно матери, т.к. семьи, в которых живут дети с нарушениями развития, часто бывают неполными, с одинокими матерями. В таком случае все проблемы по уходу, лечению воспитанию, реабилитации ребенка, а также зарабатыванию денег берет на себя мать. Она же находится в многолетнем постоянном стрессе. Деквалификация, депрофессионализация, ухудшение здоровья существенно отражаются на качестве жизни матери, воспитывающей ребенка-инвалида. Социальные гарантии и денежная помощь, предлагаемые государством, лишь частично компенсируют экономические расходы, которые несут подобные семьи. Проблемы часто носят внутрисемейный характер. В статье проанализированы общественное мнение людей, работа социальных и реабилитационных служб, СМИ. The article analyzes the complex of problems faced by a family raising a child with disabilities, based on the author's journalistic and field material, collected among the urban and rural population of the Arkhangelsk region in 2011-2020. The study puts a special emphasis on the role of parents, especially the mother, because single-parent families and single mothers are especially common among families having children with developmental disabilities. All problems related to the care, treatment, education, rehabilitation of a child and earning money are taken over by the mother, who suffers constant stress for many years. Dequalification, deprofessionalization, deterioration of health significantly affect the quality of life of a mother raising a disabled child. Social guarantees and financial assistance offered by the state only partially compensate for the economic costs incurred by families raising a disabled child. Problems are often family-based. The article analyzes the work of social and rehabilitation services, mass media, public opinion of people on such families.

This article describes existing child support practice in the United States, giving attention to the establishment and enforcement of parental child support obligations as well as to publicly provided child support benefits. Effects of the current system on alleviating poverty are assessed. The article addresses several questions. Should low-income absent parents be excused from the obligation to support their children? Can child support provide more generous benefits to single-parent families while minimizing incentives for the formation of single-parent families? Should children in single-parent families be aided by a welfare program? What are the problems with the current child support system? Finally, a proposal for a new child support insurance system is described, along with estimates of the costs of the system and its effects on poverty and welfare dependence. The relationship of estimated benefits to costs is promising enough to warrant trying out the new system in selected jurisdictions.

The incidence of single-parent families has been rising continuously where the divorce has become a popular solution for people in seeking the final clarity towards the marriage problems. This figure is consistent with the current trend worldwide upon this topic of single mothers. An enormous increase in the number of single mothers due to divorce has become a reasonable approach for the people in seeking the final clarity towards the marriage problems. In Malaysia, single mothers can be classified as in two variables which are parental death and spousal separation or divorce; parenting is a tough job without a spouse helping in a child's development. The aim of this study are to identify challenges face by single mother in Malaysia, policies on entrepreneurship, entrepreneurship activities and in Malaysia and survivability. This study apply qualitative method in describing challenges amongst single mother and policies on entrepreneurship by using data obtained from Department of Women Development in 2017 and previous studies. The results of the study show by developing policies and programs for single mothers, it could help them to survive for long period of time. This study contributes to the development of action plan in aiding single mothers in Malaysia to work and support single mothers from poverty.
