Theoretical substantiation and development of an organizational and economic mechanism for managing human capital in the development of the country. The purpose of the study is to study the theoretical and methodological foundations for the development of human capital and the digital economy in the economy of Uzbekistan.The purpose of this work is to identify the development of socio-economic relations that characterize the relationship of human capital as an innovative factor in socio-economic development. The study focuses on the concepts and strategies of the country’s socio-economic development, developed by the state, giving priority attention to the growth of human capital and the development of the digital economy, the formation of targeted problem-solving programs.Comparisons and similarities in the work of our historical scientists in the development of the education system are the main goal in the growth of human capital.

Though there is an existence of writings on human capital and its relationship to growth, but it has missed the economic impact of universities. It is known that the knowledge of economy has a positive role in achieving economic development. So my paper focuses on the role of education expenditure in achieving economic development. The human resource is the basis for growth and development because it is able to achieve the appropriate scientific achievement and its future economic performance which is a positive return. The improvement in performance of skilled workers will be affected if Saudi government increases the education expenditure in addition to the investment in human capital. From here we can say that the human resources and the universities (government education expenditure) are two sides of a single coin whose basic and sole objective is economic growth. Therefore, this paper will test the relationship between education expenditure and economic development during the period from 2003 to 2019 through a theoretical analysis of the relationship of higher education to economic development. To explore the relationship between spending on education and economic development the author used econometric technique to analyze the study by using multi regression model depending on weighted least square (WLS). The study results show that there is a significant relationship between Saudi education expenditure and economic development, but regarding to R & D expenditure it is not significant. So the author excluded it from the model due to lack of data. Furthermore, the model WLS is effective to explore results and relations between dependent and independent variable in the case of Saudi Arabia.

Introduction: This paper is devoted to the study of the relationship between the financial and real sectors of the economy of Ukraine. Economic transformations of the domestic economy demonstrate the urgent need for financial bases to stimulate economic development. After all, the stabilization of industrial enterprises and the maintenance of a steady trend of increasing industrial production is directly related to financial security. It is also necessary to clarify possible contradictions between the financial and manufacturing sectors, as well as possible ways to resolve them, because we are talking about the decline or prosperity of the economy. For example, the underdevelopment of financial institutions and the investment of real sector free funds in speculative transactions instead of using them to reproduce fixed capital and increase capacity is one such complication. In turn, a weak financial system cannot provide a sufficient level of investment development, as a result of which the real sector attracts its own funds, which allows to achieve mainly only short-term goals. It should also be noted that the divergence of the financial and real sectors is expressed through certain economic relations. As financial institutions play a significant role in the formation of investment entities, it can be noted that insufficient financial potential and low ability to form a stable financial policy are weaknesses in the socio-economic development of Ukraine. Therefore, a detailed study of the convergence of the financial and industrial sectors can be taken into account in the formation of programs of socio-economic development in crisis or post-crisis conditions. The purpose of the paper is an in-depth analysis of the relationship between the financial and real sectors, as well as the consequences of their divergence. The realization of this goal has necessitated the disclosure of the essence of production and financial institutions, their impact on global crises. The subject of the study was the economic relations of the financial and production sectors and their features in terms of the economy of Ukraine. The object of analysis is cross-sectoral links and trends in their development. The reasons for the separation of these sectors are also investigated. Result. Using the obtained results, an economic-mathematical model of the economy functioning without the direct influence of the financial sector and a model taking into account the financial sector were built. A comparison of the models proves that the stock market has an impact on the productive sector of the economy. Conclusion. The development of the stock market can have a positive effect on GDP growth. However, at the same time it is necessary to regulate the activities of stock market participants to avoid excessive outflow of funds to the speculative stock market.

В статье дана количественная оценка данной взаимосвязи с применением критерия Грейнджера. Managerial decisions on the regulation of the labor market at the regional level should be based on an objective statistical assessment of the relationship of informal employment with indicators of socio-economic development is required. The article provides a quantitative assessment of this relationship using the Grager criterion.

In order to study the relationship of human capital and economic development, we establish the system dynamics model of human capital and economic development. According to the analysis of the system dynamics causal feedback between human capital and economic development, we build a system dynamics flow chart of human capital and economic development by using system dynamics software Vensim languages and tools, and we simulate the development trend of each index variable in human capital and economic for the future.

Dynamic transformations of traditional horizontal and vertical links in the new, – network, – economy, increase the importance of trust as a fundamental principle of constructing effective socio-economic relations. The relevance of the study is contingent on the increase of the role, significance, functional load on social capital, which is based on the trust institute. The scientific and practical significance of the study lies in the identification of phenomena and processes that are a kind of “thrombi” on the path to the development of the institute of trust, and the substantiation of the modern scientific platform for the further development of a road map for building a trust society. The results of the study are aimed at substantiating the institute of trust in the system of factors of socio-economic development. The subject of the study is the theoretical and applied principles of the social phenomenon of trust in the conditions of the challenges and imperatives of the new economy. The methodological basis for achieving the set goal is a systematic approach in the research of trust as a system-forming dominant of social wealth. The purpose of the study is the scientific and theoretical substantiation of the construction of trust relations in the context of the possibilities of social and economic development. The carrier of relationships – a person, who is active, conscious, possesses knowledge, ethical norms, and motivational guidelines; is the bearer of socially significant moral and cultural values, is situated in the foreground of the concept of trust, which authors adhere to. On the basis of generalization of existing theoretical developments in the sphere of trust the modern scientific and practical angle of this phenomenon has been highlighted; the benefits that society receives from a high level of trust has been revealed; prerequisites of trust have been identified; the leading role of trust in formation and reproduction of social capital has been proven; the failure of the state in the development of the trust institute has been substantiated. Trust has been emphasized as a relationship of a bilateral reciprocal nature on the part of its counterparties. The authors argue that trust is a fundamental phenomenon, a process of both socio-economic relations and the functioning of public institutions and permeates the entire spectrum of horizontal and vertical connections that are formed in society.

Рассмотрена взаимосвязь сценарного подхода с обеспечением устойчивого развития и вариантов решения проблемы модернизации экономики региона. The article discusses the utilitarian application of the scenario approach in the practice of managing regional development. The experience was studied, the expediency of developing targeted scenarios for the socio-economic development of the region was determined. The relationship of the scenario approach with ensuring sustainable development and options for solving the problems of modernization of the economy of the region is considered.

The system of interaction between the tourism sector and the dynamics of socio-economic indicators in the regions of Belarus is considered, the relationship between the change in the number of served organized tourists over 5 years and individual indicators of the socio-economic development of regions, such as the average annual population employed in the economy, the number of registered crimes, is estimated. It is substantiated that the change and relationship of these indicators predetermines an increase in human living standards in all territories (destination), which contributes to the balance between the social and economic development of the country.

The review outlines the connection between E. Reinert’s book and the tradition of structural analysis. The latter allows for the heterogeneity of industries and sectors of the economy, as well as for the effects of increasing and decreasing returns. Unlike the static theory of international trade inherited from the Ricardian analysis of comparative advantage, this approach helps identify the relationship between trade, production, income and population growth. Reinert rehabilitates the “other canon” of economic theory associated with the mercantilist tradition, F. Liszt and the German historical school, as well as a reconside ration of A. Marshall’s analysis of increasing returns. Empirical illustrations given in the book reveal clear parallels with the path of Russian socio-economic development in the last twenty years.
