Theoretical substantiation and development of an organizational and economic mechanism for managing human capital in the development of the country. The purpose of the study is to study the theoretical and methodological foundations for the development of human capital and the digital economy in the economy of Uzbekistan.The purpose of this work is to identify the development of socio-economic relations that characterize the relationship of human capital as an innovative factor in socio-economic development. The study focuses on the concepts and strategies of the country’s socio-economic development, developed by the state, giving priority attention to the growth of human capital and the development of the digital economy, the formation of targeted problem-solving programs.Comparisons and similarities in the work of our historical scientists in the development of the education system are the main goal in the growth of human capital.

Для принятия управленческих решений по регулированию рынка труда на региональном уровне необходима объективная статистическая оценка взаимосвязи неформальной занятости с показателями социально-экономического развития. В статье дана количественная оценка данной взаимосвязи с применением критерия Грейнджера. Managerial decisions on the regulation of the labor market at the regional level should be based on an objective statistical assessment of the relationship of informal employment with indicators of socio-economic development is required. The article provides a quantitative assessment of this relationship using the Grager criterion.

Рассмотрена взаимосвязь сценарного подхода с обеспечением устойчивого развития и вариантов решения проблемы модернизации экономики региона. The article discusses the utilitarian application of the scenario approach in the practice of managing regional development. The experience was studied, the expediency of developing targeted scenarios for the socio-economic development of the region was determined. The relationship of the scenario approach with ensuring sustainable development and options for solving the problems of modernization of the economy of the region is considered.

The system of interaction between the tourism sector and the dynamics of socio-economic indicators in the regions of Belarus is considered, the relationship between the change in the number of served organized tourists over 5 years and individual indicators of the socio-economic development of regions, such as the average annual population employed in the economy, the number of registered crimes, is estimated. It is substantiated that the change and relationship of these indicators predetermines an increase in human living standards in all territories (destination), which contributes to the balance between the social and economic development of the country.

The review outlines the connection between E. Reinert’s book and the tradition of structural analysis. The latter allows for the heterogeneity of industries and sectors of the economy, as well as for the effects of increasing and decreasing returns. Unlike the static theory of international trade inherited from the Ricardian analysis of comparative advantage, this approach helps identify the relationship between trade, production, income and population growth. Reinert rehabilitates the “other canon” of economic theory associated with the mercantilist tradition, F. Liszt and the German historical school, as well as a reconside ration of A. Marshall’s analysis of increasing returns. Empirical illustrations given in the book reveal clear parallels with the path of Russian socio-economic development in the last twenty years.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

This article explores in what ways political economy as an analytical framework for developmental studies has contributed to scholarships on Indonesian’s contemporary discourse of development. In doing so, it reviews important scholarly works on Indonesian political and economic development since the 1980s. The argument is that given sharp critiques directed at its conceptual and empirical utility for understanding changes taking place in modern Indonesian polity and society, the political economy approach continues to be a significant tool of research specifically in broader context of comparative politics applied to Indonesia and other countries in Southeast Asia. The focus of this exploration, however, has shifted from the formation of Indonesian bourgeoisie to the reconstitution of bourgeois oligarchy consisting of the alliance between the politico-bureaucratic elite and business families. With this in mind, the parallel relationship of capitalist establishment and the development of the state power in Indonesia is explainable.<br>

Most research that has examined the international variation in homicide levels has focused on structural variables, with the suggestion that socio-economic development operates as a cure for violence. In Latin America, development has occurred, but high homicide levels remain, suggesting the involvement of other influencing factors. We posit that government effectiveness and corruption control may contribute to explaining the variation in homicide levels, and in particular in the Latin America region. Our results show that social and economic structural variables are useful but are not conclusive in explaining the variation in homicide levels and that the relationship between homicide, government effectiveness, and corruption control was significant and highly pronounced for countries in the Latin American region. The findings highlight the importance of supporting institutions in improving their effectiveness in Latin America so that reductions in homicide (and improvements in citizen security in general) can be achieved.
